The development was confirmed by Jewar MLA Thakur Dhirendra Singh, who was part of the review meeting.

The authorities are in talks with the officials of Zurich International Airport and they will coming to India soon. Notably, air traffic between India and Switzerland has been closed for nearly 6 months due to the coronavirus crisis.

In such a situation, the officials of the contractor company could not come to India and the Yamuna Authority had to postpone the date of the concessionaire agreement twice.

Jewar Airport concessionaire agreement may be signed by October 15

International AG, and special purpose vehicle, the Yamuna International Airport Private Limited, would sign the concessionaire agreement before October 15, if restrictions on air travel in the wake of Covid-19 pandemic are relaxed by that time.

On May 19 this year, Zurich International had got requisite security clearance from the ministry of home affairs, paving way for the singing of the concessionaire agreement.

The agreement was supposed to be signed by July 2, according to the earlier schedule. Later on June 10, the UP government postponed the agreement signing date to August 17 in view of the Covid-19 pandemic.

“They (Zurich) have been given time till October 15 for signing of the agreement in view of Covid-19 pandemic restrictions on air travel. Currently, there are no international flights between Zurich and India and that’s why travel is not possible. Once international flights start, they will travel to sign the agreement,” said Arun Vir Singh, chief executive officer of NIAL and YEIDA.

Zurich International and Yamuna International Airport private limited had on January 30 applied for security clearance to the ministry of home affairs. Zurich AG cannot start work at the Jewar airport site before the agreement is signed.

The Gautam Budh Nagar administration had acquired 1,334 hectares under phase 1 out of the total 5,000 hectares required for the airport project that has a budget of Rs 30,000 crore, paving way for the construction to begin at the site. But work is being delayed at the site due to the pandemic, officials said.

On November 29, 2019, Zurich Airport International AG, the owner of Switzerland’s biggest airport, had emerged as the top bidder to design, build and develop a new airport in Jewar along the 165-kilometre Yamuna expressway in Uttar Pradesh.

To be spread over 5,000 hectares, once completed, it will be the biggest airport in India with eight runways and will cater to 70 million passengers a year by 2040-50. The first phase is expected to be completed in 2023.

Jewar Airport Area will be the crown of Noida and the biggest industrial corridor in India UP will never be the same again

Amid the Coronavirus pandemic, one state which has made enormous efforts to attract the companies which are relocating due to disruption in the supply chain is Uttar Pradesh. The state has become a favoured destination for investors in the last few months given its pro-industry policies. As per the report by Yamuna Expressway Industrial Development Authority, 69 firms have been allotted industrial land near upcoming Jewar airport. These companies will bring investment worth 2,300 crore rupees and employ around 86,000 people.

In May, June, and July, when the whole country including UP was suffering from Coronavirus pandemic and economic activity was on a halt, the government of Uttar Pradesh was making efforts to bring investments in the state.

“Altogether, 69 firms were allotted industrial land in sectors 29, 32, 33 near the upcoming Jewar airport during May, June and July with expected investments of Rs 2,388.11 crore and creation of 86,445 jobs in the region,” said YEIDA’s officer on special duty, Shailendra Bhatia.

The Jewar Airport, which will be spread over an area of 1,334 hectares and initially start with two runways, is going to cost around Rs. 29,000 crores. Eventually, the airport will have as many as six runways, making it India’s biggest airport. Currently, the Indira Gandhi International (IGI) Airport of Delhi is the biggest airport in India, with three runways.

Upon completion, the Jewar Airport will emerge as one of the three biggest airports in the world, including O’Hare International Airport in Chicago, Daxing International Airport in Beijing, China, and Dallas/Fort Worth International Airport in Texas, US.

Sector 29 of Noida is being developed as an apparel park project which will house many readymade garments manufacturers. The government of Uttar Pradesh is aggressively marketing the Jewar airport to bring investments in the state.

Airports play a crucial role in the development of any city and its economy. The IGI airport of New Delhi helped Gurugram to become a millennial city which now houses thousands of MNCs and contributes billions of dollars in GDP as well as tax collection of Haryana.

However, over the years, Gurugram has become very congested and very costly, and therefore, companies are looking for an alternative which is cheaper than the city in Haryana but also have facilities like an airport and offers a very high standard of living. And this is where the UP government envisages the role of Jewar airport, which will help Noida and its surrounding areas to become an industrial hub. Unlike Gurugram, which is facing land availability issues, Noida has large swaths of land which is ripe for industrial activity and also has a metro, connectivity to other cities, a large consumer base, and so on.

Therefore, Noida is aggressively being marketed as a cheaper and better alternative to Gurugram, and the UP government is succeeding in this to a large extent. Previously, UP MSME Minister Siddharth Nath Singh held talks with Indian ambassador to France to attract French companies in the state.

“There is a huge opportunity to increase the percentage potential of exports from India and UP to France. A large land parcel has been earmarked for maintenance, repair and overhaul (MRO) near the Jewar Airport in Greater Noida which can provide investment opportunities to French companies,” said UP MSME minister. The state aims to double up the MSME exports to 2.4 lakh crore rupees in the next three years from 1.2 lakh crore rupees as of now.

What makes Jewar Airport a game-changer is the fact that its location and connectivity has been meticulously planned. It is going to be merely 700 metres away from the Yamuna Expressway connecting Delhi and Agra. Also, it will be just 30 kilometres away from the National Highway 22-A connecting Palwal and Aligarh.

Moreover, the southern side of the airport is planned to be connected to the proposed Palwal-Khurja airport. What also boosts connectivity for other towns dependent upon Delhi-NCR for air connectivity is the fact that it is expected to be connected to the Eastern Peripheral Expressway. This will ensure ease of access for cities like Palwal, Manesar, Ghaziabad, Bhagpat and Meerut.

Therefore, apart from ensuring better connectivity for the Delhi-NCR region especially East Delhi and the neighbouring areas of Noida, Greater Noida and Ghaziabad, this airport will also cater to several other towns from where people have to currently travel right up to the IGI Airport that is a costly and time-taking experience.

IGI airport helped Gurugram to become an industrial and services sector hub and Jewar airport can do the same for Uttar Pradesh. Gurugram and Noida are major industrial centres of Haryana and UP respectively. While there are 28 Special Economic Zones (SEZs) in Gurugram, there are 21 notified SEZs in Noida and Greater Noida.

Uttar Pradesh is seeking a large pie of the companies leaving China amid the ongoing disruption in supply chain and the state has the existing capacity to replace China as the ‘factory of the world’ with a population of 22 crores and a young demography. Unfortunately, the state was deprived of an investment-friendly government before, but with the arrival of Yogi, things have been moving rapidly.

The Yogi government must be applauded for transforming the state from a nightmare for industrialists to heaven for law-abiding companies. We are hopeful that his untiring efforts for the state might soon bear fruits.

Microsoft to set up new 4,000-employee campus in Uttar Pradesh; second-largest in India

Microsoft currently has two campuses in India located in Hyderabad and Bengaluru.

US-based technology behemoth Microsoft has agreed to set up its third campus in India. The new campus in Noida will be the second-largest among the three in terms of employee capacity, two of which are in Hyderabad and Bengaluru.

Microsoft MD Rajiv Kumar confirmed the news during a virtual meeting with Uttar Pradesh’s MSME & Export Promotion Minister Sidharth Nath Singh. The state will roll out the "red carpet" facility to Microsoft to make it easier for the company to do business, Singh said.

“The company has said that they want to move their North India campus to Greater Noida - Smart City. The next step will be a site inspection by the team both in Greater Noida and along the Yamuna Expressway followed by their proposal which the state government will examine," Singh told The Economic Times.

As mentioned, Microsoft currently has two campuses in India located in Hyderabad and Bengaluru. Both these campuses have a capacity of 5,000 and 2,000 employees, respectively.

The third campus is likely to be set up near the Jewar International Airport along the Yamuna Expressway that connects Greater Noida with Agra.

Other companies like Tata Consultancy Services (TCS), Wipro, and Haier are also in various levels of discussions with the state government of bringing in investment in the Noida/Greater Noida regions.

The Noida authority is expected to unveil the 29.707km Noida-Greater Noida Metro link and open the National Thermal Power Corporation (NTPC) underpass for public use by November-end. Preparations are underway to inaugurate three projects — an international airport at Jewar along the Yamuna Expressway, a 2.5km elevated road above Dadri Road and a 5.5km elevated road above the Shahdara drain — in November.

“We are trying to finish all remaining work at the NTPC underpass before November. And the 29.707km Noida-Greater Noida Metro link will also be ready for the public. Two elevated road projects will be the other mega projects on which we will start work this year,” Alok Tandon, chief executive officer of the Noida authority, said.

“We are hoping that the Prime Minister inaugurates the elevated roads and the Jewar airport, and opens the Noida-Greater Noida Metro link together at one event. We are working out the schedule to fix the date. Metro work is almost ready and formalities for Jewar airport are also almost finished,” Dr Mahesh Sharma, MP, Gautam Budh Nagar, said.

Noida-Greater Noida Metro link

The Aqua Line to connect Noida and Greater Noida through a 29.707km Metro link is expected to be opened to the public in November. The commissioner of Metro rail safety is conducting inspections to give safety clearances to make way for operations on this link.

NTPC underpass

The underpass at the busy traffic intersection near the NTPC in Sector 24-32 , which has been delayed by nearly two years, will be inaugurated in November. The authority had started work on June 30, 2015.

The underpass has been built at a cost of ₹55.55 crore. It is 640-metre-long and is at the intersection of sectors 24, 25A, 32 and 33A.

International airport, Jewar

Chief minister Yogi Adityanath assured farmers in a meeting held in Lucknow on September 19 that the work on this project will begin in November. “Since more than 70% of 5,926 farmers have agreed to give their land for the airport project, the state government will issue a notification to make way for land acquisition by next week,” Thakur Dhirendra Singh, MLA, Jewar, said.

The estimated budget for the project is ₹15,000- 20,000 crore and the airport is expected to be operational by 2022-23.

Elevated road above Shahdara drain

The Uttar Pradesh government’s Rajkiya Nirman Nigam is set to begin work on the 5.5km elevated road above the Shahdara drain. The objective behind this elevated road (that has an estimated budget of ₹550 crore) is to provide seamless connectivity to motorists who travel from east Delhi to the Noida Expressway.

Construction on the 2.5km elevated road above the snarl-ridden Dadri-Surajpur-Chhalera (DSC) Road will begin with an aim to provide seamless connectivity to thousands of motorists. The stretch passes through Barola and Bhangel villages. In August 2012, the authority had conceived the idea of constructing an elevated road for the first time.

Jewar airport: Impact study gets approved

The Uttar Pradesh government on Tuesday approved the social impact assessment (SIA) report that contains the details of the land identified for the development of an international airport at Jewar along the 165km Yamuna Expressway that connects Greater Noida with Agra.

UP chief secretary Anup Chandra Pandey held a meeting with members of Noida International Airport Limited, a company formed by the Uttar Pradesh government to supervise and develop the Jewar airport project.

The meeting was held in Lucknow and the consultant of the project, PricewaterhouseCoopers (PwC) India, also gave a presentation about the concession agreement draft to the chief
secretary.

“The UP government will first approve the SIA report in the cabinet, then issue a notification to make way for land acquisition,” a UP government official said.

“As per the suggestions by the government, PwC India and officials of the central government’s planning department will study concession agreement modalities. We will revise the concession agreement and hopefully get approvals for selecting a developer for the project,” he added.

The UP government has directed officials to revise and provide the concession agreement draft for discussion in the next 10 to 15 days.

Once that is done, the Uttar Pradesh government will issue a notification with regard to the agreement to make way for the selection of the developer, officials said.

The UP government also gave the green signal for Noida International Airport Limited (NIAL) to work as a special purpose vehicle and supervise the airport development.

The UP chief secretary will be chairperson of the NIAL and the Yamuna Expressway Industrial Development Authority (Yeida) top boss will be chief executive officer.

However, the Uttar Pradesh government is yet to issue a notification regarding the same.

As of now, the Yeida is the international airport project’s nodal agency.

But once the UP government issues a notification, the NIAL will supervise the development of the Jewar international airport project.

The Yeida, the Greater Noida authority as well as the Noida authority have a stake in the NIAL.

The Noida authority and the Uttar Pradesh government will both have a stake of 37.5 % each in the company, while the Greater Noida authority and the Yamuna authority will have a stake of 12.5% each.

The chief executive officers of the Noida, Greater Noida and Yamuna Expressway authorities will be members of this company.

Other members include the director of the civil aviation department of the Uttar Pradesh government, the secretary, finance, of the Uttar Pradesh government, and the secretary, industries department of the Uttar Pradesh government.

The Uttar Pradesh government, in the first phase, will acquire 1,257 hectares from six villages.

Earlier, the plan was to acquire 1,441 hectares of land from eight villages, including Rohi, Parohi, Banwaribas, Ramner, Dayanatpur, Kishorpur, Mukimpur Shivara and Ranhera. However, the district administration excluded
Kishorpur and Mukimpur Shivara villages from the first phase.

“The UP government is likely to issue a notification for the land acquisition of the airport very soon after completing the requisite formalities,” BN Singh, district magistrate, Gautam Budh Nagar, said.

Jewar Airport: Yogi promises fair deal in land acquisition from farmers

About 150 farmers from eight villages in Jewar area came to the university to meet Adityanath

Uttar Pradesh Chief Minister Yogi Adityanath on Friday promised justice to the local farmers who are unhappy with the money they are getting for the land being acquired by the state government for the Jewar International Airport.

Adityanath asked the district administration here to resolve the issue and submit a report on it within eight days, Jewar MLA Dhirendra Singh said.

The chief minister gave the directions after a discussion with the farmers during a visit to the Gautam Buddha University in Greater Noida.

"I assure the farmers that they will get justice and appropriate compensation for their land. I also want to tell them not to get misled by the opposition, he said, according to a press release issued by the MLA.

The people who are opposing this on Friday are the same people who never wanted Jewar to get an airport," the chief minister said.

About 150 farmers from eight villages in Jewar area came to the university to meet Adityanath.

The ambitious project had reportedly hit a hurdle in June following stiff resistance from the residents of these villages, which fall under its phase 1.

Much of the conflict is over the categorisation of the area as urban or rural, which determines the amount the farmers get under the land acquisition law.

The farmers reportedly want to be paid four times the circle rate. The government wants them to take just double, according to an official.

The chief minister said once the airport is operational, it will change the region's landscape by generating employment and improve amenities for the local people.

Villagers from Dayanatpur, Ranhera, Rohi, Kishorpur, Banwaripur, Siwara, Ramner and Paarohi attended the meeting.

The UP government is to spend Rs 40 billion on land acquisition for the airport, which was scheduled to start operations in 2022-23.

About 1,441 hectares of land has been identified for the first phase of the airport project.

The Union Civil Aviation Ministry had in June said the process of land acquisition was expected to be completed in two months.The ministry expected that bids for the Public Private Partnership (PPP) project would be invited by October and the foundation stone-laying ceremony held in December.

The state's civil aviation department would spend Rs 15 billion, while the Noida Development Authority would provide a matching amount.

The Greater Noida Authority and the Yamuna Expressway Industrial Development Authority (YEIDA) would spend Rs 5 billion each, according to the plan.

Paytm buys 10 acres land for over Rs 120 crore in Noida for mega campus

Digital payments company Paytm has purchased 10 acres of land in Noida to establish a new headquarters to accommodate its swelling staff, in one of the largest real estate deals by an Indian consumer internet startup in recent times.

Property consultants peg the deal size at ₹120-150 crore, based on the market price of ₹12-15 crore an acre at Sector 137 off Noida Expressway where Paytm has bought the land.

The price could be slightly cheaper, however, as Paytm owner One97 Communications purchased the land directly from Noida Authority, the property consultants said, declining to be identified. The authority is the nodal body for managing Noida’s infrastructure.

In addition to providing a platform for scaling up operations, this new facility would help us attract and engage the best talent in the country,” Vasireddy said in an email reply to ET.

Paytm’s new headquarters is expected to accommodate more than 15,000 employees.

The company, launched in 2010 by Vijay Shekhar Sharma, has over the past eight years grown into a full-fledged financial services entity, with about 20,000 employees. Of them, about 760 employees work out of Paytm’s present 48,000 sq.ft. head office in Noida, and the remaining out of other offices in Delhi-NCR, Mumbai, Bengaluru, Chennai and Kolkata. “We have around 20,000 employees working with Paytm, including our agent network. We are adding around 10,000 employees every year to support our growth targets,” Vasireddy said, adding that Paytm’s new campus will be eco-friendly and energy-efficient.

Paytm, which raised $1.4 billion from Japan’s SoftBank in May last year, may not have to pay the entire purchase amount upfront, according to the property consultants mentioned earlier.

“Noida Authority’s usual payment structure includes 20% upfront payment and 16 half-yearly instalments spread over eight years, with 11% interest built in,” one of them said. In building its own campus, Paytm would be following in the footsteps of one of its largest investors, Alibaba, which has a 17-acre campus in Hangzhou in China.

In India, Flipkart, among other consumer internet companies, has a 830,000 sqft head office on Bengaluru’s outskirts that accommodates more than 7,000 employees.
