Hospitals are often the first—and sometimes the only—place where women experiencing domestic violence seek help. But are our health systems equipped to respond?

In our latest article for The Leaflet, we explore how the Protection of Women from Domestic Violence Act (PWDVA) can be meaningfully implemented within health systems, drawing on over two decades of CEHAT's work through the Dilaasa model. The article reflects on the progress made, the gaps that remain, and why hospitals are a critical window of opportunity for supporting survivors.

Over the last three years, CEHAT collaborated with 31 civil society organisations across India to understand and address gender-based violence in public spaces.

Using participatory and creative research methods, organisations reflected on their experiences, strategies, and challenges in creating safer and more inclusive public spaces.

In March 2026, we came together to launch our report and share powerful insights from the ground. Organisations highlighted the key risks factors that heighten vulnerability and discussed mitigation strategies. Organisations work across four intersecting domains-- inclusive planning and transport, shifting social norms, expanding livelihood opportunities, and strengthening responses to violence-- to ensure women, girls and transpersons can access, use and occupy public spaces.

More than a report launch, the event was a space for connection, learning, and collective thinking on the many collaborative pathways for creating safer, more equitable public spaces for all.

CEHAT, under the aegis of the Chief Medical Superintendent (Ch.M.S.) of Brihanmumbai Municipal Corporation (BMC), recently brought together the Nodal Officers of the 12 Dilaasa departments across Mumbai’s public hospitals for a review and orientation meeting aimed at strengthening the response to Violence Against Women (VAW).

The session focused on key Dilaasa procedures and the Standard Operating Procedures (SOPs) developed by BMC to ensure a coordinated and survivor-centred response within hospitals. The meeting provided a valuable space for sharing experiences, discussing challenges, and addressing concerns related to the implementation of Dilaasa services.
Despite their packed schedules, the health care providers participated with passion, engaging in meaningful discussions and collectively mapping the way forward to strengthen survivor-centred care and support.

The recently released NFHS-6 data indicates a decline in reported gender-based and spousal violence in India. In this article, colleagues from CEHAT reflect on an important question: does this decline represent a real reduction in violence, or does it point to the continued challenges of underreporting and measuring violence through large-scale surveys?

While the figures suggest progress, concerns remain about the impact of social stigma, barriers to disclosure, and limitations of survey methods that may obscure the full extent of violence experienced by women.

On 18th March, CEHAT hosted the dissemination seminar “Responding to Violence Against Women and Girls: Evidence from Service Records of Grassroots Organisations” in Mumbai, with support from AJWS.

This seminar marked the culmination of CEHAT's collaboration with eight grassroots organisations working with women and girls to strengthen their research capacities. We worked closely with frontline caseworkers, grassroots implementers, and programme teams to help them analyse their service data and build evidence to support stronger interventions and policy advocacy.

At the dissemination, grassroots researchers shared powerful experiential and data-driven insights from the field. The presentations highlighted the lived realities of survivors and the urgent need for gender-sensitive, grounded, and survivor-centred response strategies.

Each organisation developed a factsheet based on their data and contextual experiences (slide 2 to 9):

- Sahjani Shiksha Kendra (Uttar Pradesh) - Settlement (समझौता) in Cases of Violence Against Women

- Rajsamand Jan Vikas Sansthan (Rajasthan) - Role of Nari Adalat in Addressing Domestic Violence

- Jagori (Delhi) - Domestic Violence and its Impact on Women’s Health: Learnings from casework and counselling

- Equidiversity Foundation (West Bengal) - An Analytical Report on Domestic Violence Data

- AALI (Uttar Pradesh) - Life Cycle of Violence Against Women: Data from Service Records

- Nazariya Foundation (Delhi) - Support Needs of Q***r and Transpersons: Insights from Helpline Data

- ANANDI (Gujarat) - A Step Towards Gender-responsive Panchayats
