It has been center of research and excellence in the North-Eastern India due to presence of several institutes like Dibrugarh University, Assam Medical College, Regional Medical Research Centre (RMRC) and DU institute of Engineering and Technology (DUIET). IL (Oil India Limited), BCPL (Brahmaputra Cracker and Polymer Limited), AGCL (The Assam Gas Company Limited), DNPL (Duliajan Numaligarh Pipeline Limited) etc. Apart from this Dibrugarh district produces highest amount of tea in India with around 175 tea gardens. In Dibrugarh district there are 145 Government high schools and higher secondary schools. In 2015, 9628 students from these schools appeared
in HSLC exams and 64.34% students have passed. In 2016, 9377 students appeared and 67.69% of them passed. Number of students clearing these examinations in first division were 729 and 854 respectively. In other words, more than 5000 students fail in HSLC exams every year from the district. Huge number of such students drop out of formal education system before reaching higher secondary level because of various reasons. The above data reveals that there is a need to address these issues to nurture human resources and realize full potential of future generation. It is essential to create interesting learning environment in schools. We need to understand needs of each and every student, adopt better methods of teaching, help them appreciate the importance of education and involve parents and guardians in this whole process. Thus " Lakshya " is being launched to address these issues through a comprehensive strategy.
