Home Delivery of Voter Enrollment for 10 days

With just 10 days left for enrollment as voter under continuous updation for General Elections to Legislative Assembly, District Administration has launched home delivery of voter enrollment service apart from 300 voter facilitation centers available in district. The scheme has been launched to provide a last opportunity to left out voters door-to-door campaign and special series of camps organised.
A special Home Enrollment of Voters’ Cell has been set-up in office of District Election Officer which will receive the telephonic requests for voter enrollment and BLOs as well as mobile voter enrollment teams will reach same day for completion of enrollment formalities including photograph of voters.

3615 Specially Abled voters to exercise franchise

In a unique exercise District Administration Kathua in collaboration with Election Department, Social Welfare Department and District Red Cross Society has identified 3615 specially abled or physically handicapped voters in 5 Assembly Segments under “Rehbar” scheme of SVEEP campaign "Matdaan Mahaotsav" to ensure their facilitated participation and exercise of franchise by 100% of such voters. Apart from this, more than 2000 voters aged 75 years and above have been identified to provide them assistance to reach the polling stations and back to their homes.
During a survey conducted by the administration a month back it was found that not more than 10% of such voters turn up for electoral participation and election campaign also they do not form cohesive vote bank hence left out of the electoral process. In first week of October a drive was launched through 625 Booth Level Officers and Polling Booth Area Teams (PBATs) for door-to-door survey to identify such voters so as to organize facilities for them including deployment of assistants, transportation and priority at the polling booth.
After a comprehensive identification process all such voters are being provided with one assistant each appointed by Assistant Returning Officers indicating their contact numbers. The process is being supervised by District Election Officer, Returning Officers, Zonal and Sector Magistrates in the district. Administration is targeting identification of 100% specially abled and 75+ voters and working for their 100% electoral participation.
District Election Officer, Dr Shahid Iqbal Choudhary informed that idea behind this mammoth exercise was to ensure electoral inclusion of such excluded groups and to give them a feeling of belonging towards democratic system in the country. “We have tried to reach out to every household to identify such voters through BLOs, PBATs, Sarpanchs, Panchs, Lamberdars, Chowkidars and other stake holders through a series of meetings organised over a period of two months” he added.
The DC along with Addl DC Prasanna Ramaswami, ACR Suraj Parkash Rukwal, ARO Kathua Anshul Garg, ROs Gurmukh Singh, Anwar Bandey and Rajiv Charak devised “Manual of Specially Abled /75+ Voters and Assistants Appointed” and "Facilitation Plan" which will be provided to Zonal / Sector Magistrates for monitoring 100% participation of such voters on poll day. District Red Cross Society headed by Deputy Commissioner is in process of generating resources for supporting this unique project.

Giving full thrust to the SVEEP campaign in the district, Kathua administrationtoday organised youth centric Electoral Awareness Programme where thousands of college students of Degree Colleges of Kathua District participated. The mega event was held at Sports Stadium Kathua.

ADDC Kathua Er Narinder Singh Bali was the chief guest on the ocassion.

At the outset, ADDC Kathua Er Narinder Singh Bali alongwith Nodal Officer for SVEEP Dr Bharta Bhushan inspected theme based Rangoli made by the college students of various colleges of Kathua District. The theme of the Rangoli was “Vote for Democracy”.

While speaking on the ocassion the chief guest ADDC Kathua Er Narinder Singh Bali said that youth must owe their duty by casting their vital vote, as youth are the future of any state and country. He said the right to franchise is a tool to improve the socio political atmosphere in any democracy, by choosing competent, capable and fair public representative. He said the significance of voting has great impact on the life’s of people, so all stakeholders must come forward on the polling day and do cast their vote in ethical way. He further said that the gender gap in voter turnout must be brought to zero.

On the ocassion mock polling was also organised where thousands of students were educated and gone through polling procedure. The voting culture was fully inculcated among the youth of the district Kathua.

Earlier a huge Human Chain- “Expressing Solidarity for Vote” made by thousands of college students was the main attraction of the event, in which college students mostly women’s participated with enthusiasm, also skits, speeches and pledge and other cultural programme were held.

Women Conference, Students’ March organised at Basohli

Kathua, November 14:- District Administration organised a series of events in Basohli, Kathua and Billawar under Matdaan Mahotsav campaign of Systematic Voters Education and Electoral Participation (SVEEP). A women electoral conference was organised at DIET Basohli where women volunteers and members of booth area teams participated apart from general public. District Election Officer (Deputy Commissioner) Kathua was chief guest on the occasion who also flagged of rally of 1200 students at Basohli and chaired election awareness function organised at Jawahar Navodya Vidyalaya. More than 5000 participated in the three events organised at Basohli.

The DC outlined the scheme for ensuring greater participation, as series of measures launched by district administration for facilitating participation of women, youth and differently abled voters; promotion of ethical and informed voting, facilitation at polling stations and establishment of model polling stations. He called upon the students for achieving the target of signatures on 3 Lakh pledge letters and eliciting greater response on poll day. Pledge was administered by faculty of JNV

A number of cultural programmes, youth shows and skits were presented regarding ethical voting. Students from Government Degree College Basohli, JNV Basohli and Girls’ and Boys’ Higher Secondary Schools presented colourful programmes amidst thunderous applause from a strong gathering. District administration also greeted the students on Children Day. Earlier a march was flagged off from main chowk which walked through the town raising slogs for electoral participation and culminated at JNV campus where the event was organised.

Meanwhile a Rangoli Competition on “Right to Vote” and “Vote as Power” was organised by students of Government Women Degree College Kathua where Addl DDC N S Bali was chief guest. Students designed innovative rangoli on different themes related to electoral participation and informed voting.

At Billawar “Run for Democracy” was lead by Tehsildar Dr Manmeet Kumar and BDO Ankush Hans in which more than 500 youth participated and expressed their commitment for strengthening democracy. BDO Barnoti Suninder Jeet Kour also organised an awareness programme at pacnhayat where large number of people participated.
