নগাঁও জিলাৰ সমবায় খণ্ডৰ উন্নয়নমূলক পদক্ষেপসমূহ আগবঢ়াই নিয়াৰ উদ্দেশ্যে, ৩১ আগষ্ট ২০২৬ তাৰিখে জিলা আয়ুক্তৰ কাৰ্যালয়ৰ সভাকক্ষত ‘পাক্স একচেলেৰেটৰ প্ৰগ্ৰাম’ (PAP) আৰু 'এম.পি.এ.চি.এছ.' (MPACS)ৰ সংযোগীকৰণ তথা ব্যৱসায় উন্নয়ন পৰিকল্পনা প্ৰস্তুতকৰণৰ সন্দৰ্ভত এক বিশেষ সজাগতা তথা পৰ্যালোচনা সভা অনুষ্ঠিত হয়।
নাবাৰ্ডৰ ডি.ডি.এম. শ্ৰী ৰাজেন্দ্ৰ পেৰ্ণা, জিলা প্ৰশাসন আৰু সমবায় বিভাগৰ যৌথ উদ্যোগত আয়োজিত এই সভাত সভাপতিত্ব কৰে অতিৰিক্ত জিলা আয়ুক্ত শ্ৰী গোপাল শৰ্মা, অঃঅঃসেঃ য়ে। সভাত নাবাৰ্ডৰ আঞ্চলিক কাৰ্যালয়, জিলা সমবায় বিভাগ, দ্য অসম কো-অপাৰেটিভ এপেক্স বেংক লিমিটেড আৰু জিলাখনৰ বিভিন্ন ‘জি.পি.এছ.এছ.’ (GPSS) তথা ‘এম.পি.এ.চি.এছ.’ৰ প্ৰতিনিধিসকল উপস্থিত থাকে। সভাত বিতং উপস্থাপনৰ প্ৰদৰ্শনীৰ জৰিয়তে 'পি.এ.পি.' (PAP)ৰ সবিশেষ তুলি ধৰি নাবাৰ্ডৰ ডি.ডি.এম. শ্ৰী ৰাজেন্দ্ৰ পেৰ্ণাই জনায় যে, 'জি.পি.এছ.এছ.'সমূহক বিত্তীয়ভাৱে অধিক শক্তিশালী কৰা আৰু গ্ৰামাঞ্চলৰ ৰাইজক সমবায় ব্যৱস্থাটোৰ সৈতে সক্ৰিয়ভাৱে জড়িত কৰাই এই আঁচনিৰ মূল উদ্দেশ্য। সমবায় সমিতিসমূহে যাতে স্থানীয় ৰাইজৰ সকলো প্ৰয়োজন পূৰণ কৰিব পৰাকৈ একোটা ‘ৱান ষ্টপ শ্বপ’ বা একছত্ৰী সেৱা কেন্দ্ৰ হিচাপে গঢ় লৈ উঠিব পাৰে, তাৰ বাবে ব্যৱসায়িক সম্প্ৰসাৰণৰ আৰ্হি প্ৰস্তুত কৰাত গুৰুত্ব দিয়া হৈছে।
কৃষি প্ৰক্ৰিয়াকৰণ, কৃষি সঁজুলি উৎপাদন ও ব্যৱসায়, শস্য চপোৱাৰ পাছত সংৰক্ষণ আৰু ব্যৱস্থাপনা, অন-ফাৰ্ম যান্ত্ৰিকীকৰণ, নবীকৰণযোগ্য শক্তি, খোৱাপানী আৰু ইন্ধনৰ আন্তঃগাঁথনি আদি ৩৬ টা লাভজনক বিষয়ৰ ওপৰত নাবাৰ্ডে ইতিমধ্যে আৰ্হি 'ডি.পি.আৰ.' (Model DPR) প্ৰস্তুত কৰিছে। অৱশ্যে, স্থানীয় চাহিদা, আন্তঃগাঁথনিৰ সুবিধা আৰু বজাৰৰ উপলব্ধতা চাই সমবায় সমিতিসমূহে নিজে আলোচনা কৰি নিজৰ পছন্দৰ কাৰ্যসূচী বাছি ল’ব পাৰিব বুলি তেওঁ পৰামৰ্শ আগবঢ়ায়। ইয়াৰ উপৰি, নাবাৰ্ডৰ বিশেষ পুনৰ্বিত্তায়ন সুবিধাৰ অধীনত এপেক্স বেংকক মাত্ৰ ৩% ৰেহাই হাৰত ঋণ প্ৰদান কৰা হ’ব, যাতে বেংকটোৱে 'জি.পি.এছ.এছ.' বা 'এম.পি.এ.চি.এছ.'সমূহক সৰ্বোচ্চ ৪% সুদেৰ হাৰত এই ঋণ আগবঢ়াব পাৰে।
সভাৰ মূল ভাষণত অতিৰিক্ত জিলা আয়ুক্ত য়ে ৰাজ্য তথা দেশৰ সামগ্ৰিক বিকাশৰ ক্ষেত্ৰত সমবায় খণ্ডৰ ভূমিকাৰ বিষয়ে উল্লেখ কৰে। তেওঁ সকলো প্ৰতিনিধিকে নাবাৰ্ডৰ এই ‘পি.এ.পি.’ আঁচনিৰ সুবিধা গ্ৰহণ কৰিবলৈ আহ্বান জানায়। লগতে, সকলো 'এম.পি.এ.চি.এছ.'ক শীঘ্ৰেই এপেক্স বেংকৰ সৈতে সংলগ্ন হৈ নাবাৰ্ডৰ ৰেহাই মূল্যৰ বিত্তীয় সাহায্যৰে নিজ নিজ ব্যৱসায়িক কাৰ্যসূচী আৰম্ভ কৰিবলৈ পৰামৰ্শ দিয়ে।
With the objective of promoting developmental initiatives in the cooperative sector in Nagaon district, a special awareness-cum-review meeting was held on 31 August 2026 at the Conference Hall of the District Commissioner’s Office. The meeting focused on the convergence of the PACS Accelerator Programme (PAP) with MPACS and the preparation of Business Development Plans.
The meeting was organised jointly by NABARD, the District Administration and the Cooperative Department, with Additional District Commissioner Shri Gopal Sharma, ACS, presiding over the proceedings. The meeting was attended by representatives from the NABARD Regional Office, District Cooperative Department, The Assam Cooperative Apex Bank Ltd., and various GPSSs and MPACSs of the district.
Through a detailed presentation, NABARD DDM Shri Rajendra Perna explained the key aspects of the PACS Accelerator Programme. He stated that the programme primarily aims to financially strengthen GPSSs and actively connect the rural population with the cooperative system. Emphasis has been placed on developing business expansion models so that cooperative societies can evolve into “one-stop shops” or integrated service centres, capable of meeting a wide range of local needs.
NABARD has already prepared Model Detailed Project Reports (DPRs) covering 36 viable business activities, including agricultural processing, manufacturing and trading of agricultural equipment, post-harvest storage and management, on-farm mechanisation, renewable energy, drinking water and fuel infrastructure, among others. However, Shri Perna advised that cooperative societies should select suitable activities through internal discussions, taking into consideration local demand, available infrastructure and market opportunities.
He further informed the participants that, under NABARD’s special refinance facility, loans would be made available to the Apex Bank at a concessional interest rate of 3%, enabling the bank to extend credit to GPSSs and MPACSs at an interest rate of up to 4%.
In his address, the Additional District Commissioner highlighted the significant role of the cooperative sector in the overall development of the State and the country. He urged all representatives to make full use of the opportunities available under NABARD’s PACS Accelerator Programme. He also advised all MPACSs to expeditiously establish linkage with the Apex Bank and initiate suitable business activities by availing themselves of NABARD’s concessional financial assistance.
