Shanmuga Sundaram, IAS, Principal Secretary, Labour & Employment and Technical Education Department, Government of Uttar Pradesh, and Shri Zuhair Bin Saghir, IAS, Special Secretary, NRI Department, Government of Uttar Pradesh, along with a delegation from Germany.
