CMGGA - Chief Minister's Good Governance Associates Programme The Chief Minister's Good Governance Associates is a flagship fellowship programme of Government of Haryana.

It is designed to harness the potential of young professionals in strengthening governance and improving service delivery at the grassroots. The Chief Minister's Good Governance Associates (CMGGA) programme is an initiative of the State Government of Haryana for young, promising leaders excited to work with the State machinery and who embody highest levels of integrity, passion for development and

service to others. The programme's goal is to promote understanding and knowledge of the legislative process and principles of good governance among the young leaders of our country and give them an opportunity to tackle some of the complexities that exist today in the State. CMGGA is a unique and highly competitive opportunity, during which 25 high-caliber individuals will be posted in the 22 districts of Haryana for 12 months. They will represent the Chief Minister's office and will work in tandem with the Deputy Commissioner and district officials.

The CMGGA Programme is a good governance programme of Government of Haryana offering young professionals the opportunity to contribute to policy implementation, institutional strengthening, and capacity building across Haryana.

As an Associate, you will:
a. Drive data-driven solutions for governance challenges,
b. Build community-centred innovations at the grassroots,
c. Work closely with the administration to ensure impactful delivery of government schemes.

We're thrilled to announce the upcoming launch of CMGGA 2026, a flagship good governance programme, empowering young changemakers across Haryana to drive real, on-ground governance impact.

Apart from continuous efforts in solid waste management, health, education, and water, CMGGAs are supporting the administration in many other areas, with district‑led innovation and citizen‑centric action at the core of their work.

Three notable initiatives emerged this July, reflecting the Chief Minister's Good Governance Associates Programme's shared commitment to a progressive and inclusive future across Haryana.

CMGGAs helped facilitate a first‑of‑its‑kind dialogue between School Management Committees from across Haryana and the Hon’ble Chief Minister, strengthening school governance through Jan Bhagidari.

In Sirsa, CMGGA Puru Rohilla organized a vibrant Bhangra workshop under the Anti‑Drug Misuse Campaign, inspired by the Hon’ble Chief Minister’s call for innovative Nasha Mukti efforts. The initiative drew over 700 participants, using culture and community engagement as powerful tools to spread awareness and encourage positive change.

In Faridabad, CMGGA Dev Vats supported the District Administration in hosting the Mukhyamantri Antyodaya Parivar Utthan Mela on 25 July 2026. The mela connected eligible families with benefits under 47 schemes across 19 departments through a single‑window platform for counselling, verification, and enrolment, with CMGGA assisting in planning and training the counselling team to ensure timely guidance and support for citizens.

Together, these efforts reflect the spirit of सुशासन Frames of innovating for impact, empowering communities, and strengthening governance across Haryana.

The CMGGA programme continues to strengthen good governance by ensuring effective last-mile delivery of public services. Our field-to-forum approach creates a continuous cycle of learning, reflection, and improvement. Following months of field engagement, CMGGAs from all districts of Haryana attended the second forum at Kurukshetra University from 22nd to 26th June. The forum enabled participants to share experiences, strengthen insights, and relearn collectively. It concluded with an important review meeting in Chandigarh on 27th June, chaired by Chief Minister Nayab Singh Saini.

The meeting focused on strengthening welfare scheme implementation and ensuring maximum benefits reach citizens. Key directions were given to improve health, sanitation, education, governance, and water management systems, with emphasis on timely drain cleaning, ward rankings, e-office implementation, and expanding Ayushman Bharat coverage.

This May, Chief Minister's Good Governance Associates Programme continued to spotlight district-led innovation and meaningful citizen-centric action across Haryana. From transforming classrooms to inspiring youth dialogue, the month reflected our shared commitment to building a more curious, confident, and progressive future.

In Kaithal, Hon’ble Education Minister of Haryana, Sh. Mahipal Dhanda, launched Stumble Labs and the District Curiosity Index (DCI), an initiative designed to shift classrooms from fear-driven learning to curiosity-driven participation. Conceived under the leadership of Ms. Aparajita Varun, IAS, DC Kaithal, and implemented by Divyata Mahar, CMGGA Kaithal, this innovation reimagines assessment by valuing observable learning behaviours and encouraging students to explore, question, and grow. The initiative has also received state-wide recognition as a scalable reform model in education.

In Kurukshetra, CMGGA facilitated the district-level programme “कर्म की बात – धर्म की बात ” at Mahabharat Anubhav Kendra on 8 May 2026. Initiated under the leadership of Mr. Vishram Meena, IAS, DC, Kurukshetra, and carried forward by Ms. Muskan Yadav, the initiative aims to bring ancient wisdom and culture into today’s world.

Through student activities such as the English Spell Bee and Declamation Contests, the programme highlighted confidence, clarity of thought, and responsibility among young participants. The dialogue further connected youth with the vision of Viksit Haryana 2047, linking governance, sustainability, and collective action.

In the area of Solid Waste Management, CMGGAs went beyond strengthening door-to-door waste collection by promoting Jan Bhagidari as a core pillar of sustainable Swachhta. Through citizen engagement and community mobilisation, they reinforced the idea that lasting cleanliness depends on shared responsibility and active public participation.

In close coordination with Urban Local Bodies, CMGGAs supported the formation of over 1,500 Ward Committees across 87 ULBs under the Haryana Municipal Citizens’ Participation Act, 2008, while also facilitating member trainings to strengthen local governance and civic awareness.

Subsequent interactions with Hon’ble Chief Minister Shri Nayab Singh Saini further encouraged ward committee members to contribute actively towards route mapping, waste segregation, grievance redressal, and awareness generation in their respective wards. These efforts continue to advance the vision of a Clean and Green Haryana through responsive and participatory governance.
