Imphal, August 3, 2026: The Directorate of Craftsmen Training (DCT), Government of Manipur, on Monday held a day-long training programme aimed at reshaping how the state's public servants think about their work โ not simply as duty, but as a continuing exercise in learning and accountability.
The One-Day Karmayogi Kartavya Karyakram (K*K) Training Programme, held at the DCT's Conference Hall in Lamphelpat, forms part of a nationwide effort under Mission Karmayogi โ the Centre's National Programme for Civil Services Capacity Building (NPCSCB) โ which the Government of India launched to modernise the way bureaucracies train and evaluate their workforce.
Rather than treating training as an occasional formality, the mission pushes for what officials describe as "competency-based learning": a framework in which skil behaviour, and outcomes are tracked and improved continuously, much like a professional development pathway in the private sector.
Shri L Subhaschandra Singh, Joint Director of Craftsmen Training, Manipur, set the tone for the day by framing the exercise as more than a routine departmental obligation.
He spoke at length about the need for continuous learning and professional excellence, tying both to the state's broader ambitions around digital governance and citizen-centric public service.
Singh's central appeal to the room was practical rather than abstract: he urged every employee present to actively use the iGOT Karmayogi platform โ the Centre's flagsh digital learning portal for government personnel โ not as a box-ticking exercise, but as a genuine tool for sharpening knowledge and skills that could be applied in the course of everyday official work.
The message reflected a broader shift in how the government wants its workforce relate to training: less about attending a one-time session and more about sustained, self-directed upskilling.
The technical content of the day was delivered by two certified State Master Trainer Khomdram Arora Singh and Amarjit Rajkumar, whose session ranged widely across the pillars that Mission Karmayogi considers essential to a modern civil service.
Participants were walked through the philosophy underpinning Mission Karmayogi itself, before moving into more applied territory: behavioural change, competency development, and the public service values expected of government functionaries.
Sessions on teamwork, leadership, and accountability followed, alongside a dedicated discussion on ethics โ a recurring emphasis in capacity-building programmes of this kind, given ongoing public scrutiny of governance standards.
Perhaps the most conceptually distinctive part of the training was what organisers termed the "Line of Connect" โ a framework designed to help individual officials see thread linking their day-to-day responsibilities, however small or administrative, to the larger project of nation-building.
Trainers also walked participants through the practical mechanics of the iGOT Karmayogi digital learning platform, ensuring that the day's discussions translated into a working knowledge of the tool itself.
The programme closed with a collective appeal rather than a formal resolution:
participants were asked to embrace lifelong learning, hold themselves to high standards of integrity and professionalism, and work together toward a public administration that is more responsive, efficient, and centred on the needs of citizens.
While modest in scale โ a single day, a single department โ the training reflects a pattern being replicated across government offices in Manipur and elsewhere in India, state administrations align their internal training calendars with the Centre's Mission Karmayogi framework.
For the Directorate of Craftsmen Training, the hope is that Monday's session will not be a standalone event, but the first of a sustained institutional push toward a workforce that treats capacity-building as an ongoing responsibility rather than an annual formality.
