Child Welfare Committee Continues Monitoring of Registered Child Care Institutions

As part of its ongoing district-wide monitoring and inspection drive, the Child Welfare Committee, Srinagar conducted inspections of the following registered Child Care Institutions (CCIs):

* Al-Masumeen Yateem Trust, Zadibal
* J&K Yateem Trust, Gulshan Mahal-A, Rainawari
* J&K Yateem Trust, Gulshan Mahal-B, Soura

The inspection team was assisted by Ms. Bisma Mohi-ud-Din and Ms. Mufeeda Shah, Outreach Workers, Srinagar.

The inspections were undertaken to assess compliance with the Juvenile Justice (Care and Protection of Children) Act, 2015, the J&K Juvenile Justice Rules, 2021, and the prescribed standards of care, with particular focus on the rights, safety, dignity and best interests of children.

The Committee assessed essential aspects including infrastructure, hygiene and sanitation, nutrition, healthcare, education, counselling and psychosocial support, safety and security, staffing, statutory records and overall quality of care. The Committee also interacted with children residing in the institutions to ascertain their concerns, protection needs and well-being, besides interacting with the management and staff regarding compliance with statutory requirements.

The Committee reiterated that regular monitoring of CCIs is essential for accountability, protection of children’s rights and maintenance of prescribed standards of care. Any deficiencies identified during the inspections shall be appropriately followed up in accordance with law.

The inspection of the remaining registered CCIs in District Srinagar shall continue as part of the Committee’s statutory monitoring and child protection mandate, with the objective of ensuring safe, dignified and child-centred institutional care.

CWC Srinagar Undertakes Surprise Assessment of Child Development & Rehabilitation Centres

The Child Welfare Committee comprising Chairperson Dr. Khair ul Nisa and Members Ms. Nuzhat Un Nisa, Ms. Beenish Kazmi and Ms. Misba Rashid, conducted a surprise inspection today of three Child Development/Rehabilitation Centres, namely IPMRS, Sanat Nagar; Babbz world, Sanat Nagar; and Neurodiverse, Nowgam, with the assistance of Ms. Bisma Mohi-ud-Din, Outreach Worker, Srinagar.

The visit was undertaken to assess the child safety and protection mechanisms, quality and accessibility of developmental, therapeutic, educational and rehabilitation services, staffing, infrastructure and overall child-friendly environment being provided to children.

The Committee also verified compliance with the applicable legal and regulatory framework, including registration/recognition with the competent authority and adherence to the provisions and standards applicable under the Rights of Persons with Disabilities Act, 2016 and other relevant child protection laws and rules.

The Committee emphasised that rehabilitation centres must ensure dignity, safety, non-discrimination, inclusion and the best interests of every child, with services delivered in a safe and child-friendly manner.

TWO CHILDREN OF BIHAR REUNITED WITH THEIR FAMILIES

The Child Welfare Committee, in coordination with the Anti-Human Trafficking Unit (AHTU) and Bihar Police, successfully restored two children—a boy and a girl—from Bihar to their families today.

Rescued by AHTU and placed in an Open Shelter, Nowgam by the CWC for care, protection and rehabilitation, the children were safely reunited with their families through the collective efforts of CWC, AHTU and Bihar Police.

A successful step towards protection, rehabilitation and family reunification.

Training Programme on Prevention of Substance Abuse

The Social Welfare Department, Srinagar, conducted a training programme at the Conference Hall, Madari Meherbaan, Miskeen Bagh, for Anganwadi Workers of Mission Poshan on the prevention of substance abuse, with a focused discussion on their in-depth role as frontline workers in prevention, early identification, awareness, referral and community-level intervention.

Dr. Khair Ul Nisa, Chairperson, Child Welfare Committee highlighted the impact of substance abuse on children and families and stressed the need for community-based prevention and support while Dr. Mariya from IMHANS Srinagar addressed the participants and spoke about the psychological and behavioural aspects associated with substance abuse.

The programme was facilitated with the support and initiative of Mr. Mohammad Yousuf (JKAS), District Social Welfare Officer, Srinagar, whose continued emphasis on capacity-building and strengthening frontline child and community welfare mechanisms is sincerely appreciated.

CHILD WELFARE COMMITTEE CONTINUES INSPECTION DRIVE OF REGISTERED CHILD CARE INSTITUTIONS

As part of its ongoing district-wide monitoring and inspection drive, the Child Welfare Committee (CWC), Srinagar continued inspections of registered Government-run and Non-Government-run Child Care Institutions (CCIs), with inspections conducted at J&K Mohammadiya Yateem Trust, Chanapora, and SOS Children’s Village, Hyderpora. The inspection team was assisted by Ms. Rehana Shah, Protection Officer, and Ms. Mufeeda Shah, Outreach Worker.

The inspections were undertaken to assess the functioning of the institutions and their compliance with the provisions of the Juvenile Justice (Care and Protection of Children) Act, 2015, the J&K Juvenile Justice Rules, 2021, and the prescribed Minimum Standards of Care, with particular emphasis on ensuring that the rights, safety, dignity and best interests of children remain at the centre of institutional care.

During the course of the inspections, the Committee undertook a comprehensive assessment of the infrastructure, living conditions, hygiene and sanitation, nutrition, healthcare facilities, education, counselling and psychosocial support, safety and security arrangements, staffing pattern, maintenance of statutory records, and other essential services and facilities being provided to children residing in the institutions.

The Committee also interacted directly with the Children in Need of Care and Protection (CNCP) residing in the institutions. These interactions were aimed at understanding their individual concerns, protection needs, educational and rehabilitation requirements, emotional well-being and any issues affecting their day-to-day lives.

The Committee further interacted with institutional staff and management to assess the quality of care being provided, identify areas requiring improvement, and ascertain compliance with the applicable statutory and regulatory requirements.

The Committee reiterated that regular inspection and monitoring of CCIs is an integral component of the child protection framework and is essential to ensuring accountability, transparency and adherence to prescribed standards of care. The Committee emphasised that institutional care must extend beyond the provision of basic necessities and must ensure that every child is treated with dignity, compassion and respect, while receiving appropriate education, healthcare, counselling, protection, rehabilitation and opportunities for holistic development.

The Committee further reaffirmed its commitment to safeguarding the best interests, rights and well-being of every child under its jurisdiction and to taking appropriate measures wherever deficiencies or gaps in institutional care are identified.

The inspection of the remaining registered Child Care Institutions in District Srinagar will continue as part of the Committee’s ongoing monitoring, supervisory and child protection mandate, with the objective of strengthening institutional care standards and ensuring a safe, secure and nurturing environment for every child residing in a CCI.

In continuation of the district-wide inspection drive of registered Government-run and Non-Government-run Child Care Institutions (CCIs), the Child Welfare Committee Srinagar conducted inspections of J&K Yateem Khana, Rahat Manzil, Bemina Crossing; Darul Manan; FETO, Batamaloo; and Bait-ul-Banat, Haft Chinar, with the assistance of Ms. Nabeela Nisar, Protection Officer, and Ms. Bisma Mohi-ud-Din, Outreach Worker.

The inspections were undertaken to assess compliance with the Juvenile Justice (Care and Protection of Children) Act, 2015, the J&K Juvenile Justice Rules, 2021, and the prescribed Minimum Standards of Care.

During the inspections, the Committee assessed the availability and quality of infrastructure, hygiene and sanitation, nutrition, healthcare, education, counselling, safety and security arrangements, staffing, maintenance of records, and the overall functioning of the institutions.

The Committee also interacted with Children in Need of Care and Protection in order to understand their individual concerns, protection needs, rehabilitation requirements, and overall well-being. Interactions with institutional staff were also held to assess the quality of care being provided and the level of compliance with statutory requirements.

The Committee reiterated that such inspections are an essential component of effective child protection and institutional monitoring and reaffirmed its commitment to ensuring that every child residing in a CCI is provided care, protection, dignity, education, healthcare, and rehabilitation in accordance with the law.

CHILD WELFARE COMMITTEE COMMENCES INSPECTION DRIVE OF REGISTERED CHILD CARE INSTITUTIONS

The Child Welfare Committee commenced a district-wide inspection of all registered Government-run and Non-Government-run Child Care Institutions (CCIs) to assess compliance with the Juvenile Justice (Care and Protection of Children) Act, 2015, the J&K Juvenile Justice Rules, 2021, and the prescribed Minimum Standards of Care.

As part of the first phase, the Committee, on 06 August 2026, with the assistance of Ms. Rehana Shah, Protection Officer and Ms. Mufeeda Shah, inspected the Observation Home, Harwan; Place of Safety, Harwan; Palaash: Children’s Home for Boys, Shalimar; and Pareesha: Children’s Home for Girls, Shalimar.

During the inspections, the Committee reviewed infrastructure, hygiene, nutrition, healthcare, education, counselling services, safety measures, staffing, record maintenance, and overall institutional functioning. The Committee interacted with the Children in Need of Care and Protection (CNCP) and the Children in Conflict with Law (CCL) to understand their individual concerns, rehabilitation needs, and overall well-being. Separate meetings were also held with the institutional staff to review the quality of care and compliance with statutory standards.

The Committee reaffirmed its commitment to safeguarding the rights and best interests of children and stated that inspections of the remaining registered Child Care Institutions will continue across the district.

DLSA Srinagar Reviews Implementation of Supreme Court Guidelines to Strengthen Child Protection and Juvenile Justice System

Srinagar, 28 July 2026: In a significant step towards strengthening the child protection and juvenile justice delivery system in the district, the District Legal Services Authority (DLSA), Srinagar, convened a high-level coordination meeting under the able guidance and chairmanship of Mr. Haq Nawaz Zargar, Learned Principal District & Sessions Judge and Chairman, DLSA Srinagar, to review the implementation of the directions issued by the Hon’ble Supreme Court in G. Ganesh v. State of Tamil Nadu.

The meeting witnessed the participation of key stakeholders, including Ms Tabasum Qadir [Sub Judge], Secretary, DLSA; Mr Raja Arshid [JKCS], Principal Magistrate, Juvenile Justice Board (JJB); Mr Mohammad Yousuf [JKAS], District Social Welfare Officer/District Child Protection Officer; Dr Khair Ul Nisa, Chairperson Child Welfare Committee; Ms Sleet Shah [JKPS], Nodal Officer, Special Juvenile Police Unit (SJPU) and Ms Asiya Farooq, Central Administrator, One Stop Center, Srinagar.

The deliberations focused on ensuring the effective implementation of the Supreme Court’s directions through a coordinated, child-centric, and rights-based approach. Discussions centred on strengthening inter-agency collaboration, improving referral and rehabilitation mechanisms, ensuring timely production and restoration of children wherever appropriate, enhancing institutional accountability, and reinforcing the safeguards envisaged under the Juvenile Justice (Care and Protection of Children) Act, 2015.

The Chair emphasized that the protection of children’s rights requires a coordinated and proactive response from all stakeholder departments and institutions. He stressed the importance of regular coordination, timely intervention, effective monitoring, and strict adherence to the statutory provisions and judicial directions to ensure that every child receives care, protection, rehabilitation, and access to justice in a safe and child-friendly environment.

The participating officers reaffirmed their commitment to strengthening institutional convergence and adopting best practices for the effective implementation of the Supreme Court’s guidelines. The meeting concluded with a resolve to further enhance coordination among all child protection functionaries to safeguard the best interests of every child and to ensure a more responsive, accountable, and efficient juvenile justice system in the district.

The meeting reflects the shared commitment of DLSA Srinagar and all stakeholder departments towards building a robust child protection framework and ensuring that every child is afforded dignity, care, protection, and justice in accordance with the law.

Day-5 of NCPCR Pan-India Rescue & Rehabilitation Campaign Conducted in Hazratbal, Srinagar

As part of the ongoing NCPCR Pan-India Rescue & Rehabilitation Campaign 4.0, the Child Welfare Committee (CWC), Srinagar on 03.08.2026, conducted a joint rescue-cum-inspection drive in and around Dargah, Hazratbal area of Srinagar carried out under the leadership of Dr. Shahid A. Ronga, Member, Child Welfare Committee, Srinagar.

The rescue and inspection drive was carried out in collaboration with the District Legal Services Authority (DLSA), Labour Department, and Anti-Human Trafficking Unit (AHTU), with the assistance of the District Child Protection Unit (DCPU), the Child Helpline (CHL) and the concerned police.

During the drive, six persons appearing to be below 18 years of age were found working/engaged at different establishments. As their age could not be conclusively established at the spot, the concerned establishment owners were directed to produce valid documentary proof of age before the competent authorities for verification.

The Labour Department issued inspection notices to the concerned establishment holders, requiring them to furnish the requisite records and documents. Further action, wherever warranted, shall be taken in accordance with the applicable provisions of law after verification of age and other relevant particulars.

A significant component of the drive was devoted to awareness and sensitisation of establishment owners, employers and other stakeholders regarding the legal safeguards available to children and adolescents and the statutory restrictions governing their engagement in employment. The team interacted with the establishment owners and sensitised them about their responsibilities under the applicable child labour and child protection laws, particularly the prohibition against employing children and the restrictions applicable to the employment of adolescents.

The establishment owners were also advised to verify and maintain authentic age-related records before engaging young persons for work, to comply with the prescribed conditions relating to working hours, wages and nature of employment, and to ensure that no child or adolescent is engaged in any prohibited or hazardous occupation or process. They were further made aware that non-compliance with the statutory provisions relating to child and adolescent labour may invite appropriate action under law.

The joint team also emphasised that awareness and preventive intervention remain essential to addressing child labour at its source. Employers and members of the public were encouraged to remain vigilant, refrain from engaging children in prohibited employment, and promptly bring cases involving children requiring care, protection or intervention to the notice of the Child Helpline (1098), CWC, Police or other competent child-protection authorities.

Day-4 of NCPCR Pan-India Rescue & Rehabilitation Campaign Conducted in Srinagar

As part of the ongoing NCPCR Pan-India Rescue & Rehabilitation Campaign 4.0, the Child Welfare Committee (CWC), Srinagar conducted the Day-4 joint rescue-cum-inspection drive on 31st July 2026 under the leadership of Ms. Misba Rashid, Member, Child Welfare Committee, Srinagar.

The rescue and inspection drive was carried out in collaboration with the District Legal Services Authority (DLSA), Labour Department, and Anti-Human Trafficking Unit (AHTU), with the assistance of the District Child Protection Unit (DCPU), Srinagar and the Child Helpline (CHL).

The operation covered the entire stretch from the historic Dastgeer Sahib Shrine, Khanyar, up to Naqshband Sahib Shrine, including all adjoining lanes and surrounding localities. The primary objective of the drive was to identify and rescue children, if any, found engaged in child labour, child begging, or any other form of exploitation.

A thorough inspection of the entire area was undertaken. It is a matter of immense satisfaction that no child was found engaged in child labour, child begging, or any other form of exploitation during the course of the operation. The findings reflect growing public awareness regarding child rights and the legal prohibition against child labour and child begging. They also demonstrate the positive impact of sustained enforcement measures, rescue operations, and awareness initiatives undertaken by various child protection agencies.

The Child Welfare Committee, Srinagar expresses its sincere appreciation to all participating departments and the local community for their cooperation and commitment towards safeguarding children’s rights. The Committee reiterates its resolve to continue conducting regular rescue-cum-inspection and awareness drives across the district to ensure that every child enjoys a safe, secure, and dignified childhood, free from exploitation, abuse, and neglect.
