Invited by the Planning & Development Department, Government of Sikkim, we contributed in conceptualising and delivering the state’s first-ever consultation on Aftercare under the flagship programme Sikkim INSPIRES, held on the 5th and 6th of December.

Over two inspiring days, the consultation brought together care leavers​, government departments, NGOs, experts, and youth networks to co-create a strong and forward-looking aftercare vision for Sikkim.

As partners, we developed a range of IEC materials and a comprehensive factsheet, facilitated the participation of exemplary care leavers from other states to inspire and guide Sikkim’s youth in forming their own network, documented the full proceedings, and presented key recommendations to strengthen Sikkim’s aftercare programme.

🟣 Day 1 centred on listening to the voices of care leavers both from Sikkim and other states as they shared their journeys, aspirations, and systemic challenges through storytelling, visual mapping, group work, and empathy interviews.
🟢 Day 2 shifted towards action and system-building, with departments across education, skill development, livelihood, welfare, and child protection coming together to discuss their roles and co​-create the Aftercare program in the state.

The energy, honesty, and leadership demonstrated by the care leavers​ and stakeholders, combined with the ​political will of government officials, made this consultation deeply meaningful and hopeful.

We extend our heartfelt congratulations to the Sikkim INSPIRES team, the Department of Women & Child Development, the Government of Sikkim, and all partner organisations for convening such a thoughtful and well-structured dialogue and to UNICEF India for facilitating this collaboration.

We are truly excited about this new partnership and look forward to working together to build a robust aftercare ecosystem that ensures every young person transitioning from care in Sikkim is supported, empowered, and able to thrive.

Through FiT Families Together, our community-based family strengthening programme, we work closely with families so children can grow up in environments that protect them, empower them, and keep them connected to their roots.

Children playing freely, engaging with mentors, gathering in safe community spaces reflect what becomes possible when families are supported and equipped to nurture their children.

Every child has the right to:

✨ feel protected and included in their community

On this , we honour the truth that human rights are lived, everyday realities shaping the opportunities young people access, the safety they experience, and the dignity they deserve.

This is reflected in the journey of Guru, a young care leaver who lost both parents early in life. Like many transitioning out of Child Care Institutions, he faced barriers to his right to identity, right to education, and right to livelihood.

Through our Aftercare Outreach Programme (AOP), these rights became tangible
* His right to identity was restored through support in updating essential documents
* His right to education and skills was strengthened by enrolling him in vocational course
* His right to livelihood came alive when he secured a stable job and began supporting himself and his sister
* His right to participation was upheld through counselling and decision-making support that allowed him to shape his own future
Guru’s progress shows what becomes possible when systems uphold rights with intention.

Human rights are POSITIVE, ESSENTIAL and ATTAINABLE.

Today, on , we reaffirm our commitment to building a rights-based ecosystem where every care leaver like Guru can move toward adulthood with dignity, protection, and opportunity.

AOP is Udayan Care's flagship initiative, born from our groundbreaking "Beyond 18" research study published in 2019, and supports care leavers in eight critical domains of the "Sphere of Aftercare." Since 2020, AOP has positively impacted 800+ care leavers across six states, providing them with essential resources for growth and self-reliance.

At the National Learning Event on “Ten Years of the Juvenile Justice Act – How Far Have We Come on Disability Inclusion?”, our Founder & Managing Trustee Dr. Kiran Modi spoke on the panel “Strengthening the Child Protection Workforce to Address the Needs of Children with Disabilities” on 4th December.

As we mark ten years of the JJ Act (2015) and enter the tenth year of the RPwD Act (2016), Dr. Modi highlighted a truth we can no longer overlook: the two laws were designed to protect the same children, yet they rarely speak to each other and this gap affects children every day.

Drawing from Udayan Care’s work across communities, CCIs, and aftercare, she shared key insights:
- Children with disabilities often remain invisible in families, communities, and even institutional records.
- Many enter CCIs with undiagnosed disabilities, delayed assessments, and unmet emotional needs.
- CCI staff, CWCs, and DCPUs are committed, but lack training in disability inclusion and trauma-informed care.
- Transitions out of care are even more challenging for youth with disabilities due to limited schooling, scarce employment opportunities, and almost no assisted living options.

Yet, she also pointed to what gives us hope:
- Multidisciplinary care teams improving emotional and learning outcomes.
- Family-strengthening programmes preventing unnecessary institutionalisation.
- Recognising strengths, from girls with disabilities competing at Special Olympics to youth finding meaningful work.
- Collaborations showing what is possible when the government, NGOs, educators, and disability groups work together.

Her message was clear: 'Disability inclusion cannot be an add-on. It must be integrated into every layer of child protection- policy, staffing, budgeting, training, data, and monitoring. Only then will children with disabilities stop falling through the gaps between systems meant to support them.'

We are grateful to Keystone Human Services and Keystone Human Services India Association for the opportunity to contribute to this important dialogue.

👥 In continuation of this commitment, 3 of our team members also attended the three-day training on “Introduction to Disability Inclusion for Child Protection Actors” from 2nd to 3rd December, further strengthening our capacity to build a child protection ecosystem that sees, includes, and supports every child.
