On the occasion of the Mid-Autumn MoonFestival, TECC hosted a Mandarin Speech Competition for the Delhi region, bringing together more than 40 students and teachers from the University of Delhi, Ashoka University, Shiv Nadar University, O.P. Jindal Global University, and NorthCap University to experience Taiwanese traditions and culture.

The programme began with student presentations introducing the significance and traditional customs of the Moon Festival, followed by engaging Mandarin skits and musical performances.

The event reached its highlight with the Mandarin Speech Competition, where students demonstrated their fluency, confidence, and creativity. Ambassador Mumin Chen graced the occasion and personally presented awards and certificates to the winners, recognising their outstanding performance and efforts. He congratulated all participating students and winners, and looks forward to their continued enthusiasm for learning Mandarin and exploring Taiwanese culture.

為慶祝中秋佳節，駐印度代表處舉辦了德里地區華語演講比賽，吸引了包含德里大學、阿育王大學、喜夫南達大學、金德爾全球大學及諾斯卡普大學40多名師生共襄盛舉，共同體驗臺灣的傳統文化。活動首先由學生進行簡報，介紹中秋節的重要意義與傳統習俗，隨後帶來了精彩的華語短劇及音樂表演。

整場活動在華語演講比賽中達到高潮，學生們在比賽中展現了他們的語言流利度、自信心與創造力。陳牧民大使特別蒞臨現場，親自為演講比賽的獲勝者頒發獎狀與證書，肯定他們的優異表現與努力，並期待所有參賽學生與得獎者，持續致力學習華語及臺灣文化。

Amb. Mumin Chen recently visited the historic city of Gwalior in Madhya Pradesh at the invitation of the Royal Scindia Family.

During his visit, Amb. Chen met with faculty and students at Jiwaji University and The Scindia School, introducing Taiwan and sharing insights into Taiwan–India relations. He also visited Scindia Kanya Vidyalaya, Rajmata Vijayaraje Scindia Krishi Vishwavidyalaya (RVSKVV), and the Indian Institute of Tourism and Travel Management (IITTM), where he engaged with students and educators from a range of fields.

The visit also included the magnificent Jai Vilas Palace and the historic Gwalior Fort. Gwalior’s rich history, vibrant cultural heritage, and strong educational traditions left a deep impression.

Beyond our growing economic and technological cooperation, Taiwan and India have tremendous potential for people-to-people exchanges. We look forward to expanding exchanges in youth, education, culture, tourism, and other fields, further deepening our friendship and bringing the people of Taiwan and India closer together. 🇹🇼🇮🇳

陳牧民大使近日應 Scindia 家族邀請訪問印度中央邦歷史名城 Gwalior，深入認識當地豐富的歷史、文化與教育發展。

訪問期間，陳大使分別在 Jiwaji University 及 The Scindia School 與師生交流，介紹台灣及台印關係的發展；並參訪 Scindia Kanya Vidyalaya、Rajmata Vijayaraje Scindia Krishi Vishwa Vidyalaya (RVSKVV) 及 Indian Institute of Tourism and Travel Management (IITTM)，與不同領域的青年學子及教育工作者交流。

此行也參觀了宏偉的 Jai Vilas Palace 及歷史悠久的 Gwalior Fort。Gwalior深厚的歷史底蘊、豐富的文化遺產以及蓬勃的教育傳統，令人印象深刻、讚嘆不已。

TECC visited Doon University to renew the Memorandum of Understanding (MoU) on 21 September 2026, strengthening the Taiwan Education Centre and its role in advancing academic and institutional collaboration with Taiwan.
The MoU was signed by Mr. Durgesh Dimri, Registrar of Doon University, on behalf of the University, and Director Jill Lai, Director of the Education Division, TECC.
The event was witnessed by Prof. Surekha Dangwal, Vice Chancellor of Doon University; Prof. Chetna Pokhariyal, Dean, School of Languages; Dr. Gajendra Singh, Head, School of Management; Prof. Tanvi Negi, Head of the Department of Chinese Studies, Assistant Prof. Madhurendra Kr. Jha, Department of Chinese Studies and 陳家慧 (Chen Chia-Hui), Taiwan Mandarin Teacher at Doon University.
During the visit, Director Lai held an informal interaction with students of the Department of Chinese Studies, followed by a seminar on study opportunities in Taiwan, introducing students to scholarships, Mandarin language learning, and pathways to a global future through Taiwan.

駐印代表處於9月21日訪問敦安大學，續簽合作備忘錄，以強化臺灣教育中心的功能，並推動該校與臺灣之交流合作。
該備忘錄由敦安大學註冊主任Mr. Durgesh Dimri，與TECC教育組賴碧姬組長正式簽署。出席並見證簽署儀式的嘉賓包括：敦安大學校長Prof. Surekha Dangwal、語言學院院長Prof. Chetna Pokhariyal、管理學院院長Dr. Gajendra Singh、中文系主任Prof. Tanvi Negi、Madhurendra Kr. Jha助理教授以及臺灣華語教師陳家慧等。
訪問期間，教育組賴組長與敦安大學中文系學生進行了輕鬆的座談。隨後，教育組辦理了赴臺升學的專題講座，向學生介紹臺灣的獎學金計畫、華語學習機會以及通過臺灣邁向國際化發展的多元途徑。

IIT Gandhinagar Visits Taiwan at Invitation of Taiwan’s Ministry of Education to Attract High-End Indian Talent

Prof. Rajat M***a, Director of the Indian Institute of Technology Gandhinagar (IITGN), is leading a delegation to Taiwan from 20-25 September at the invitation of Taiwan’s Ministry of Education. In the presence of the Ministry, IITGN signed Memoranda of Understanding (MoUs) with National Central University, National Taiwan University of Science and Technology, and National Taipei University of Technology to strengthen cooperation in semiconductors, artificial intelligence (AI), advanced engineering, and other cutting-edge fields.

Taiwan-India exchanges in higher education, Huayu education, and research have grown significantly over the past decade. In 2026, 974 Indian students pursued doctoral degrees in Taiwan, ranking second among all countries, after Indonesia with 1,081 students.

Located in Gujarat, where the Indian government is actively developing a semiconductor ecosystem, IITGN plays an important role in semiconductor research, industry collaboration, and talent development. With support from India’s Ministry of Electronics and Information Technology (MeitY) and the Government of Gujarat, IITGN established the Silicon and Advanced Semiconductor Manufacturing Research and Training Hub (SAMARTH) and launched programs such as Integrated Circuit Design and Technology (ICDT) to cultivate advanced semiconductor talent.

Through this visit, Taiwan and India aim to leverage Taiwan’s strengths in higher education and its semiconductor industry ecosystem to attract high-caliber Indian talent in AI, semiconductors, and advanced technology design, while strengthening partnerships in talent development. The delegation will visit leading Taiwanese universities, including National Cheng Kung University, and National Yang Ming Chiao Tung University, National Taiwan University of Science and Technology, National Taipei University of Technology, National Central University, as well as the Taiwan Semiconductor Research Center and Powerchip Semiconductor Manufacturing Corporation (PSMC).

吸引印度高端人才　印度理工學院甘地納加爾分校（IITGN）校長應臺灣教育部邀請訪臺

印度理工學院甘地納加爾分校（Indian Institute of Technology Gandhinagar, IITGN）校長 Prof. Rajat M***a 應教育部邀請，於9月20日至25日率團訪臺，在教育部見證下，與國立中央大學、國立臺灣科技大學及國立臺北科技大學簽署合作備忘錄（MoU），深化雙方在半導體、人工智慧（AI）及前瞻工程等領域合作。

臺印度近十年在高等教育、華語教育及科技研究等領域交流日益密切。本年共有974位印度學生在臺攻讀博士，為各國第二高，僅次於印尼的1,081人。

IITGN位於古吉拉特邦，印度政府正積極推動當地半導體產業聚落。該校在印度電子與資訊科技部（MeitY）及古吉拉特邦政府支持下，成立「矽與先進半導體製造研究暨培育中心(SAMARTH)」，並開設積體電路設計與技術（ICDT）等前瞻學程，積極培育半導體高階人才。

IITGN訪臺將結合臺灣大學及產業鏈優勢，吸引印度AI、半導體及高科技設計人才，深化人才培育夥伴關係。訪團將拜會國立成功大學、國立陽明交通大學、國立臺灣科技大學、國立臺北科技大學、國立中央大學，及參訪臺灣半導體研究中心及力積電公司等。

Today, Ambassador Chen of TECC in India attended SEMICON India 2026, where he visited Taiwanese exhibitors including Delta Electronics India, Homwell, Jipal Hi-Tech, and Asia IC Mic-Process, and exchanged views with industry representatives on their presence and development in the Indian market. Taiwanese companies showcased their diverse industrial capabilities, further strengthening semiconductor industry linkages between Taiwan and India.

🌍 Restoring Trust: Taiwan's Rightful Place in the Free World

Foreign Minister Lin Chia-lung wrote in The Pioneer on Taiwan's critical role in safeguarding global supply chains, peace, and democratic values.

UN Resolution 2758 has long been distorted to block Taiwan, even though it never mentions Taiwan nor grants China the right to represent us. From semiconductors to healthcare, Taiwan continues to contribute meaningfully to the global community.

As the UN aims to restore trust, it must include Taiwan. We urge the international community to support Taiwan's meaningful participation in the UN system to build a safer, more resilient world!

🌍 重建信任：自由世界與聯合國需要台灣的實質參與

外交部長林佳龍於印度媒體《The Pioneer》發表專文，強調台灣在維護台海和平、全球供應鏈與民主價值上的關鍵角色。

聯大第 2758 號決議長期遭威權勢力扭曲，該決議從未排除台灣參與聯合國。台灣不僅在半導體與 AI 領域扮演要角，更持續以科技與醫療貢獻國際。

我們呼籲國際社會秉持包容與公正原則，支持台灣有意義地參與聯合國體系，共同守護以規則為基礎的國際秩序！
