CM Omar Abdullah’s Key Strategy Meeting Shifted from Gupkar to Chashma Shahi

Srinagar, June 3 (KNC): In a significant development, Chief Minister Omar Abdullah shifted his scheduled meeting with ministers, legislators and Members of Parliament from his Gupkar residence to Chashma Shahi on Wensday .

Sources said that ministers, MLAs and MPs who had assembled at the Chief Minister’s Gupkar residence later left the venue and boarded tempo vehicles for onward movement towards the Dachigam area, where the meeting is now expected to take place.

The sudden change in venue sparked interest in political circles, as the meeting is being viewed as an important deliberation involving government strategy, governance priorities and coordination among ruling alliance representatives.

Officials, however, did not immediately disclose the agenda of the gathering. The meeting is expected to witness discussions on key administrative and political issues concerning Jammu and Kashmir.

Further details are awaited as the meeting proceeds in the Chashma Shahi-Dachigam belt on the outskirts of Srinagar.(KNC)

Railway Employee Convicted in R**e, Kidnapping Case; Court Orders Judicial Custody

Srinagar, June 3 (KNC): Additional Sessions Judge Srinagar, Farooq Ahmad Bhat, has convicted an accused in a r**e, kidnapping and wrongful confinement case arising out of FIR No. 01/2012 registered at Police Station Railway Hamray.

The court held Imtiyaz Ahmad Rather, a resident of Gotapora Budgam and an employee of the Railways at Hamray, guilty of offences punishable under Sections 363 (kidnapping), 376 (r**e) and 342 (wrongful confinement) of the Ranbir Penal Code (RPC).

While pronouncing the judgment, the court observed that the prosecution had succeeded in proving the charges beyond reasonable doubt through reliable oral and documentary evidence. The court noted that the testimony of the prosecutrix was trustworthy, consistent and inspired confidence, while medical and other evidence on record corroborated the prosecution case.

The judgment recorded that the chain of evidence produced during the trial remained complete and unbroken, leaving no room for any conclusion other than the guilt of the accused.

“Accordingly, the accused is liable to be convicted for the commission of offences punishable under Sections 363, 376 and 342 RPC,” the court held.

Following the conviction, the court directed that the accused, who was on bail, be taken into custody forthwith and lodged in Central Jail Srinagar. The Superintendent of the concerned jail has been directed to ensure compliance with the order.

The matter has been listed for hearing on the quantum of sentence.

Police Nowshera Cracks Down on Illegal Bovine Smuggling; 22 Animals Rescued in Two Separate Operations.

On 03.06.2026, Police Station Nowshera conducted special nakas at *Thalka Naka and Raipur Bhatta,* Nowshera. During the operations, *two vehicles involved in illegal transportation of bovine animals* were intercepted. On noticing the police presence, the drivers abandoned their vehicles and fled from the spot.

A total of *22 bovine animals were* rescued from the two vehicles, where they were found tied in a cruel and inhumane manner and were being transported without the requisite permission from the District Magistrate.

Accordingly, *FIR No. 101/2026 and FIR No. 102/2026 under Section 223 BNS and Section 11 of the Prevention of Cruelty to Animals Act* have been registered at Police Station Nowshera, and investigations are in progress to identify and apprehend the accused persons.

MHA Mandates Vigilance Clearance Before Release of Pension Benefits to AGMUT Cadre IAS, IPS Officers

New Delhi, June 3 (KNC): The Ministry of Home Affairs (MHA) has made vigilance clearance mandatory for the release of pensionary and retirement benefits of Indian Administrative Service (IAS) and Indian Police Service (IPS) officers belonging to the AGMUT cadre.

As per the directions issued by the Ministry, pension and other post-retirement dues of retiring officers will not be processed unless their vigilance status is verified and clearance is obtained from the competent authority.

The order aims to strengthen administrative accountability and ensure that officers facing vigilance inquiries, disciplinary proceedings or other related issues do not receive retirement benefits before completion of the prescribed scrutiny process.

The directive covers IAS and IPS officers of the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territories) cadre, which includes Jammu and Kashmir, Ladakh, Delhi, Chandigarh, Andaman and Nicobar Islands, Dadra and Nagar Haveli and Daman and Diu, besides other regions under the cadre.

Officials said the move is part of the Centre’s efforts to tighten vigilance norms and streamline procedures relating to retirement and pension disbursement. Under the revised mechanism, pensionary benefits will be released only after certification that no vigilance-related impediment exists against the retiring officer.

The MHA has conveyed the instructions to all concerned departments and cadre-controlling authorities for strict adherence and compliance.(KNC)

CM Omar Flags Off Cyclothon in Srinagar on World Bicycle Day

Participants Welcome Initiative, Highlight Importance of Cycling for Health and Environment

Srinagar, June 3 (KNC): Marking World Bicycle Day, the Jammu and Kashmir Sports Council on Wensday organised a cyclothon in Srinagar to promote fitness, healthy living and environmental awareness.

Chief Minister of Jammu and Kashmir, Omar Abdullah, flagged off the rally in the presence of sports officials and cycling enthusiasts.

A large number of participants from different age groups took part in the event, which passed through designated routes in the city. The participants expressed happiness over the initiative and said such events encourage people, especially youth, to adopt cycling as a healthy and eco-friendly mode of transport.

Officials said the cyclothon was aimed at creating awareness about the benefits of cycling and promoting an active lifestyle among the public.

CIK conducts searches at 8 locations in J&K in 2015 terror conspiracy case.

Srinagar, Jun 3: The Counter Intelligence Kashmir (CIK) on Wednesday conducted searches at eight locations across six districts of the valley in connection with a decade-old FIR related to Pakistan-sponsored terrorist outfits, sleeper cell networks, and radicalisation activities, officials said.

An official told the searches are being carried out in FIR No. 02/2015 of P/S CIK Srinagar registered under section 14 of the Foreigners Act, sections 15, 16, 17 and 19 of the Unlawful Activities (Prevention) Act (UAPA), and section 7/25 of the Arms Act, they said.

Based on recent intelligence inputs, technical analysis and sustained investigation by the CIK, the search locations have been identified in Srinagar (two), Bandipora (two), Kupwara (one), Anantnag (one), Kulgam (one) and Sopore/Baramulla (one), officials added.

The suspects are alleged to be in contact with Pakistan-based terrorist handlers through encrypted communication platforms and are suspected to be involved in dissemination of extremist propaganda, radicalisation activities and facilitation of terrorism, they said.

"The searches are aimed at recovery of incriminating material, establishing terrorist linkages, identifying associates, facilitators and overground workers, and generating actionable intelligence to further the investigation," a CIK official said.

Necessary legal formalities are being completed and search warrants have been obtained from the competent court, the official said, adding that the searches shall be conducted in accordance with established legal procedures with adequate security arrangements and technical support teams.

Srinagar, Jun 3 : The Jammu and Kashmir Lieutenant Governor Manoj Sinha on Tuesday reviewed the situation arising from flash floods triggered by heavy rainfall in Doda and Kishtwar districts and directed authorities to remain on high alert while ensuring swift restoration of essential services and public infrastructure.

Sinha said he is closely monitoring the situation arises due to the flash floods caused by heavy rainfall in Kishtwar and Doda. He has spoken to the Deputy Commissioners of the affected districts and directed them to remain on high alert and swiftly restore essential amenities.
The Lieutenant Governor has posted on X, “Spoke with Deputy Commissioners of Kishtwar & Doda regarding the flash floods caused by heavy rainfall."

Fortunately, no loss of life or property damage has been reported. Emergency response teams have been directed to remain on high alert and continuously monitor the situation, Sinha said.

I’ve directed both the DCs of Kishtwar and Doda to swiftly restore roads, highways, and water pipelines. Field staff and specialized medical teams are on high alert, and damage assessments will begin as soon as field verification is complete, he said.

My sincere condolences to the bereaved family of Pinki Devi from Khuddhar Doda, who tragically passed away due to a lightning strike. The Deputy Commissioner of Doda has been directed to provide immediate relief and assistance to the family, LG Sinha added.

Senior IAS officer Lokhande Prashant Sitaram appointed new CBSE chief.

New Delhi, Jun 2: Senior bureaucrats Lokhande Prashant Sitaram and Varun Bhardwaj were on Tuesday appointed as the CBSE's new chairperson and secretary, after the incumbents were shunted out amid the On-Screen Marking (OSM) system row.

Sitaram, a 2001 batch Indian Administrative Service (IAS) officer of the Arunachal Pradesh, Goa, Mizoram, and Union Territories or AGMUT cadre, is currently an additional secretary in the Ministry of Home Affairs.

The Appointments Committee of the Cabinet (ACC) led by Prime Minister Narendra Modi approved his appointment as the chairperson of the Central Board of Secondary Education (CBSE) in place of Rahul Singh, a Personnel Ministry order said.

Singh has been appointed as additional secretary in the Ministry of Agriculture and Farmers Welfare.

The ACC has also approved premature repatriation of CBSE secretary Himanshu Gupta -- a 2012 batch IAS officer -- to his parent cadre, the Ministry of Home Affairs, on "administrative grounds" with the condition of "extended cooling off", the order said.

He will be eligible for another central deputation after December 12, 2030, the order said.

Varun Bhardwaj, a 2008 batch Indian Information Service officer, has been named the new CBSE secretary in place of Gupta.

Bharadwaj is currently working as director, Ministry of Education.

The appointments come hours after Singh and Gupta were shunted out of the national educational board in the wake of alleged irregularities in the digital evaluation system for the Class 12 examination process.

The CBSE has been embroiled in a controversy after some Class 12 students alleged that the scanned copies of their answer sheets uploaded by the board did not match their handwriting, raising concerns over possible answer-sheet mismatch in the OSM system.

Concerns were raised by students and parents over the implementation of the OSM system in the CBSE board examination process.

The board has faced criticism over technical glitches, payment failures and delays in the verification and re-evaluation process, prompting demands for greater transparency and accountability.
