Subject: Urgent Concern Regarding Corruption in Tent Permit Allocation – DC Office Anantnag

Respected Sir,

I am writing to bring to your attention a matter of serious concern. It has come to light that certain brokers, in collusion with some officials in the office of the Deputy Commissioner, Anantnag, are allegedly involved in the buying and selling of tent permits meant for Shri Amarnath Ji Yatra.

This malpractice undermines transparency, fairness, and the trust of genuine tent owners and stakeholders. Such actions not only violate ethical and legal norms but also damage the integrity of the pilgrimage arrangements.

I request your urgent intervention to investigate this issue thoroughly and ensure that tent permits are allotted fairly and transparently. The involvement of any government employee in such activities must be dealt with strictly as per the law.

I am willing to provide more details if required and hope appropriate action will be taken to safeguard the interests of honest stakeholders.

Subject: Complaint Against Administrative Officers in Pahalgam for Corruption, Discrimination, and Misuse of Power Under Political Pressure

Respected Sir,

I am writing this letter on behalf of concerned residents of Pahalgam to highlight the growing anger and helplessness among the public due to widespread corruption, favoritism, and administrative negligence by several government officers posted in the region.

It is deeply disturbing that officers across departments in Pahalgam are no longer working in the public interest. Their decisions appear to be heavily influenced by bribes and political pressure, favoring a few powerful individuals at the cost of locals. Class IV employees are being exploited for personal work, and the rights of the common man are being routinely violated.

What is even more shocking is the alleged interference and pressure from the Hon’ble Lieutenant Governor of Jammu & Kashmir, who is said to be directly pressurizing officers to carry out illegal work in favor of certain individuals. This kind of political interference in day-to-day administrative functions is unlawful and undermines democratic governance.

A clear example is the road construction project at Bradhaji, which began in March 2025 after submission of documents to BOCA. However, due to pressure from unknown but influential quarters, the administration abruptly halted the project. Till date, the required permission has not been granted, leaving locals in a state of despair.

In contrast, at Athanadan Laripora, a road was illegally constructed by a hotelier using political connections and without any BOCA meeting or approval. The construction was done illegally on state land and private land of nearby residents, in the absence of a CEO for the Pahalgam Development Authority (PDA), who was transferred weeks ago. Locals report that the hotelier threatened anyone who opposed the work, claiming to have political backing and immunity from law.

This lawlessness and abuse of power are eroding people’s trust in the administration and in the democratic institutions of Jammu & Kashmir. As MLA Altaf Ahmad Kaloo has also acknowledged, illegal constructions are being carried out openly due to a vacuum in leadership and misuse of authority.

We therefore urge your esteemed office to take the following actions immediately:

1. Initiate a high-level inquiry into the role of officers involved in corruption and illegal approvals in Pahalgam.

2. Investigate the illegal construction at Athanadan and prosecute the hotelier and any officials who enabled the act.

3. Restore the halted Bradhaji road project and hold accountable those who obstructed it without reason.

4. Appoint a new CEO to PDA without delay and ensure fair oversight of all ongoing and upcoming works.

5. Investigate the misuse of political influence, including from the Hon’ble LG’s office, and stop such illegal interventions in administrative matters.

The people of Pahalgam deserve transparent, accountable, and fair governance. We request your immediate attention to stop these grave violations and restore justice and development in the region.

Pahalgam, a place of immense natural beauty and cultural significance, is under grave threat due to unchecked corruption and environmental degradation. It is deeply concerning that officials within the Pahalgam Revenue Department, in collaboration with certain brokers, are engaging in illegal land dealings—forging papers of government land under the pretense of "Tanashahu" and extorting money from individuals. This exploitation not only violates legal and ethical standards but also disrupts the environmental and social fabric of the region.

Key Concerns:

1. Illegal Land Grabbing – The manipulation of government land records is enabling unauthorized encroachments, leading to an unfair distribution of resources and a rise in land-related disputes.

2. Environmental Destruction – The unchecked and illegal occupation of land threatens Pahalgam’s fragile ecosystem, leading to deforestation, pollution, and loss of biodiversity.

3. Corruption & Extortion – The unlawful practices of revenue officials, in collusion with brokers, exploit innocent people by taking bribes and fabricating land records for personal gain.

4. Erosion of Public Trust – Such corrupt activities diminish faith in the administration, making governance ineffective and encouraging further lawlessness.

Immediate Demands & Action Points:

Strict Investigation & Accountability – A transparent probe must be initiated against corrupt officials and brokers involved in illegal land transactions.

Legal Action – Stringent legal proceedings must be undertaken against those responsible for land fraud and environmental violations.

Environmental Protection Policies – Implement and enforce policies that protect government land and Pahalgam’s natural resources.

Public Awareness & Whistleblower Protection – Encourage citizens to report corruption without fear and ensure their safety.

Pahalgam’s future depends on decisive action NOW. Corruption must be uprooted, and those responsible must be held accountable to preserve this priceless heritage for future generations. The people of Pahalgam demand justice, transparency, and an administration that serves the public, not personal interests.

We, the residents of Tehsil Pahalgam, write to express our deep concern regarding the ongoing issues affecting our rights as stakeholders in Pahalgam, particularly in relation to the management and control of the Shri Amarnath Shrine Board (SASB).

For generations, local businesses, service providers, and residents have played a crucial role in facilitating the Amarnath Ji Yatra, ensuring the comfort and safety of pilgrims. However, recent developments indicate that our rights are being systematically ignored, and our traditional role in this sacred pilgrimage is being eroded. The increasing restrictions and lack of support are pushing us toward financial instability, raising fears that we may be left with no option but to sell our ancestral land—something we wish to avoid at all costs. Despite repeated appeals, no concrete intervention has been made by the concerned authorities to safeguard our interests.

We seek your immediate attention to the following key issues:

1. Protection of Local Stakeholders – Local tent owners, travel operators, and service providers must be guaranteed their rightful opportunities without undue interference from external authorities.

2. Policy Transparency – Any decisions affecting us should be made with full transparency and in consultation with all stakeholders to ensure fair participation and sustainable livelihoods.

3. Legal Safeguards – The legal rights of local business owners and residents must be upheld to prevent unjust occupation, restrictions, or economic policies that threaten our ability to sustain our livelihoods.

4. Dialogue with SASB – The administration must ensure that SASB does not override the traditional role of local service providers, as we have been integral to the success of the Yatra for generations.

We urge you to take immediate steps to address our concerns with the relevant authorities and protect our rights. The people of Pahalgam have always welcomed and supported the Yatra, and we seek only fair treatment and due recognition for our contributions.

We request an urgent meeting to discuss this matter further. Your prompt intervention will reaffirm your commitment to the well-being and future of the people of Pahalgam.
