Former Principal Chief Commissioner Urges President Murmu to Create Separate Budget for Manipur’s Hill Areas, Citing Constitutional Mandate, Systemic Neglect, and Widening Valley–Hill Divide

IN a strongly worded petition submitted to the President of India, Smt. Droupadi Murmu, Eno.K.Timothy Zimik a retired Principal Chief Commissioner of Income Tax and former Lok Sabha candidate from Outer Manipur (ST), has called for an immediate separate and independent budget for the Hill Areas of Manipur, arguing that decades of constitutional neglect, administrative bias, and deliberate political suppression have left the tribal hill population marginalized, underdeveloped, and voiceless.

Introducing himself as a Naga from Manipur with 36 years of experience in the Ministry of Finance, the petitioner asserts that the situation of the hill people has now reached a point where “only a separate budget can address the structural injustice inflicted since statehood.” He grounds his appeal on the constitutional framework of Article 371C, which empowers the President to ensure proper administration of the Hill Areas through the Hill Areas Committee (HAC) and grants the Governor special responsibility for its functioning.

However, the petitioner states that despite the President’s 1972 Order mandating the creation and operation of the HAC, no further Presidential interventions have taken place for over five decades, even as the hill population continues to suffer erosion of rights, underdevelopment, and political exclusion.

President’s Mandate Under Article 371C ‘Not Implemented’

According to the petition, Article 371C clearly empowers the President to ensure:
▪︎Proper implementation of the HAC Order, 1972;
•Fulfillment of the Governor’s constitutional duty to protect the Hill Areas;
•Periodic review of the functioning of HAC;
•Corrective measures and directions to guarantee accelerated development of the tribal regions.

Yet, the petitioner argues that neither the President, the Governor, nor the Union Government has taken meaningful action to uphold these mandates. “The HAC today is practically defunct,” the petitioner notes, adding that its powers have been systematically undermined by successive state governments dominated by the Meitei-majority Imphal Valley.

Governor’s Special Responsibility ‘Ignored’

The petition highlights Paragraph 9 of the 1972 Order, which assigns the Governor “special responsibility” for ensuring HAC’s effective functioning and grants discretionary authority independent of the Council of Ministers. Despite this, the petitioner states that no Governor has fulfilled this constitutional responsibility, resulting in a complete administrative and developmental breakdown in the Hill Areas.

The petitioner attributes this failure to three main reasons:
Political capture of the state government by 40 Valley MLAs who dominate the Assembly and systematically block hill-centric measures;
Lack of reports from the Governor to the President regarding hill administration, as mandated and
Absence of financial safeguards, which leaves the Hill Areas entirely dependent on the state administration that allocates resources overwhelmingly in favour of the Valley.

Structural Suppression of Hill Representation:
The petitioner highlights that if delimitation were carried out based on the 2001 Census, the Hill Areas should have at least 23–24 MLAs instead of the current 20. However, strong opposition from the Meitei-dominated Valley has stalled delimitation for years, allowing the Valley to retain 40 Assembly seats and control state power.

This imbalance, the petition notes, has enabled “predatory political behaviour,” where Valley MLAs use “fraudulent manipulation, threats, enticements and money power” to suppress tribal legislators and neutralize the HAC.

HAC and ADCs Rendered Powerless:
The petition elaborates how the HAC’s mandates—ranging from development planning to scrutiny of bills affecting the Hill Areas—have been consistently ignored. Bills affecting the hills are routinely passed without HAC consultation, while resolutions of the HAC are treated as non-binding.

Similarly, the petition calls the existing Autonomous District Councils (ADCs) “defunct, powerless and dependent entirely on the state’s mercy.” The petitioner argues that the tribals never asked for these weak ADCs, but have long demanded Sixth Schedule status, which the Centre has failed to provide.

Economic Backwardness and Widening Disparity

The petition underscores the stark contrast between the densely populated Imphal Valley and the sparsely populated Hill Areas. Comprising 90% of Manipur’s landmass, the hill regions remain severely underdeveloped compared to the Valley’s flourishing infrastructure, education, and healthcare systems.

The petitioner warns that poverty in the hills, combined with lack of livelihood alternatives, has pushed many poor farmers into poppy cultivation, which in turn fuels armed ethnic conflict. A separate budget, he argues, would directly address the economic roots of this crisis.

Central Revenues Meant for Hills Not Reaching Them

The petition presents a detailed analysis of the 15th Finance Commission’s formula, which allocates funds to states based on income distance, population, area, forest cover, demographic performance, and tax effort. According to this calculation, over 51% of funds allocated to Manipur by the Centre are attributable to the Hill Areas.

Yet, the petitioner claims that these funds are overwhelmingly diverted to the Valley. “The hill people receive a fraction of what they are constitutionally entitled to,” he states, calling this a grave injustice enforced through systemic discrimination.

Urgent Appeal for Separate Budget
The petitioner urges the President to:
Invoke her constitutional powers under Article 371C;
•Ensure equitable distribution of central revenues;
•Revive and empower the HAC;
•Replace defunct ADCs with genuine self-governing bodies;
•And most importantly, create a separate budget for Manipur’s Hill Areas to guarantee fair development, protect tribal rights, and restore peace and justice.

The petition calls this “the only viable pathway” to uplift the tribal population and correct decades of structural inequality in the state’s governance and resource distribution.
The representation has also been submitted to the Governor and Chief Secretary of Manipur.

Recently India has once again faced setbacks. This time from Chinese drone giant DJI. Not long ago India introduced electric buses from BYD. BYD did not agree to deliver the goods without receiving a deposit first and Indian officials accused them of not adhering to international business rules.

Of course both parties know very well who violated the rules first. In the end India agreed to pay 80 percent in advance leaving aside the cost effectiveness of Chinese electric buses no one in the world would dare to accept a 20% deposit from India.

And recently India had a 200 million dollar drone deal but DJI refused to accept it, they are being very firm. News of India causing trouble for Chinese companies keeps coming and this time they have finally hit a roadblock.

According to the Hindustan times the Indian ministry of Defense recently approached Chinese company DJI to purchase 800 DJI drones with a total order value of 1.5 billion rupees however DJI calmly refused saying we won't sell. In the face of real money, DJI's indifference and decisiveness have surprised the public and recently India which has been displaying an arrogant attitude towards Chinese companies seems to be getting anxious and has made multiple attempts to engage with DJI.

According to reports there were possibilities of a deal between DJI and India but multiple negotiations ended in failure the reports state that after India placed a 1.5 billion rupee order they requested a 25% Advance payment with the remaining amount to be paid later.

Advance payment is actually quite common in business transactions but DJI not only outright refused but also countered with a demand full payment must be made before delivery.

According to letters from the Indian military India has made multiple purchase requests to DJI but has been repeatedly rejected despite holding 1.5 billion rupees order India finds itself in a passive position and even appears somewhat flustered.

Even the local population is puzzled why do we have to buy from Chinese DJI it is reported that DJI which dominates 75% of the global market share of drones is not only a beloved gadget for photography enthusiasts but also possesses formidable capabilities that should not be underestimated.

Previously the Indian military purchased DJI’s Mavic air which can conduct tactical reconnaissance and artillery calibration up to 10 kilometers away recently Russian Frontline also witnessed the presence of DJI drones showcasing their power industry experts have stated that India has been seeking to acquire DJI drones to enhance its defense capabilities and the failure of this procurement is a significant blow to India.

He is very uncomfortable when a group of youngsters waving salai flag in the sirui hill top and shouting slogan which is out of love of manipur. But he expresses his hidden feeling of discomfort like a children. His view on manipur is also concerning.The flag is not a political or state flag representation. It is a cultural identity symbolising clan. No one will say nothing when tangkhul wears their traditional dress in imphal. They have church in imphal. Every tangkhul perform their festival, ritual, religious ceremonies, death ceremonies in imphal. What will you people say if we perform the same thing in the hills.

Indian-origin man gets 40-year jail for ra**ng 5 South Korean women in Australia
Indian community leader Balesh Dhankhar would post fake job advertisements to lure South Korean women before drugging them in or near his home in Sydney. The former IT consultant would then grope and r**e the women.

An Australian court has sentenced an Indian community leader to 40 years in jail after being found guilty of "premeditated and elaborately executed" r**es of five Korean women. According to a report by Australia Today, Balesh Dhankhar (43) received a non-parole period of 30 years during his sentencing at the Downing Centre District Court on Friday (March 7).

Dhankhar, a former IT consultant, used fake job advertisements to lure victims -- South Korean women aged between 21 and 27 -- before drugging and assaulting them in or near his Sydney home. He would then grope and r**e the women.
Dhankar displayed no emotion as the verdict was delivered, the report said. He was found guilty of 39 offences, including 13 counts of r**e, after a jury trial in 2023
District Court Judge Michael King strongly condemned Dhankhar's actions, describing them as "premeditated, elaborately executed, manipulative, and highly predatory." The judge emphasised that the offender's pursuit of sexual gratification was carried out with complete and callous disregard for each victim.

"This was an egregious sequence of planned predatory conduct against five unrelated young and vulnerable women over a significant period," the Australia Today report quoted the judge as saying.

The Korean women were either unconscious or significantly impaired at the time of the abuse. Evidence presented in court also revealed that he filmed his assaults for future sexual gratification and maintained a spreadsheet ranking applicants of his fake job postings based on appearance, intelligence, and perceived vulnerability.

Dhankar's crimes came to light after he preyed on a fifth woman in October 2018. A police raid of his Sydney central business district unit uncovered date-r**e drugs and a video recorder disguised as a clock radio.

Until his arrest in 2018, Dhankhar was a well-regarded figure within the Indian-Australian community. He had founded a satellite group of the BJP and served as a spokesman for the Hindu Council of Australia.

Professionally, he worked as a data visualisation consultant with major corporations, including ABC, British American To***co, Toyota, and Sydney Trains. He came to Australia as a student in 2006.

Judge King noted the stark contrast between Dhankhar’s public persona and his true predatory nature, emphasising that his presentation as a community leader was "entirely inconsistent" with the crimes he committed.

Meanwhile, Dhankhar has continued to deny drugging the woman or that the encounters were non-consensual. He told a report writer that there was a "difference in how I interpret consent, to how the law sees consent".

Notably, with his non-parole period set to expire in April 2053, Dhankhar will be 83 years old by the time his full 40-year sentence concludes.
