REPORT ON FAREWELL PROGRAMME OF SHRI DORJEE SHERPA, FORMER BDO, KHAMDONG BLOCK

A farewell programme in honour of Shri Dorjee Sherpa, former Block Development Officer (BDO), Khamdong Block, was organized on 12th June 2026 at the Conference Hall of BAC Khamdong following his transfer and appointment as Chief Executive Officer (CEO), Khadi & Industries Board, Government of Sikkim.

The programme was attended by the Assistant Coordinator, NHPC, CLC President, Zilla Panchayats, Panchayat Presidents, Panchayat Members, officials and staff of BAC Khamdong, along with well-wishers from across the block.

The programme commenced with a welcome address highlighting the remarkable contributions and dedicated service rendered by Shri Dorjee Sherpa during his tenure as BDO, Khamdong. Speakers from various organizations and local bodies expressed their gratitude for his leadership, commitment towards rural development, and his efforts in strengthening coordination among government departments and Panchayati Raj Institutions.

Representatives from NHPC, CLC, Zilla Panchayats, Panchayat Presidents, Panchayat Members, and BAC staff shared their experiences and conveyed their best wishes for his future responsibilities. They acknowledged his proactive approach, administrative efficiency, and unwavering support towards developmental initiatives undertaken within the block.

In his farewell address, Shri Dorjee Sherpa thanked all stakeholders, officials, elected representatives, and staff members for their cooperation and support throughout his tenure. He expressed his gratitude to the people of Khamdong Block and encouraged everyone to continue working collectively for the overall development and welfare of the community.

As a token of love and appreciation, mementoes and farewell gifts were presented to Shri Dorjee Sherpa by various organizations and individuals. The gathering wished him success and prosperity in his new role as CEO, Khadi & Industries Board, Government of Sikkim.

The programme concluded with a vote of thanks, followed by refreshments and group photographs, marking a memorable and emotional farewell to a respected administrator and leader.

REPORT ON SCHOOL SAFETY PROGRAMME

Venue: PM Shri Sonamati Memorial Government Senior Secondary School (SMGSSS), Khamdong

A School Safety Programme was successfully conducted on 10th June 2026 at PM shri Sonamati Memorial Government Senior Secondary School (SMGSSS), Khamdong, by the 2nd Battalion, National Disaster Response Force (NDRF), Pakyong. The programme commenced at 11:00 AM and witnessed active participation from students, teachers, and officials.

The programme was graced by the presence of the Block Development Officer (BDO), Khamdong, representatives from the District Disaster Management Authority (DDMA), the Principal of SMGSSS Khamdong, officials and staff of SMGSSS, along with a large gathering of students.

The objective of the programme was to create awareness among students and school staff regarding disaster preparedness, risk reduction, emergency response, and safety measures during natural and man-made disasters. The NDRF team highlighted the importance of preparedness and community participation in disaster management.

During the programme, the NDRF personnel delivered informative sessions on various disaster-related topics, including earthquakes, landslides, floods, fire safety, and emergency evacuation procedures. Demonstrations were conducted on basic rescue techniques, first aid, and the proper use of safety equipment. Students were also educated on the importance of remaining calm and following safety protocols during emergencies.

The resource persons from NDRF engaged the participants through interactive discussions and practical demonstrations, which enhanced the understanding of disaster management and response mechanisms among the students. The programme emphasized building a culture of safety and resilience within educational institutions.

The BDO, Khamdong, appreciated the efforts of the NDRF team for conducting the awareness programme and encouraged students to apply the knowledge gained in their daily lives. The Principal of SMGSSS also expressed gratitude to the NDRF and all concerned departments for organizing the informative event.

The programme concluded with a vote of thanks, acknowledging the contribution of the NDRF team, DDMA officials, school authorities, and all participants for making the event successful.

REPORT ON CLEANLINESS DRIVE

A cleanliness drive was successfully conducted by the staff and officials of Block Administrative Centre (BAC), Khamdong on 04th June 2026 under the banner “Swachh Gaon, Suraksh*t Jalvayu”. The programme was organized with the objective of promoting cleanliness, environmental sustainability, and creating awareness on the importance of maintaining a clean and healthy surrounding.

The drive commenced in the morning with active participation from all officers and staff members of BAC Khamdong. The participants carried out extensive cleaning of the office premises, including removal of litter, sweeping of pathways, cleaning of drains, and proper disposal of waste materials. Special attention was given to maintaining hygiene within and around the office complex.

During the programme, participants emphasized the significance of community participation in keeping villages clean and protecting the environment from pollution and climate-related challenges. The initiative also aimed to encourage responsible waste management practices and foster a sense of environmental stewardship among the public.

The cleanliness drive was completed successfully with wholehearted cooperation and enthusiasm from all staff and officials. MINUTES OF THE COORDINATION MEETING

Held with Hon’ble Panchayat Presidents, Vice Presidents, Panchayat Members, ADs (PRI), Sr. VAA/VAA, PAA and PDAs of all GPUs under Khamdong Block

A coordination meeting with the Hon’ble Zilla Panchayats, Panchayat Presidents, Vice Presidents, Panchayat Members, ADs (PRI), Sr. VAA/VAA, PAA and PDAs of all GPUs under Khamdong Block viz Simik-Lingzey GPU, Khamdong GPU, Sirwani GPU, Dung-Dung Thasa GPU and Chisopani GPU. Also present were CLC President, Assistant Engineer/ Junior Engineers, JEs from SGAY, BPM, SWIs, P*s, APC, BS was convened on 15th May 2026 at the Conference Hall, BAC Khamdong chaired by Shri Sherap Kazi, Hon’ble Zilla Member. The meeting was convened by BDO, Khamdong.

The programme commenced with the traditional offering of Khadas to the Chairperson of the meeting, Shri Sherap Kazi, Hon’ble Zilla Member, and all elected representatives as a mark of respect and welcome.
Thereafter, the proceedings of the meeting were carried out as follows:

➢ Welcome speech by Shri. Samir S***a, Panchayat Inspector, BAC Khamdong

1. Address by the Hon’ble Panchayat President, Simik-Lingzey GPU

The Hon’ble Panchayat President of Simik-Lingzey GPU delivered the welcome address and highlighted the demographic profile of the GPU including ward-wise population details, household statistics and employee details under the GPU. The President also briefed the house regarding the administrative jurisdiction and developmental activities undertaken within the GPU.

2. Address by the Hon’ble Panchayat President, Khamdong GPU

The Hon’ble Panchayat President, Khamdong GPU, presented a detailed introduction of the GPU since its establishment. The address covered geographical jurisdiction, ward-wise population and household details, functioning of the Panchayat body and details of Panchayat functionaries serving under the GPU. 3. Address by Hon’ble Panchayat President, Dung-Dung Thasa GPU

The Hon’ble Panchayat President of Dung-Dung Thasa GPU presented the overall profile of the GPU including demographic particulars, geographical features, Government assets, Self Help Groups (SHGs), ICDS Centers, NGOs, youth clubs, temples/churches and details of Panchayat functionaries functioning under the GPU.

4. Address by Hon’ble Zilla Panchayat, Sirwani GPU

The Hon’ble Zilla Panchayat member representing Sirwani GPU highlighted the population profile, geographical details, Panchayat infrastructure and staff strength under the GPU. The importance of coordinated efforts between elected representatives and officials for effective implementation of developmental schemes was also emphasized.

5. Address by the Hon’ble Panchayat President, Chisopani GPU

The Hon’ble Panchayat President of Chisopani GPU discussed the establishment and developmental profile of the GPU. Discussions were also held on GPDP preparation, implementation of JJM works, MGNREGA activities, Old Age Pension, disability pension and other welfare schemes being implemented under the GPU.

6. Address by Hon’ble Zilla Panchayat, Dung-Dung Thasa

The Hon’ble Zilla Panchayat member stressed the importance of strengthening coordination between Panchayats and line departments for effective delivery of Government schemes and developmental programmes.

7. Address by Assistant Engineer, BAC Khamdong

The Assistant Engineer briefed the house regarding the status of Jal Jeevan Mission (JJM) works, ongoing developmental works ward-wise and issues related to GPDP/SD schemes/works. The importance of timely ex*****on and monitoring of works was emphasized.

8. Address by Block Coordinators/SBM Team

The SBM team elaborated on solid waste management practices, waste segregation, sanitation management and implementation of Solid Waste Management Rules. Awareness was also provided regarding applicable guidelines and community participation in maintaining cleanliness and sanitation.

9. Address by APO, BAC Khamdong

The APO, BAC Khamdong elaborated on the following points:
​•​Guidelines related to Viksit Bharat Gram initiatives.
​•​Importance and conduct of Gram Sabha meetings.
​•​Preparation and implementation of GPDP Plans.
​•​Roles and responsibilities of Gram Panchayats in developmental activities.
​•​Livelihood mission and strengthening of rural development programmes.
​•​Effective implementation of MGNREGA works in all GPUs.

The APO, further emphasized the need for maintaining transparency and accountability in ex*****on of schemes and developmental works.

10. Address by the CLC President

The CLC President emphasized the need for continuous coordination among elected representatives, officials and the Block Administration for successful implementation of public welfare schemes and developmental works. Stress was laid on strengthening coordination with BAC Khamdong and ensuring timely ex*****on of public works and schemes.

11. Address by the Block Development Officer, BAC Khamdong

The Block Development Officer, BAC Khamdong, highlighted the importance of regular coordination meetings for smooth functioning of Panchayats and proper implementation of Government programmes.

The following important issues were discussed during the meeting:
​•​Time-based planning and functioning of GPUs.
​•​Implementation of works under the 29 subjects transferred to Block.
​•​Disaster preparedness and identification of vulnerable and hazardous areas.
​•​Oil conservation measures and recent Government notifications.
​•​Importance of Sustainable Development Goals (SDGs) and Viksit Bharat initiatives.
​•​Proposed constituency-level meeting with the Hon’ble Minister.
​•​Requirement of permanent office land for GPUs wherever necessary.

Further, the following matters relating to JJM and developmental activities were deliberated upon:
​•​Updating household survey data in view of increase in households and inclusion of left-out households under water supply coverage.
​•​Maintenance of office environment and public-friendly office atmosphere.
​•​Priority to genuine beneficiaries/applicants under various schemes.
​•​Direction to all GPUs for maintaining updated population profiles and records.

12. Remarks by the Chairperson of the Meeting

The Chairperson of the meeting, Shri Sherap Kazi, Hon’ble Zilla Member, appreciated the active participation of all elected representatives and officials.

During his address, the Chairperson emphasized:
​•​Importance of coordination meetings for transparent and efficient administration.
​•​Need to identify drawbacks and challenges faced during Gram Sabha meetings and to find practical solutions.
​•​Active participation of all sections of society during Gram Sabha for identifying genuine public grievances and developmental needs.
​•​Need for regular review and monitoring meetings at periodic intervals, preferably once every three months.
​•​Identification of problems faced by GPUs and providing suitable and practical solutions for upliftment and development of GPUs.
​•​Adoption of innovative ideas and reforms for strengthening grassroots governance and achieving the vision of Viksit Bharat.

13. Vote of Thanks

The meeting concluded with a vote of thanks proposed by Miss Meomit Lepcha, Social Welfare Inspector (SWI), who expressed gratitude to the Chairperson, all elected representatives, officials and participants for their active cooperation and valuable deliberations.

REPORT ON DISTRIBUTION OF BENEFITS UNDER CONNECT TO CM SCHEME:-

A programme for the distribution of benefits under the initiative of the Government of Sikkim is successfully conducted at BAC Khamdong. The programme aimed to extend direct support to eligible beneficiaries through various welfare measures.

The distribution was carried out by the Joint Secretary from the CMO in the presence of the Block Development Officer (BDO), Khamdong, Accounts Officer, Panchayat Members, party workers, and other concerned officials.

During the programme, Educational Assistance Cheques were distributed to deserving students to support their academic pursuits. Appointment Orders were also handed over to selected candidates, enabling them to secure employment opportunities. Additionally, Cheques for Piggery Farming were provided to beneficiaries to promote self-employment and strengthen livelihood activities in the rural areas.

The programme witnessed active participation from beneficiaries and local representatives. The initiative reflects the commitment of the Government of Sikkim to ensure inclusive development and timely delivery of services directly to the people.

The event concluded with appreciation expressed by the beneficiaries towards the government for its continued support and people-centric approach.

REPORT ON VIDEO CONFERENCE WITH HON’BLE CHIEF MINISTER, SIKKIM
UNDER “CONNECT TO CM” PROGRAMME

An inaugural video conference under the “Connect to CM” programme was successfully conducted on 10th March 2026 at the Block Administrative Centre (BAC), Khamdong. The programme was organized to facilitate direct interaction between the Hon’ble Chief Minister of Sikkim Shri. Prem Singh Tamang-Golay and various beneficiaries from all 34 BACs of Sikkim.

The programme was attended by the Block Development Officer (BDO), Officers on Special Duty (OSDs), Constituency Level Coordinators (CLCs), Panchayat Presidents, and party workers along with the beneficiaries at BAC Khamdong.

During the video conference, beneficiaries from different BACs shared their experiences, feedback, and suggestions regarding various government welfare schemes and development programmes implemented by the Government of Sikkim. The Hon’ble Chief Minister patiently interacted with the beneficiaries, listened to their concerns, and encouraged them to actively participate in developmental initiatives undertaken by the government.

The Hon’ble Chief Minister highlighted the importance of the “Connect to CM” initiative as a platform for strengthening communication between the government and the people. He also emphasized transparency, accountability, and inclusive development across all parts of the state.

The programme concluded with appreciation from the beneficiaries and officials for providing such an opportunity to directly interact with the Hon’ble Chief Minister and share their views.

Overall, the video conference was conducted smoothly and proved to be a meaningful step towards enhancing coordination and communication between the government and the public.

REPORT:
On receipt of a public complaint, a team led by the BDO, Khamdong, inspected the NIT construction site. The inspection was carried out in the presence of the Hon’ble Zilla Panchayat, Hon’ble Panchayat President, members, and the public of Dung Dung Thasa GPU.
During the inspection, it was observed that a large amount of dumping at the bottom area of the NIT site may seriously affect the households located in the lower belts of Ralap Rangtu, especially during the rainy season or in case of a cloudburst.
The matter was discussed with the Director, NIT. Necessary protective measures to prevent any possible damage were also discussed in detail during the meeting.
The issue of drinking water shortage in Ralap Rangtu was also taken up during the discussion and has been resolved.
The Director, NIT, emphasized the need for active involvement of public representatives and administration in resolving minor issues to ensure early completion of the project.

The recognition of Khamdong Block’s beneficiaries both in the Best IHHL and Best CSC categories at District and State Level stands as a proud moment for all of us. This accomplishment is a direct reflection of your unwavering dedication, continuous field engagement, and sincere efforts toward strengthening rural sanitation.

Your collective commitment has not only ensured excellence in implementation but has also inspired communities to uphold cleanliness, hygiene, and sustainable sanitation practices. The awards conferred at the district and state levels are a testament to the teamwork, coordination, and passion demonstrated by every official and frontline worker involved.
