Regarding the incident on July 11, 2026, in An Giang province, where a tourist boat had an accident due to bad weather—resulting in numerous casualties among Indian tourists—General Secretary and President To Lam and Prime Minister Le Minh Hung of Vietnam sent messages of condolences to Indian President Droupadi Murmu and Indian Prime Minister Narendra Modi.
On the same day, Vietnamese Minister of Foreign Affairs H.E. Mr. Le Hoai Trung also sent a message of condolences to Indian Minister of External Affairs H.E. Mr. Subrahmanyam Jaishankar.

On behalf of the Vietnamese authorities, we wish to express our deepest sympathies regarding the recent capsizing of a tourist boat carrying Indian nationals in Phú Quốc. Our thoughts are with the victims and their families.

In response to this situation, the Prime Minister of Vietnam has issued an urgent directive requiring authorities at both local and central levels to prioritize search and rescue operations and the handling of the aftermath:

• 𝙈𝙚𝙙𝙞𝙘𝙖𝙡 & 𝙁𝙖𝙢𝙞𝙡𝙮 𝙎𝙪𝙥𝙥𝙤𝙧𝙩: Mobilize all necessary medical resources and supplies to treat the victims and minimize loss of life and property for both residents and tourists; arrange visits to and provide support and encouragement to the families of those who lost their lives in the accident.
• 𝘼𝙨𝙨𝙚𝙨𝙨𝙢𝙚𝙣𝙩 & 𝙍𝙚𝙘𝙩𝙞𝙛𝙞𝙘𝙖𝙩𝙞𝙤𝙣: Assess the causes and implement solutions to rectify any existing shortcomings or inadequacies; simultaneously, urgently clarify the direct and indirect causes of the aforementioned accident.
• 𝙄𝙣𝙫𝙚𝙨𝙩𝙞𝙜𝙖𝙩𝙞𝙤𝙣 & 𝘼𝙘𝙘𝙤𝙪𝙣𝙩𝙖𝙗𝙞𝙡𝙞𝙩𝙮: Urgently investigate and determine the cause of the accident, and strictly deal with—in accordance with the law—any organizations or individuals found to have violated regulations and caused this exceptionally serious accident.
• 𝘾𝙤𝙣𝙨𝙪𝙡𝙖𝙧 𝘾𝙤𝙤𝙧𝙙𝙞𝙣𝙖𝙩𝙞𝙤𝙣: The Ministry of Foreign Affairs of Vietnam is to urgently coordinate closely with the Embassy of India in Vietnam and relevant agencies to promptly carry out consular work, provide citizen protection, and address matters concerning Indian citizens.

Vietnam is fully committed to doing everything in its power to assist the victims, ensure the highest safety standards for all international tourists, and support the Indian families during this difficult time.

Chiều ngày 11/06/2026, Tổng Lãnh sự Lê Quang Biên và các cán bộ TLSQ Việt Nam tại Mumbai đã tham dự buổi giao lưu thân mật tại Dinh Thống Đốc, theo lời mời của Tiến sĩ Prashant Narnaware, Chánh Văn phòng Thống đốc bang Maharashtra.

✨ Nhân dịp này, Văn phòng Thống đốc đã trao tặng TLSQ bức ảnh Chủ tịch Hồ Chí Minh dự yến tiệc tại Dinh Thống đốc trong chuyến thăm Mumbai năm 1958. Đáng chú ý, đây cũng chính là kỷ vật lịch sử đã được Thống đốc bang Maharashtra trân trọng trao tặng Tổng Bí thư, Chủ tịch nước Tô Lâm trong chuyến thăm Mumbai vào đầu tháng 5 vừa qua. Món quà mang ý nghĩa sâu sắc này là minh chứng sống động cho tình hữu nghị truyền thống bền chặt, gắn bó lâu đời Việt Nam – Ấn Độ.

On the afternoon of June 11, 2026, Consul General Le Quang Bien and officials from the Consulate General of Vietnam in Mumbai attended a cordial High Tea at Lokbhavan, at the invitation of Dr. Prashant Narnaware, Head of Secretariat to the Governor of Maharashtra.

✨ At the High Tea, the Governor's Secretariat presented the Consulate General with a historic photograph of President Ho Chi Minh attending a banquet at the Governor's Residence during his visit to Mumbai in 1958. Notably, this is the same historic photograph that the Governor of Maharashtra formally presented to General Secretary and President To Lam during his visit to Mumbai earlier in May. This profoundly meaningful gift serves as a vivid testament to the enduring and long-standing traditional friendship between Vietnam and India.
The Consulate General sincerely thanks the Government of Maharashtra for their warm hospitality and this special affection for Viet Nam.

🌟 Trong khuôn khổ chuyến thăm cấp Nhà nước tới Ấn Độ của Tổng Bí thư, Chủ tịch nước Tô Lâm, Bản ghi nhớ (MOU) về thiết lập quan hệ hữu nghị và hợp tác giữa Thành phố Hồ Chí Minh và Thành phố Mumbai đã chính thức được ký kết và trao dưới sự chứng kiến của Tổng Bí thư, Chủ tịch nước Việt Nam Tô Lâm và Thủ tướng Ấn Độ Narendra Modi vào ngày 6/5/2026. 🌟 Within the framework of the State Visit to India by General Secretary and President To Lam, a Memorandum of Understanding (MOU) on establishing friendship and cooperation ties between Ho Chi Minh City and Mumbai was signed and officially exchanged under the witness of General Secretary and President of Vietnam To Lam and Prime Minister of India Narendra Modi on May 6, 2026. This achievement marks the culmination of over 13 years of dedicated efforts aimed at fostering comprehensive cooperation between the two most dynamic economic and financial hubs of their respective nations.

🤝 This document opens a new chapter in the cooperation between the two cities, focusing on key sectors: trade and investment, education and training, urban development, digital transformation, tourism, and people-to-people exchanges. A historic milestone has been reached! During his State Visit to India from May 5th to 7th 2026, General Secretary and President To Lam, together with Prime Minister Narendra Modi, officially announced the elevation of bilateral relations to an Enhanced Comprehensive Strategic Partnership. ✈️ TỔNG LÃNH SỰ TIẾP VÀ LÀM VIỆC VỚI HÃNG HÀNG KHÔNG AKASA AIR

Ngày 23/4/2026, Tổng Lãnh sự Việt Nam tại Mumbai, Lê Quang Biên, đã tiếp và làm việc với đại diện hãng hàng không Akasa Air về việc tăng cường kết nối hàng không giữa Việt Nam và Ấn Độ.

Akasa Air trở thành hãng hàng không thứ 5 triển khai đường bay thẳng Việt Nam – Ấn Độ, bên cạnh Vietnam Airlines, Vietjet Air, IndiGo và Air India. Chuyến bay Mumbai – Hà Nội đầu tiên do Akasa khai thác sẽ được khai trương vào ngày 4/9/2026, mở ra thêm lựa chọn thuận tiện cho hành khách hai nước.

CONSUL GENERAL RECEIVES AND HOLDS WORKING SESSION WITH AKASA AIR
On April 23, 2026, Mr. Le Quang Bien, Consul General of Vietnam in Mumbai, received and held a working session with representatives of Akasa Air regarding the enhancement of air connectivity between Vietnam and India.
Akasa Air has become the fifth airline to launch direct routes between Vietnam and India, joining Vietnam Airlines, Vietjet Air, IndiGo, and Air India. The inaugural Mumbai–Hanoi flight operated by Akasa is scheduled to launch on September 4, 2026, offering an additional convenient travel option for passengers from both countries.
The Consul General welcomed this development and expressed confidence that increased air connectivity would contribute to fostering ever-deeper people-to-people exchanges, trade cooperation, and tourism between the two nations.

Ngày 13/04/2026, Tổng Lãnh sự Lê Quang Biên đã có buổi làm việc hiệu quả với Ngài Jayakumar Jitendrasinh Rawal – Bộ trưởng phụ trách Lễ tân, FDI và Tiếp thị Nông nghiệp thuộc Chính quyền bang Maharashtra.
Tại buổi làm việc, hai bên đã trao đổi, đánh giá các kết quả hợp tác tích cực thời gian qua, đồng thời thống nhất đẩy mạnh các kế hoạch hợp tác kinh tế chiến lược trong thời gian tới, trọng tâm là hỗ trợ các doanh nghiệp hàng đầu Việt Nam triển khai các dự án đầu tư tại Maharashtra và phối hợp tổ chức Diễn đàn Doanh nghiệp tại Mumbai, đồng thời quyết tâm thúc đẩy hoàn tất và cụ thể hóa các nội dung của Thỏa thuận kết nghĩa giữa TP. On April 13, 2026, Consul General Le Quang Bien had a productive working session with Shri Jayakumar Jitendrasinh Rawal, Honorable Minister for Protocol, FDI, and Agricultural Marketing of the Government of Maharashtra.
During the meeting, both sides reviewed the positive results of economic cooperation achieved recently and agreed to accelerate strategic economic cooperation for the coming period. The primary focus was placed on supporting leading Vietnamese enterprises in deploying investment projects in Maharashtra and coordinating the organization of a Vietnam-Maharashtra Business Forum in Mumbai in the coming time. Furthermore, both parties expressed a strong determination to finalize and institutionalize the Twinning Agreement between Ho Chi Minh City and Mumbai, creating a foundation for expanding substantive cooperation in complementary sectors to bring practical economic benefits to both localities.

On the same day, Consul General Le Quang Bien met with the Vice-Chancellor of the University of Mumbai, Prof. (Dr.) Ravindra D. Kulkarni, to discuss strengthening educational and cultural cooperation. Both sides explored initiatives for student and faculty exchange programs, cultural promotion events, and academic partnerships.
