Sikkim State Rural Livelihood Mission Launches 'Nayi Chetna 4.0' Campaign, Championing Women's Economic Leadership
GANGTOK, December 6, 2025 — The Government of Sikkim, through the State Rural Livelihood Mission (SRLM), Rural Development Department (RDD), officially launched the state rollout of the 'Nayi Chetna 4.0' National Campaign Against Gender-Based Violence. The launch, held during a State Level Coordination Committee (SLCC) Steering Committee Meeting chaired by the Secretary, RDD, embraced the theme: "Women Leading the Way: Economic Empowerment for Inclusive Growth towards a Viksit Grameen Bharat".
The meeting demonstrated a 'Whole of Government' commitment, bringing together key representatives from all 11 line agencies: the Social Welfare Department, Women, Child, Senior Citizen & Divyanjgan Welfare Department, Education Department, Directorate of Panchayati Raj, State Institute of Rural Development (SIRD), Agriculture Department, Horticulture Department, Animal Husbandry & Veterinary Services Department, Information and Public Relations Department, Women Commission, and the Police Department.
The campaign is designed to evolve into a genuine 'Jan Andolan' (People's Movement), shifting its focus beyond addressing violence to tackling its core systemic drivers: economic dependency, under-recognition of women’s labour, and the burden of unpaid care work.
The Sikkim State Rollout Plan outlines several key activities: Organizing various awareness programs at Block Level, Organizing Financial Literacy Camps, Linking Women Farmers to Departments through Kisan Mela, organizing activities at schools to create an awareness on Gender Equality and facilitating Visit to One Stop Centres by CLF/ VO leaders.
The Women, Child, Senior Citizen & Divyanjgan Welfare Department affirmed its role by committing to ensuring information about critical women-centric services—Sakhi Niwas (One Stop Centre), Saksham Anganwadi, and Shakti Sadan (Working Women's Hostel)—percolates to the community level. They also announced a sensitization effort through a street play on Gender-Based Violence to be staged at MG Marg on December 10th. Furthermore, to streamline benefit delivery, the department strongly recommended that mass Aadhar authentication be expedited for beneficiaries across schemes.
The event concluded with a solemn Pledge Ceremony administered by the Secretary, RDD, cementing the state’s unified commitment to move "From Participation to Agency" for all rural women.
