Sikkim DIT Delegation Participates in AI Impact Summit 2026, New Delhi:
A high-level delegation from the Department of Information Technology (DIT), Government of Sikkim, has been participating in the AI Impact Summit 2026 held in New Delhi from 16th to 19th February 2026, with today marking the concluding day of the summit.
The event was inaugurated by the Hon’ble Prime Minister of India, Narendra Modi, in the presence of global AI experts, policymakers, and technology leaders.
The Sikkim delegation comprises Navraj Gurung (Chairman, DIT), Bimal Rai (Secretary, DIT), Tsering Samdup (Principal Director, DIT), Prem Vijay Basnet (Director, DIT), and Samrat Pradhan (Joint Director, DIT).
The visit aims to gain first-hand insights into emerging artificial intelligence technologies, policy frameworks, and scalable implementation models showcased at the Summit and AI Expo. The delegation explored AI-driven applications across key sectors including governance, healthcare, education, agriculture, disaster management, cybersecurity, and smart infrastructure.
The participation also provides an opportunity to assess potential collaborations to strengthen Sikkim’s e-governance platforms, promote data-driven decision-making, and accelerate digital transformation initiatives aligned with the State’s vision for sustainable and inclusive development.

A three-day Capacity Building Workshop on “Applications of Artificial Intelligence and Machine Learning” is being organized by the Department of Information Technology, Government of Sikkim, in collaboration with the National e-Governance Division (NeGD).

The workshop was inaugurated by Shri Bimal Rai, Secretary, Department of Information Technology, Government of Sikkim, with a welcome address delivered by Shri T. Samdup, Director, IT. The programme was also attended by Shri S. T. Wangdi, Director, DIT, and Shri P. V. Basnet, Director, DIT, along with officers and staff of the Department of Information Technology, Government of Sikkim. Representatives from various State Government departments also participated in the event.

This workshop has been designed to provide participants with a hands-on introduction to Artificial Intelligence (AI) and Machine Learning (ML) tools and workflows, with a strong emphasis on practical applications relevant to governance and public service delivery.

Over the course of the three days, participants—primarily State IT officials—will gain foundational skills in Python programming, data handling, and preprocessing, progressing to advanced topics such as Predictive Analytics, Natural Language Processing (NLP), and Generative AI.

By the end of the workshop, participants are expected to have strengthened their understanding of how AI and ML can enhance efficiency, transparency, and citizen-centric service delivery, aligning with the vision of Digital India and the Government of Sikkim’s ongoing efforts toward digital transformation.

The Department of Information Technology, Government of Sikkim, in collaboration with Techie Panda, has commenced the Digital Readiness Training Program under the Sikkim Inspires initiative.

The first district-wise training was successfully conducted at Gangtok District on 1st September 2025, followed by the second session at Pakyong District on 3rd September 2025. Each one-day training program brought together officials from the 9 priority departments, focusing on:
✅ Strengthening digital skills
✅ Enhancing technology-driven governance
✅ Improving citizen service delivery through digital platforms

By conducting the program district-wise, the initiative ensures wider outreach, hands-on learning, and localized capacity building across Sikkim.

Hon’ble Chief Minister launches Sikkim State Data Policy, 2025 under the Sikkim Inspires Programme to strengthen digital governance and transparency on the occasion of Independence Day 2025.
The Government of Sikkim through the Department of Information Technology marked a significant milestone in its digital transformation journey with the formal launch of the Sikkim State Data Policy (SSDP-2025) and its compliance framework, under the aegis of the Sikkim INSPIRES Programme. The policy was launched by the Hon’ble Chief Minister of Sikkim during the 79th Independence Day celebrations in Gangtok on 15th August 2025.
Formulated and framed by the Department of Information Technology, the SSDP-2025 provides a robust framework for data governance, transparency, privacy protection, and responsible use of public data across government departments.
Key Highlights of SSDP-2025
Eight guiding principles: Open data access, transparency, privacy, ethical use, quality, security, legal compliance, and usability.
Interoperability across departments to reduce duplication, ease in sharing of data and improve policy coordination.
Stronger privacy safeguards to protect citizens while enabling data-driven governance.
Promotion of open data ecosystems to support innovation, research, startups, and digital entrepreneurship.

A one-day workshop on cyber security for Chief Information Security Officers (CISOs) and Deputy CISOs from different line departments took place at the Conference Hall of the Tourism and Civil Aviation Department, today.

The Department of Information Technology (DIT), Government of Sikkim, organised the programme in partnership with the National e-Governance Division (NeGD) under the Ministry of Electronics and Information Technology (MeitY), Government of India.

The NeGD, formed in 2009 by MeitY, supports the implementation of e-Governance projects and provides both technical and advisory support at the central and state levels.

The Secretary DIT, Mr Tenzing T Kaleon, in his keynote address, thanked the guest speakers from MeitY for their presence. He said that cyberspace had become a part of daily life, and any breach could affect people directly. He requested the speakers to share practical examples and case studies with the IT officials attending the workshop. He encouraged the participants to make full use of the session to strengthen cyber security in the State. In his closing remarks, he thanked all participants and said he hoped the workshop would be useful.

Earlier, Director DIT, Mr T Samdup, in his welcome address, said that the workshop aimed to build awareness among officials and strengthen cyber practices under the Cyber Suraksh*t Bharat initiative.

The guest speaker for today’s programme was Joint Director of CERT-IN, MeitY, Mr Abhishek Solanki.

The second part of the workshop included three technical sessions. Speakers explained the roles and responsibilities of CISOs, the response to cyber crisis situations, and cyber hygiene practices for government staff. The speakers had long experience in the IT sector.

The workshop was attended by Officer on Special Duty (DIT) Mr Bum Tshering Yonzon, Joint Director IT Department Mr Debasis Shilal, Chief Mentor of Cyber Suraksh*t Bharat and former MeitY Scientist Mr VK Trivedi, Assistant Manager of NeGD Mr Gaurav Atreyi, along with CISOs, Deputy CISOs, and IT officials from different departments.

Standing Committee on Communications and Information Technology’s Upcoming Study Visit to Sikkim Discussed
Gangtok, 07 July 2025:
The Department of Information Technology, Government of Sikkim, held a meeting today to discuss the study visit programme of the Standing Committee on Communications and Information Technology (2024-25) to Guwahati, Siliguri, and Gangtok.
The meeting was chaired by the Hon’ble Member of Parliament (Lok Sabha), Sikkim, and attended by senior officials of the Department, including Shri Tsering Samdup, Director I, along with Directors and Joint Directors of the Department of Information Technology.
Welcoming the Hon’ble MP, Shri Tsering Samdup briefed him on the scheduled programme of the Standing Committee. The Hon’ble MP emphasised the importance of the upcoming visit and highlighted the need to present connectivity issues faced by Sikkim to the Committee members for prompt resolution.
Key issues identified for presentation to the Committee include:
Accurate Representation of Villages for Connectivity Reports: Currently, the Department of Telecommunications (DoT) considers 427 revenue villages in its connectivity reports, whereas Sikkim has 1149 actual villages/wards, leading to discrepancies in assessing connectivity status. The Department plans to request the Committee, through the Hon’ble MP, to direct the DoT to consider the actual number of villages/wards for accurate reporting and planning.
Expansion of Optical Fibre Connectivity: As per BSNL data, only 14 out of 34 blocks in Sikkim are covered under Optical Fibre Connectivity, leaving 20 blocks uncovered. A request will be submitted to the Committee to direct the DoT to ensure optical fibre connectivity in these uncovered blocks under the Amended BharatNet Programme.
During the meeting, Shri Tsering Samdup presented an overview of various ICT initiatives and projects implemented by the Department to the Hon’ble MP.
The Hon’ble MP also held a video conference with the Director of the Software Technology Parks of India (STPI), Gangtok, to review preparations for the Committee’s visit to STPI on 10 July 2025. STPI will send formal invitations to the Secretaries of the Department of Information Technology and the Department of Commerce & Industries for participation during the visit.
Additionally, the Hon’ble MP advised the Department to prepare Detailed Project Reports (DPRs) for establishing internet connectivity in Mangan and Gyalshing districts and to submit the proposals to the Ministry of Minority Affairs and the Ministry of Tribal Affairs, Government of India, for financial assistance.
Following the discussions, the Hon’ble MP visited the Sikkim State Data Centre, where he interacted with the staff and reviewed the operations of the facility, including the server farm and Building Management System. The Hon’ble MP commended the efforts of the Data Centre team while noting concerns regarding space constraints, assuring that he would raise the matter in relevant forums for resolution.
The Department of Information Technology remains committed to improving digital connectivity in Sikkim and ensuring the successful facilitation of the Standing Committee’s upcoming visit.

A Stakeholder Consultation Workshop on the Sikkim State Data Policy 2025 & Standard Operating Procedure was held at the Tashiling Secretariat in Gangtok. The event, organized by the Department of Information Technology (DIT) and chaired by Chief Secretary Mr. R. Telang, saw active participation from various government departments and stakeholders.

The Sikkim State Data Policy 2025, developed under the Sikkim INSPIRES initiative with technical support from Ernst & Young, aims to establish a robust framework for data governance, ensuring transparency, security, and efficient use of data in public service delivery.

Key policy objectives discussed included:

1: Improving service delivery accuracy by identifying eligible beneficiaries and removing ineligible records.
2: Reducing data redundancy through better integration and rationalization across departments.
3: Enhancing transparency via structured data sharing within government and the public.
4: Strengthening public administration with skilled data management and documentation.
5: Maximizing data analysis through interoperability and privacy safeguards.

Mr. Telang emphasized the importance of a comprehensive digital infrastructure for seamless data flow across government departments. He highlighted the need for stringent data security measures, likening data to a valuable asset that requires the highest protection standards.

A technical session led by Director, DIT, Mr. Sonam Tashi Wangdi, covered the role of data governance in line with Sikkim’s developmental priorities. Key objectives of the policy include improving service delivery accuracy, reducing redundancy, enhancing transparency, and supporting data-driven governance.

Participants were briefed on the Sikkim Data Platform, a centralised, secure system for data sharing. Heads of Departments were asked to review the draft policy and SOPs, providing feedback within two weeks to finalize the policy.

The workshop concluded with a vote of thanks by Mr. Prem Ashish Pradhan, Joint Director, DIT.
