A farewell-cum-welcome function was organised today at Kupwara to bid a warm farewell to the outgoing Assistant Commissioner Development/Assistant Commissioner Panchayats (ACD/ACP) Mr. Arshid Qadir and to extend a cordial welcome to the newly appointed ACD Kupwara Mr. Ab Rashid Ganie.
The event witnessed the presence of Block Development Officers (BDOs) from various blocks including Headquarter Amina Lateef BDO Kupwara, Sogam Natnussa Handwara, Drugmulla, Rajwar, and Hyhama. The officers and staff gathered to acknowledge the valuable contributions of the outgoing officer and to welcome the new leadership with enthusiasm and hope.
Speaking on the occasion several officers highlighted the dedicated services of Mr. Arshid Qadir during his tenure. It was noted that despite a short period, he handled the responsibilities with remarkable efficiency, especially during peak work seasons. His administrative acumen, approachable nature, and commitment towards developmental works were widely appreciated. Officers expressed gratitude for his guidance and leadership, stating that his tenure has left a lasting impact on the functioning of the department.
In his farewell address, Mr. Arshid Qadir expressed his heartfelt gratitude to all officers and staff for their cooperation and support. He emphasized the importance of teamwork and urged everyone to continue working with the same dedication for the betterment of the district.

The gathering also warmly welcomed Mr. Ab Rashid Ganie as the new ACD Kupwara. The officers expressed confidence in his leadership and assured full cooperation in achieving developmental goals and strengthening grassroots governance.

In his address, Mr. Ab Rashid Ganie thanked the participants for the warm reception and reiterated his commitment to ensuring transparency, efficiency, and timely ex*****on of developmental works. He stressed the need for collective efforts to enhance service delivery and achieve targets under various government schemes.

The Assistant Commissioner Development / Assistant Commissioner Panchayats Kupwara Mr. Arshid Qadir has invited valuable suggestions and feedback from the general public for the effective and successful implementation of the Swachh Bharat Mission (G) in the district.
In order to strengthen sanitation practices and ensure sustainable cleanliness across all Panchayats the department is keen to involve citizens as active stakeholders in the mission. The public is encouraged to share innovative ideas practical solutions and constructive feedback regarding waste management sanitation infrastructure, usage of Individual Household Latrines (IHHLs)Plastic Waste Management Units and overall hygiene practices at the grassroots level.
Mr. Arshid Qadir emphasized that community participation plays a vital role in achieving the objectives of the Swachh Bharat Mission and ensuring long term behavioral change. He further stated that the administration is committed to improving service delivery and addressing gaps based on the inputs received from the public.
The suggestions can be submitted through the respective Block Development Offices or directly to the Office of ACD/ACP Kupwara within the stipulated time frame. All submissions will be carefully reviewed and feasible recommendations will be incorporated into the implementation strategy.
The district administration urges all citizens youth groups Panchayati Raj Institutions and stakeholders to actively participate in this initiative and contribute towards making Kupwara cleaner healthier and more sustainable.

The Assistant Commissioner Development (ACD)/Assistant Commissioner Panchayats Kupwara (ACP), Mr. Arshid Qadir, today conducted an extensive visit to various Panchayats of Block Qaziabad, Mawer Qalamabad, and Handwara to review the progress of developmental works on the ground.
During the visit, the ACD/ACP inspected key locations including the BDO Office Qaziabad, the newly constructed DDC Building, and the Plastic Waste Management Unit at Pandithpora Qaziabad. He also visited the BDO Office Mawer and the Gobardhan site at Bakihakhr Handwara.
The ACD/ACP reviewed major assets created under the Swachh Bharat Mission (SBM), such as Plastic Waste Management units, Gobardhan projects, and Segregation Sheds. He emphasized the need for proper utilization, maintenance, and timely completion of these assets to ensure sustainable sanitation and waste management practices.
Later, he chaired a Panchayat-wise review meeting with field functionaries at the BDO Headquarters, where he assessed the status of ongoing works and directed the staff to expedite ex*****on and strictly adhere to the stipulated timelines.
The ACD/ACP also directed all concerned BDOs to prioritize the ex*****on and completion of irrigation Khuls recently approved under various schemes, keeping in view the ongoing agricultural season. He stressed that timely completion of these works is crucial to support farming activities and enhance agricultural productivity in the district.
He also held an interaction with the locals at the BDO Office Qaziabad regarding various public issues and listened to their grievances, assuring that genuine concerns would be addressed on priority.
The field staff were instructed to maintain close monitoring and ensure quality ex*****on of all works for achieving desired outcomes on the ground.

The Department of Rural Development (RDD) has approved 425 irrigation Khulls/Canals for desilting under the convergence framework of VB-GRAMG/MGNREGA in District Kupwara marking a significant step towards strengthening agricultural infrastructure and rural livelihoods. This large-scale initiative is aimed at ensuring smooth and uninterrupted water flow to agricultural fields thereby enhancing productivity and sustainability. The approved works are expected to rejuvenate traditional irrigation channels that serve as the backbone of farming in the district and will facilitate irrigation over more than 10,000 hectares of land while generating approximately 50,000 persondays of employment.
The Rural Development Department has played a crucial role in conceptualizing and executing this initiative by ensuring proper planning, prioritization, and convergence with line departments for effective implementation. Through the integration of MGNREGA the department has promoted sustainable water management practices, strengthened Panchayati Raj Institutions through active involvement of Gram Sabhas, and ensured the creation of durable community assets while simultaneously addressing rural unemployment. Emphasis has also been laid on transparency and accountability through monitoring mechanisms to ensure that all works are executed as per established guidelines.
The importance of these irrigation Khulls and canals cannot be overstated, as they are vital for sustaining agriculture in Kupwara where farming largely depends on traditional gravity-based irrigation systems. Over time these channels tend to get clogged due to silt accumulation and lack of maintenance leading to reduced water flow and inefficiency. Their desilting will ensure timely and equitable distribution of water, improve soil moisture conditions, reduce dependence on erratic rainfall, and support multiple cropping cycles, thereby enhancing farmers’ income. Moreover, the restoration of these channels will prevent water loss, improve irrigation efficiency, and contribute to climate resilience by reviving traditional water management systems. This initiative reflects the continued commitment of the District Administration Kupwara towards promoting sustainable agriculture, strengthening rural livelihoods, and ensuring inclusive development.

The Assistant Commissioner Development Kupwara, Mr. Arshid Qadir, today visited Block Trehgam, accompanied by the Block Development Officer (BDO) Trehgam, to review ongoing developmental activities and initiate key works in the area.

During the visit, the ACD presided over the proceedings for the ex*****on of the Panchayat Ghar at Trehgam after holding detailed discussions with the local community. He emphasized the importance of timely completion of the project to ensure improved public service delivery at the grassroots level.

The ACD also inspected the newly constructed library established by the Rural Development Department (RDD). He interacted with the students present there and stressed the importance of reading and educational development. He directed the BDO Trehgam to procure necessary books and other learning materials to make the library fully functional and beneficial for the local youth.

Later the ACD reviewed the progress of various developmental parameters at the Block Headquarter(BHQ) Trehgam, including the status of Yuva Dhara, eKYC, billing, and other ongoing schemes. He instructed the concerned to expedite the implementation process and ensure that all targets are achieved within the stipulated timelines.

The ACD reiterated the administration’s commitment to strengthening rural infrastructure and enhancing service delivery through effective monitoring and coordination at all levels.
