- “More than half of Jammu & Kashmir’s governance challenges stem from the contradiction of being a Union Territory with an Assembly. A government elected by the people cannot function effectively when key administrative powers remain beyond its control. If there is one model that has proven most unsuitable for democratic governance, it is the UT-with-Assembly arrangement, a system that undermines both accountability and the people’s mandate.”
