CONSULTATIVE MEETINGS ON ‘STRENGTHENING OF CHILD PROTECTION SYSTEM’

Pursuant to the directions of the Social Welfare Department, Government of J&K, and in preparation for the forthcoming Departmental Summit on “Strengthening of Child Protection System” scheduled for 8th–9th October 2026 at New Delhi, two consultative meetings were held in Srinagar on 17.09.2026 and 21.09.2026.

The first meeting on 17.09.2026 was chaired by Mr. Sarmad Hafeez, IAS, Commissioner/Secretary to the Government, Social Welfare Department, J&K, and the second meeting on 21.09.2026 was chaired by Mr Ajeet Kumar, Joint Secretary, Ministry of Women and Child Development, Government of India, New Delhi. The consultations were conducted under the guidance of Ms. Rubina Kousar, JKAS, Mission Director, Mission Vatsalya, J&K.

The meetings brought together District Child Protection Officers, Chairpersons of Child Welfare Committees, members of Juvenile Justice Boards and Child Helpline functionaries, along with Mr. Junaid-ul-Islam, Consultant, Ministry of Women and Child Development, Government of India.

Participants shared field-based best practices, implementation challenges and actionable recommendations for strengthening specialised care, institutional and non-institutional care, rehabilitation, mental-health and psychosocial support, inter-departmental convergence, monitoring of Child Care Institutions, and effective implementation of statutory mandates and orders.

The deliberations are intended to inform the J&K Union Territory’s thematic inputs and recommendations for the forthcoming Departmental Summit at New Delhi.

LAWFUL SURRENDER OF A CHILD : A SAFE AND LEGAL PATH

A girl child was surrendered before the Child Welfare Committee, Srinagar, in accordance with the Juvenile Justice (Care and Protection of Children) Act, 2015, and was thereafter placed in a Specialised Adoption Agency Nowgam Srinagar for her care and protection.

As prescribed under law, the concerned person(s) are given two months to reconsider the decision. If the child is not reclaimed and the statutory requirements are fulfilled, the Committee may proceed for declaration of the child as legally free for adoption.

A MESSAGE FROM THE CHILD WELFARE COMMITTEE:

If, due to any compelling personal, social, economic or other reasonable circumstances, you are unable to care for or keep your child, please approach the Child Welfare Committee and follow the lawful surrender procedure. Please do not abandon a child, leave the child unattended, or expose the child to danger.

There is a legal, safe and dignified way to protect the child’s future.

Every child deserves safety, dignity, care and a family.

CWC VISIT TO ABHIDANANDAN HOME FOR BLIND & SCHOOL FOR DEAF AND DUMB, SOLINA, SRINAGAR

The Child Welfare Committee visited Abhidanandan Home for Blind & School for Deaf and Dumb, Solina, Srinagar, run by the Department of Social Welfare, UT of J&K, to assess the educational, residential, care and support services being provided to children with disabilities.

The Committee interacted with the children and reviewed the facilities available in the institution and hostel. The dedication and compassionate approach of the teaching and non-teaching staff towards the children was appreciable.

The Committee also took note of the ongoing construction of residential facilities for girls with disabilities and a college, while the boys’ hostel has already commenced functioning.

The visit reaffirmed the importance of ensuring accessible education, safe residential care, dignity, protection and holistic development of children with disabilities, in keeping with the principles of the Juvenile Justice framework and the Rights of Persons with Disabilities Act.

AWARENESS PROGRAMME ON CHILD MARRIAGE, S*X SELECTION & DOWRY

The Department of Social Welfare, SANKALP–Hub for Empowerment of Women, Mission Shakti, organised an awareness programme at Theed, Harwan, Srinagar, for the local community, with a focus on the legal provisions, rights and safeguards relating to child marriage, s*x selection and dowry, along with their adverse social consequences.

Dr. Khair Ul Nisa, Chairperson, Child Welfare Committee, Srinagar, served as the Resource Person and sensitised the participants on the applicable legal framework, statutory safeguards and the crucial role of community participation in preventing child marriage, eliminating s*x selection and combating the practice of dowry.

The programme emphasised legal awareness, child protection, gender equality and collective responsibility towards creating a safe and equitable society.

10 YEARS OF THE JUVENILE JUSTICE ACT, 2015: HON’BLE HIGH COURT JUVENILE JUSTICE COMMITTEE HOLDS ANNUAL CONSULTATION

The Juvenile Justice Committee, High Court of Jammu & Kashmir and Ladakh, with the support of UNICEF India, organised a one-day Annual Consultation on “Juvenile Justice (Care and Protection of Children) Act, 2015: A Decade of Implementation and the Way Forward” on 05 September 2026 at the J&K Judicial Academy, Mominabad, Srinagar.

The consultation was graced by Hon’ble Justice Sindhu Sharma, Chairperson, Juvenile Justice Committee; Hon’ble Justice Mohammad Akram Chowdhary and Hon’ble Justice Wasim Sadiq Nargal, Members of the Committee, along with Hon’ble Judges of the High Court, Principal District & Sessions Judges, Judicial Officers, Secretaries of DLSA, Principal Magistrates of Juvenile Justice Boards, Chairpersons of Child Welfare Committees, officers of Special Juvenile Police Units, senior officers of concerned departments, Legal Services Authorities, child-protection professionals, mental-health experts, civil society and academia.

Mr. Naseer Ahmad Dar, Director, J&K Judicial Academy and Ex-officio Member Secretary, Juvenile Justice Committee; Mr. Sarmad Hafiz, Commissioner/Secretary to the Government, Social Welfare Department; and Ms. Jesper Moller, Deputy Representative (Programme), UNICEF India Country Office, also participated in the consultation. Participants from Jammu and Ladakh joined virtually.

The consultation provided an important platform to review a decade of implementation of the Juvenile Justice Act, identify emerging challenges and deliberate upon the way forward for strengthening the juvenile justice and child-protection system.

The deliberations were organised around four key thematic areas:

🔹 Implementation of the Juvenile Justice Act, 2015 – chaired by Hon’ble Justice Mohammad Akram Chowdhary.

🔹 Rights of Children in Need of Care and Protection – chaired by Hon’ble Justice Wasim Sadiq Nargal.

🔹 Preliminary Assessment in Heinous Offences by Juvenile Justice Boards – chaired by Hon’ble Justice Mohammad Yousuf Wani, Judge, High Court of J&K and Ladakh.

🔹 Pathways to Permanency: Adoption – focusing on child-centred case management, timely adoption, monitoring and effective coordination among Child Welfare Committees, District Child Protection Units, Specialised Adoption Agencies and District Magistrates.

The consultation fostered meaningful interdisciplinary and inter-institutional dialogue among judicial, statutory, administrative and child-protection stakeholders. It highlighted the importance of coordinated implementation, institutional accountability, capacity building and child-sensitive decision-making.

At the heart of the deliberations remained one common commitment: to ensure that every child receives protection, dignity, justice, rehabilitation, care and the opportunity to realise their full potential.

A decade of the Juvenile Justice Act reflecting, strengthening and moving forward towards a more responsive, child-centred and effective justice and protection system.

CELEBRATING CHILDHOOD, CREATIVITY & BRIGHT FUTURES

The Child Welfare Committee celebrated the Annual Day 2026 of Delhi Wonderland Play School, Srinagar, held on 5th September 2026 at Akashvani Srinagar, under the beautiful theme “KongPosh”.

The event was a joyful celebration of the innocence, creativity, talent and potential of young children. The little stars presented colourful performances that reflected their confidence, imagination and enthusiasm, making the occasion truly memorable.

The Committee appreciates the efforts of the Principal, Dr Ruvaisa Koul; School management, teachers and parents in providing children with a safe, nurturing and child-friendly environment where every child is encouraged to learn, explore and shine.

Every child is a flower waiting to bloom, and every opportunity to celebrate childhood is an opportunity to strengthen their future.

OPERATION RESTORATION: SWIFT ACTION BRINGS MISSING CHILDREN HOME

Kothi Bagh Police Station and U.P. Police recently rescued two missing children—a boy from Gorakhpur, U.P., and a girl from Pilibhit, U.P.

Following standard protocols under the Juvenile Justice (Care and Protection of Children) Act, 2015 both children were produced before the Child Welfare Committee and immediately provided safe, temporary care at the Open Shelter, Nowgam.

After completing all legal procedures, due diligence, and verification, both children have been successfully and safely restored to their families.

THE FUTURE IS SHE: Celebrating the Power, Potential & Promise of Every Girl Child

Dr. Khair Ul Nisa, Chairperson, Child Welfare Committee (CWC), Srinagar, was among the distinguished women felicitated as an “Inspiring Woman of Kashmir” at a programme on Childhood and Women Empowerment, organised under the theme “The Future is She” at Government Girls Higher Secondary School, Kothi Bagh, Srinagar.

The programme was organised under the leadership of Dr. Sameena Wani, Principal, Government Girls Higher Secondary School, Kothi Bagh and Cluster Head, with the objective of inspiring young girls, nurturing confidence and leadership, and highlighting the transformative role of education and empowerment in shaping a progressive society.

The event brought together accomplished women from diverse fields who shared their professional journeys and experiences with the students. The distinguished participants included Dr. Mantasha Binti Rasheed (JKAS), General Manager, Industries & Commerce and Registrar, Land Revenue; Dr. Khair Ul Nisa, Chairperson, CWC Srinagar; Ms. Kirmani Nargis (JKPS), DySP, Zewan; and Ms. Mehnaz Shah, Business Entrepreneur.

The interaction provided students with an opportunity to draw inspiration from women who have pursued their respective journeys with dedication, resilience and commitment, reinforcing the message that education, confidence and determination can empower every girl to realise her potential.

The programme concluded with the felicitation of the participating “Inspiring Women of Kashmir”, recognising their contributions and inspiring journeys.

Child Welfare Committee Continues Monitoring of Registered Child Care Institutions

As part of its ongoing district-wide monitoring and inspection drive, the Child Welfare Committee, Srinagar conducted inspections of the following registered Child Care Institutions (CCIs):

1. Specialised Adoption Agency(SAA) Nowgam
2. Open Shelter for girls, Nowgam
3. Open Shelter for boys, Nowgam.

The assistance to the inspection team was provided by Ms Nabeela Nisar, Protection Officer, Srinagar and Ms Bisma Mohi Ud Din, Out Reach Worker, Srinagar.

The purpose of the visit was to assess inter alia the over all conditions of the institution and the measures being adopted for the care, protection, safety, security and well being of the children in need of care and protection residing there. The inspection was conducted through physical verification of the premises/ infrastructure, interaction with the concerned officials, staff and the children. Examination of the information and records produced during the visit was conducted and assessment of the facilities like hygiene, health Care, sanitation, nutrition, counselling and psychological support available to the children was done in order to ensure well being and the best interest of the children. After the inspection the Child Welfare Committee Srinagar was satisfied that all the three Government run Child Care Institutions are maintaining the required minimum standards of infrastructure, facilities,care and protection under the applicable provisions of the Juvenile Justice (Care and Protection of Children) Act 2015 and the Rules applicable thereto.

Child Welfare Committee Continues Monitoring of Registered Child Care Institutions

As part of its ongoing district-wide monitoring and inspection drive, the Child Welfare Committee, Srinagar conducted inspections of the following registered Child Care Institutions (CCIs):

* Al-Masumeen Yateem Trust, Zadibal
* J&K Yateem Trust, Gulshan Mahal-A, Rainawari
* J&K Yateem Trust, Gulshan Mahal-B, Soura

The inspection team was assisted by Ms. Bisma Mohi-ud-Din and Ms. Mufeeda Shah, Outreach Workers, Srinagar.

The inspections were undertaken to assess compliance with the Juvenile Justice (Care and Protection of Children) Act, 2015, the J&K Juvenile Justice Rules, 2021, and the prescribed standards of care, with particular focus on the rights, safety, dignity and best interests of children.

The Committee assessed essential aspects including infrastructure, hygiene and sanitation, nutrition, healthcare, education, counselling and psychosocial support, safety and security, staffing, statutory records and overall quality of care. The Committee also interacted with children residing in the institutions to ascertain their concerns, protection needs and well-being, besides interacting with the management and staff regarding compliance with statutory requirements.

The Committee reiterated that regular monitoring of CCIs is essential for accountability, protection of children’s rights and maintenance of prescribed standards of care. Any deficiencies identified during the inspections shall be appropriately followed up in accordance with law.

The inspection of the remaining registered CCIs in District Srinagar shall continue as part of the Committee’s statutory monitoring and child protection mandate, with the objective of ensuring safe, dignified and child-centred institutional care.
