On 04.08.2026, a team of the Assam State Commission for Protection of Child Rights, comprising Members Smt. Mousumi Brahma and Ms. Bandana Sasoni, accompanied by Ms. Manisha Talukdar, visited the Office of the District Child Protection Officer and the Child Welfare Committee, Jorhat.

The visit was conducted to review the functioning of the Child Welfare Committee and the District Child Protection Unit, interact with the officials and staff, and assess the implementation of child protection services in the district.

During the visit, the ASCPCR team had a fruitful discussion with the CWC, Jorhat and DCPU, Jorhat. The Commission Members addressed the queries raised by the district team and provided suggestions and recommendations for strengthening the implementation of child protection measures and services in the district.

During the visit, both the DCPU and CWC were found to be functioning effectively. The Commission appreciated the sincere efforts and dedication of the officials and staff in ensuring the care, protection, and welfare of children in the district.

On 04.08.2026, a team of the Assam State Commission for Protection of Child Rights, comprising Members Smt. Mousumi Brahma and Ms. Bandana Sasoni, accompanied by Ms. Manisha Talukdar, visited the Observation Home for Boys, Jorhat. A Consultant from UNICEF, Assam was also present during the visit.

The ASCPCR team was accompanied by Ms. Rizwana Tazmin Hazarika, DCPO, Jorhat, along with the staff of the District Child Protection Unit, Jorhat.

The visit was undertaken to assess the living conditions, infrastructure, hygiene standards, and safety measures at the Observation Home, as well as to interact with the children and staff to assess the existing care practices, identify challenges, and ascertain the support required for the holistic well-being and rehabilitation of the children.

Smt. Rilanjana Talukdar, Member, Assam State Commission for Protection of Child Rights (ASCPCR), attended the National Consultation and Release of Report 2.0 on the theme “Beyond the Debate: Age of Consent in India – The Road Ahead”, held on 7th August 2026 at the Constitution Club of India, New Delhi.

The consultation brought together an eminent and diverse gathering of stakeholders, including Shri Priyank Kanongoo, Hon’ble Member, National Human Rights Commission, who delivered the Keynote Address, Members/representatives of Human Rights Commissions, Chairpersons/representatives of State Commissions for Protection of Child Rights from Uttarakhand, Chandigarh and Tripura, representatives of State Women Commissions from Uttar Pradesh and Tripura, members of the judiciary and legal fraternity, child rights activists, NGOs, civil society representatives and other experts.

Doctors and medical professionals also participated in the consultation and shared valuable perspectives on the health, psychological, developmental and medical aspects of adolescence from an age-based perspective. Their inputs added an important health dimension to the legal and social discourse on the age of consent.

The consultation provided a significant multidisciplinary platform to deliberate on age of consent, POCSO, adolescent relationships, child protection, health, human rights and access to justice. The discussions emphasised the need for a balanced, evidence-based, sensitive and child-centric approach, ensuring that the best interests, safety, dignity, health and rights of children remain at the centre of the legal and policy framework.

The participation of stakeholders from the human rights, child rights, judiciary, medical, legal and civil society sectors made the consultation a valuable forum for strengthening the ongoing national dialogue on the age of consent in India.

Today, on 07.08.2026, the Chairperson of the Assam State Commission for Protection of Child Rights chaired a State-Level Meeting held at the Conference Hall of the Directorate of Social Welfare, Assam, as part of the Exposure-cum-Learning Visit of the delegation from the Odisha State Commission for Protection of Child Rights (OSCPCR), led by Mrs. Babita Patro, Hon’ble Chairperson, OSCPCR, along with five Members of OSCPCR.

The meeting was attended by Shri Gauri Shankar Sarmah, ACS, Director of Social Welfare, Assam; Shri Udaiyaditya Gogoi, ACS, Member Secretary, ASCPCR; Smt. Mousumi Brahma and Smt. Bandana Sasoni, Members, ASCPCR; Mrs. Anuja Bhuyan, ACS, Joint Secretary, Department of School Education, Assam; Dr. Rosy Rani Sharma, APS, SSP, CID, Assam; and officers from the Directorate of Social Welfare, State Child Protection Society (SCPS), ASCPCR, and other concerned departments.

The meeting provided an important platform for sharing experiences, good practices, and insights on child protection and welfare initiatives, further strengthening inter-State cooperation and collaborative efforts towards ensuring the protection and well-being of children.

Today, on 06.08.2026, the Chairperson of ASCPCR led the Chairperson and five Members of the Odisha State Commission for Protection of Child Rights (OSCPCR), who visited Assam as part of an Exposure-cum-Learning Programme.

The joint team visited the Observation Home for Boys in Kamrup District and interacted with the children residing in the Home. Later, they participated in a district-level Stakeholders' Meeting at the Conference Hall of the District Commissioner, Kamrup, to discuss the strategies adopted at the district level for the prevention of child marriage and community-based interventions relating to child protection and child rights.

The meeting was attended by the District Commissioner, Kamrup, along with the Additional Deputy Commissioner (ADC), CEO Zila Parishad, Senior Superintendent of Police (SSP), Kamrup, District Social Welfare Officer (DSWO), Child Development Project Officers (CDPOs), Block Development Officers (BDOs), Child Marriage Prohibition Officers (CMPOs), officials of the District Hub for Empowerment of Women (DHEW), representatives of NGOs, Members of the Child Welfare Committee (CWC) and Juvenile Justice Board (JJB), and officials from the State Child Protection Society (SCPS), District Child Protection Unit (DCPU), and Child Helpline, Kamrup District.

Dr. Shyamal P. Saikia, IPS (Retd.), Hon'ble Chairperson, Assam State Commission for Protection of Child Rights (ASCPCR), along with Smt. Rilanjana Talukdar, Hon'ble Member, ASCPCR, had the privilege of participating in the Two-Day Regional Convention on Child Rights held in Arunachal Pradesh on the theme, "Strengthening Child Rights Protection in North East India through Regional Cooperation and Collaborative Action," which concluded on 2nd August 2026.

The valedictory session was graced by Shri Priyank Kanangoo Hon'ble Member, National Human Rights Commission (NHRC) and Former Chairperson, National Commission for Protection of Child Rights (NCPCR), as the Chief Guest of Honour. In his insightful address, he emphasized the need to strengthen institutional mechanisms, foster collaborative governance, and adopt a child-centric approach to ensure the protection and well-being of every child.

During the Convention, Dr. Shyamal P. Saikia delivered two technical presentations on "Cyber Safety, Community-Based Child Protection and Child Participation" and "Strengthening SCPCRs through Regional Cooperation and Institutional Reforms.
Smt. Rilanjana Talukdar presented on "Emerging Child Rights Issues and Best Practices in the North Eastern States," highlighting the region's key challenges and innovative initiatives for strengthening child protection.

The Convention brought together the State Commissions for Protection of Child Rights from Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura, providing an invaluable platform to exchange experiences, deliberate on emerging child protection issues, share best practices, and formulate collaborative strategies for the future.

Among the major outcomes of the Convention were the need to strengthen inter-state coordination, improve the implementation of child protection laws, promote meaningful child participation, ensure access to quality education, and collectively address pressing concerns such as child trafficking, child marriage, substance abuse, child nutrition, and the creation of a robust and responsive child protection ecosystem across the North Eastern Region.

The Convention concluded with a shared resolve to deepen regional collaboration and work collectively towards safeguarding the rights, dignity, and holistic development of every child in North East India.

Yesterday, on 03.08.2026, a team of the Assam State Commission for Protection of Child Rights (ASCPCR), comprising Members Smt. Mousumi Brahma and Ms. Bandana Sasoni, accompanied by Ms. Manisha Talukdar, visited five relief camps in Sivasagar District to assess the situation of children and families affected by the floods.

In Sivasagar, Dr. Bikash Ranjan Konwar, DCPO; Mr. Dipak Taye, Social Worker; Ms. Prarthana Duarah, Social Worker; Mr. Utpal Saikia, Supervisor, Child Helpline; and Mr. Jitu Borah, Case Worker, Child Helpline, DCPU Sivasagar, accompanied the team during the visit.

The ASCPCR team was also accompanied by Mr. Bikash Gogoi, Case Worker, Child Helpline, Jorhat, who accompanied the team from Jorhat to Sivasagar.

The visit was undertaken to monitor child protection measures, safety and living conditions in the relief camps, particularly for children staying there with their families.

The ASCPCR team also distributed school bags, notebooks, pens, pencils, clothes and food items among the affected children as a gesture of support during the difficult situation.

The ASCPCR visited a total of five relief camps in Sivasagar District. The photographs below are from the Bir Lachit Borphukan College Relief Camp and Betbari Nimaijan Mathaori (মথাউৰি).

At the Bir Lachit Borphukan College Relief Camp, a total of 80 children were staying with their families.

At Betbari Nimaijan Mathaori (মথাউৰি), a total of 15 children were found staying with their families. The team observed that the families were staying there along with their livestock and were yet to receive relief assistance.

The ASCPCR team visited a total of five relief camps and one village in Sivasagar District . The photographs below are from the Lakhimi Nagar Relief Camp and Darikapar Village, Sivasagar.

At Lakhimi Nagar Relief Camp, a total of 48 children were staying with their families at the time of the visit.

The team visited Darikapar Village in Sivasagar, which was severely affected by the floods and remains partially submerged. Several families are staying together in groups to support and help one another during the difficult situation. The team interacted with the villagers to understand their overall condition and the challenges being faced by the families, particularly those affecting children.
