Union seeks Group C posts for P/Kessang

LEMMI, 14 Jun: The All Pakke-Kessang District Students’ Union on Monday submitted a representation to Chief Minister Pema Khandu, seeking immediate creation of Group C posts for Pakke-Kessang district and approval of the same by the state cabinet within 45 days.

In the representation, the union stated that not a single post of any category has been sanctioned against the new district since its creation three years ago.

“All the five administrative circles of the district – Dissing Passo, Passa Valley, Pijerang, Seijosa and Pakke Kessang – are functioning without or with fewer numbers of Group C employees, which is not only hampering the smooth functioning of the offices but also causing great inconvenience to the general public,” the representation said.

“Very recently, the Arunachal Pradesh Staff Selection Board (APSSB) had floated job advertisement twice for Group C posts against various districts, wherein our district was found to be skipped in both the advertisements. When the matter was enquired in the office of the Pakke-Kessang DC, we came to know that the office of the DC has already sent proposals for creation of Group C posts against Pakke-Kessang district to the state government on many occasions. It has also come to our knowledge that the file sent is still pending in the office of the finance department,” the union said.


The creation of Group C posts in the district will not only reduce the administrative workload but also give job opportunities to the educated unemployed youths of the district, the union said, and urged the CM to hand over the posts to the APSSB for recruitment of candidates.

The union threatened to resort to democratic movements in the district if its demands are not met within the stipulated time period.

Education department yet to initiate action against absconding teacher

ITANAGAR, 6 Jun: The education department is apparently dilly-dallying in initiating suo moto action against accused teacher Lukbi Bojir, who is still absconding, in connection with PS Seijosa Case No 04/21 u/s 363/326/34 IPC, read with Section 75 of the Juvenile Justice Act and Section 14 of the Child Labour Act.

The Seijosa police have added the case under Section 6 of the POCSO Act, 2012, after receiving the medical legal certificate (MLC) from the medical board. The police reportedly received the MLC on Wednesday.

A police source informed that the MLC report confirmed that Bojir, a trained graduate teacher, who had taken the child from her parents to give her education, sexually assaulted the minor girl.

The accused has been avoiding arrest ever since the victim’s father lodged an FIR against him.

On being asked why the education department has not initiated any action against Bojir so far, Education Commissioner Niharika Rai said she has already asked her subordinate to initiate action against him.

Co-accused Miti Lego, wife of Lukbi Bojir, was arrested by the Yingkoing police on 29 May from Yingkiong in Upper Siang district. She has been brought to the Seijosa police station for interrogation.

Minor child sexually abused, confirms MLC

ITANAGAR, Jun 3: The Seijosa Police Station investigating the child abuse case of an eight-year-old girl from Pakke Kessang district allegedly by a Govt school teacher and his wife added Section 6 of the Protection of Children from Sexual Offences (POCSO) Act, 2012 to the same. This has been done after receipt of the medico-legal certificate (MLC) from the medical board, confirming the sexual assault of the minor girl.

The sensational child abuse case came to the forefront in recent past after the girl’s father had lodged a complaint with Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) claiming her child to have suffered multiple injuries all over her body. Following this, a zero FIR case was registered against the couple at the Itanagar Women’s Police Station under sections 326/363/34 IPC r/w 75 JJ Act r/w 14 of Child Labour Act.

Seijosa PS OC cm IO of the case Padi Payang informed that the MLC has confirmed that the child was also sexually abused by the accused teacher Lukbi Bojir, who is still on the run. His wife, the co-accused, was arrested in Yingkiong and brought to Seijosa on Sunday last along with her kid.

The OC exuded confidence that the absconding accused teacher would be arrested soon.

Cabinet Decision Dtd 23rd April 2021:-

📌Vaccination for all 18 years & above will be provided free of cost this year.
And ₹60.20 Cr has been approved for undertaking the vaccination drive for 7 lakh population in the target age group.

On the existing SOP following the decisions were taken:
1. After taking into consideration the recent exponential rise in cases in the last one week, it was decided that the SOP/Protocol for Check Gate Screening issued by Health Department on 17/4/21 shall continue.

2. It was also decided that DCs shall be empowered to regulate public gatherings through Night Curfews, regulating Commercial Establishments.

3. In order to have a better enforcement of the COVID appropriate behavior, it was decided to allow the fine amount collected in the District to be deposited in the Joint bank Account of DC & SP and also allow them to use it for COVID related activities.

Educational institutions:-
1. As per the advice from the health department, GoAP, the schools all over the State including Hostels of the Government, Government-aided and private schools will be closed from Monday 26th April 2021.
2. The DIETs shall be also closed including hostels for D.El.Ed Students. However, teaching for D.El. Ed courses shall be done through online mode.
3. The internal examinations held so far in Government Schools will be counted for purpose of assessment for the students and rest of the exams to be held from 26th April 2021 stand cancelled.
4. Govt. aided/private schools can decide on the mode of assessment including holding of examinations from or after 26th April 2021 but only in online mode.
5. The summer vacation of all the school students in the State is therefore rescheduled from 26th April 2021 till 31st May 2021. However, the teachers are to attend the internal evaluation work for which concerned teachers/staff may be called by Head of Institution to the school maintaining proper SOPs.
6. The result declaration after due evaluation with respect to the internal examination shall be done by 08/05/2021 by 5:00 PM without fail.
7. Instructions will be issued by CBSE for internal assessment of class Xth and fresh date sheet for class XIIth.
8. Coaching Centres shall stand closed including Hostels with immediate effect.
9. All colleges and polytechnics in the State shall stand closed from Saturday, 1st May 2021.

Anganwadi centres:-
1. In light of the increase in COVID cases in the country and also in the State, it is hereby decided to suspend the Pre School and other activities in the Anganwadi Centres w.e.f. Monday 26-04-2021 till further orders.
2. However, the nutritional items are to be delivered at the doorstep of the beneficiaries till opening of Anganwadi Centres maintaining the COVID-19 SOPs.
