History of Srinagar Municipal Corporation
The history of municipal administration in the Jammu and Kashmir State goes back to the second half of the nineteenth century when the Kashmir valley gained attention of the western world for its beauty in nature and abject poverty of its people. As a matter of fact the Srinagar City became star attraction for reasons of its location, physical setting and

the water ways. The living conditions of the inhabitants of Srinagar City were not as good as other states of India and a need grew up to create a body of law and rules on municipal administration in the State and for introduction of the local self government. The history of the S.M.C dates back to 1886 when the Monarchy established a department to look after the civic affairs of the Srinagar City and Jammu City as Municipal Committees under J&K Municipal Act No. 16 of 1886.The Srinagar Municipal Committee functioned as a State Department with all its members nominated (05 official and 11 unofficial) by the Government and its functions included all civil construction projects , health and hygiene management , water works and fire fighting within the limits. Till 1911, the municipal limits consisted of about 2 miles along-with banks of the river Jehlium , which was extended to more than 3 miles. In 1913, a new Act introduced the elected element in the constitution of the local bodies of Srinagar and Jammu. First President of the Municipal Committee was Mr. Anand Kaul Bamzi. The population growth of the City recorded at 1.18 lakhs in 1891, 1.22 lakhs in 1901, 1.24 lakhs in 1911, 1.39 lakhs in 1921, by 1923, the municipal limits extended again to include Zoonimar, Batamaloo Bagh Nund Singh, Sonawar, Bonamsar, Rathapora. In 1922, the civic works of SMC include construction/repair of roads, bunds ,improvement of drains in different parts of the city , construction of metal roads. The SMC during this period constructed Hari Singh High Street, Partly at government expenses and partly at its own expenses. SMC also constructed foot paths on roads in civil lines, widened roads, and build gardens for Baladari. At the instance of the SMC, the Government constructed a sewer from Saria Balla to Chattabal known as "Green's Sewer" passing through old Gandhi Park. SMC also for the first time introduced street lighting run on electricity replacing the kerosene oil lamps. By 1941, the city extended further to include Soura in north, Chattabal Veer in West and Sonawar Bagh in East and Rambagh in South. The population of the city recorded at 1.73 in 1931 and 2.07 lakhs in 1941. In 1940, the Committee consists upon 18 members, 2/3rd members elected and 1/3rd nominated. By 1941, SMC staff consisted upon a paid President , a Secretary , a Revenue Officer, a Health Officer , and a Municipal Engineer assisted by a large staff of executive employees comprising of supervising and subordinate services of conservancy , health and engineering , besides ministerial staff connected with maintenance of records , compilation of accounts and other clerical work. In the post independence era, the constitutional recognition was given to the process of developing and democratizing local self government institution in J&K State under Article 16 of the J&K State Constitution. In the year 1956, the Srinagar Municipal Committee was converted into Srinagar Municipal Council and governed under J&K Municipal Act Savmat 2008. The Jammu and Kashmir pioneered the concept of structural reforms in the municipal sector and constituted the first Finance Commission in 1987, much before the enactment of the Constitution of India (74th Amendment) Act, 1992, it has considerably and woefully lagged behind in implementing these reforms. As a result the Municipality in State continues to function without elected bodies and remained unchanged as Municipality. The 74th Amendment Act to the Constitution of India opened new vistas to the widening domain an functions of the local self Government institutions. The J&K legislature passed a legislation known as J&K Municipal Corporation Act 2000 incorporating all the functions and duties enshrined in the 74th Amendment Act. In February 2003, the Srinagar Municipality upgraded into Srinagar Municipal Corporation vide Government SRO No: 46 on 18th February 2003 and the post of Administrator, Municipality re-designated as Commissioner, SMC. In February 2005, the State Government conducted municipal elections as per the delimitation made under SRO 291 for 68 electoral wards and the newly elected body emerged. These elections as usual conducted on party basis. The National Conference, People's Democratic Party, Indian National Congress and Independents got 41, 17, 06 and 04 seats respectively. The first Mayor and Deputy Mayor, along with Councilors took the oath of office at S.K.I.C.C. on 2/3/2005 in a big gala of gathering which was attended to by the Chief Minister, Cabinet Ministers, Members of Legislature and senior government officers. No Cantonment or part of cantonment forms a part of any Municipal Committee, Council or Corporation. The duration of Municipal Corporation, in case it is not dissolved on account of incompetence to perform, or persistent default in the performance of lawful duties imposed on it or exceeding and abusing its powers, it is five years. Constitution of India (74th Amendment) Act, 1992,

The Constitution (74th) Amendment Act, 1992 (CAA) has strengthen the municipal institutions throughout the country. The Act provides a constitutional form to the structure and mandate of municipalities to enable them to function as an effective democratic institution of local self-government. Twelfth Schedule not only provides the conventional civic functions in the list of eighteen functions like water supply, sanitation; but also has added the development functions such as planning for social development, social justice and urban poverty alleviation programmes in the list of municipal functions. The list of eighteen functions is as under:

• Urban planning including town planning.
• Regulation of land-use and construction of buildings.
• Planning for economic and social development.
• Roads and bridges.
• Water supply for domestic, industrial and commercial purposes.
• Public health, sanitation conservancy and solid waste management. Fire Services
• Urban forestry, protection of the environment and promotion of ecological
aspects.
• Safeguarding the interests of weaker sections of society, including the handicapped and mentally re****ed.
• Slum improvement and up gradation. Urban poverty alleviation
• Provision of urban amenities and facilities such as parks, gardens, playgrounds.
• Promotion of cultural, educational and aesthetic aspects.
• Burials and burial grounds; cremations, cremation grounds; and electric
crematoriums.
• Cattle pounds; prevention of cruelty to animals.
• Vital statistics including registration of births and deaths.
• Public amenities including street lighting, parking lots, bus stops and public conveniences.

Hoteliers Association Meets SMC Commissioner; Civic Infrastructure and Sanitation Measures Reviewed

Srinagar, June 03: A delegation of the Hoteliers Association today called on the Commissioner, Srinagar Municipal Corporation (SMC), Mr. Faz L*l Haseeb, IAS, and held detailed deliberations on a range of civic, sanitation, and urban service-related issues affecting the hospitality sector across Srinagar.

During the meeting, the delegation highlighted concerns regarding sanitation management, waste collection, cleanliness of public spaces, and the need for intensified civic interventions in areas witnessing significant tourist footfall and a high concentration of hotels and guest houses. The members urged the Corporation to undertake focused sanitation drives and strengthen routine civic services in these localities to ensure a cleaner and more welcoming urban environment.

The representatives emphasized that maintaining high standards of sanitation and civic infrastructure is essential not only for the hospitality industry but also for enhancing the overall visitor experience and reinforcing Srinagar’s image as a premier tourist destination.

Giving a patient hearing to the issues raised by the delegation, the Commissioner assured the members that all genuine concerns would be addressed in a time-bound manner. He reiterated SMC’s commitment to providing efficient civic services and maintaining robust sanitation standards across the city.

The Commissioner further stated that the Corporation remains focused on stakeholder engagement and collaborative governance, recognizing the important role of the tourism and hospitality sector in the economic growth of Srinagar. He emphasized that sustained coordination between civic agencies and industry stakeholders is vital for creating a clean, sustainable, and tourist-friendly urban ecosystem.

Senior officers of the Corporation, including Joint Commissioners, the Chief Revenue Officer, concerned Sanitation Officers, and other officials, attended the meeting and took note of the issues and suggestions put forth by the delegation for appropriate follow-up action.

The members of the Hoteliers Association expressed their appreciation to the Commissioner and the SMC officers for the constructive interaction and for the assurance extended towards the resolution of the issues raised during the meeting.

Srinagar, June 02: Commissioner, Srinagar Municipal Corporation (SMC), Mr. Faz L*l Haseeb, IAS, today conducted a comprehensive inspection of key water supply infrastructure projects being executed under the Centrally Sponsored Scheme AMRUT 2.0, reviewing the progress of works aimed at strengthening and modernizing Srinagar’s urban water distribution network.

During the inspection, the Commissioner visited the under-construction Overhead Water Tanks (OHTs) at Jenab Sahib, Soura and Behrar Baghwanpora, Lal Bazar, where he assessed the pace of ex*****on, quality standards, and overall physical progress of the projects. He reviewed the status of ongoing civil works and held detailed discussions with engineers and project officials regarding project timelines and implementation challenges.

Emphasizing the strategic importance of the projects, Mr. Haseeb stated that the new water storage infrastructure will substantially improve the city’s water supply system by enhancing storage capacity, strengthening distribution efficiency, and ensuring a more dependable supply of potable water to residents of the beneficiary areas.

The Commissioner directed the executing agencies to accelerate the pace of work and ensure completion of all components within the prescribed timelines without compromising quality. He stressed that timely delivery of public infrastructure projects remains a priority and called for strict adherence to technical specifications and approved project standards.

While interacting with field engineers and officials, Mr. Haseeb underscored the need for robust supervision, regular monitoring, and close inter-departmental coordination to ensure smooth ex*****on of works. He instructed the concerned officers to proactively resolve any bottlenecks and maintain sustained momentum to avoid delays in project completion.

Reaffirming SMC’s commitment to strengthening urban infrastructure under AMRUT 2.0, the Commissioner observed that the scheme is contributing significantly to the development of resilient civic infrastructure and the enhancement of essential public services. He noted that the ongoing investments in water supply infrastructure are expected to deliver long-term benefits by improving service delivery, supporting future urban growth, and enhancing the overall quality of life for citizens.

SMC Commissioner Reviews NCAP Works Along NH-44, Emphasizes Greenscapes and Air Quality Improvement

Srinagar, June 1: Commissioner, Srinagar Municipal Corporation (SMC), Mr. Faz L*l Haseeb, IAS, today conducted an extensive inspection of works being executed under the National Clean Air Programme (NCAP) along the NH-44 Western Highway Corridor to review the progress of interventions aimed at improving air quality and strengthening environmental sustainability across one of the city’s busiest transportation corridors.

During the inspection, the Commissioner reviewed various ongoing and completed NCAP projects and assessed measures being undertaken to improve the Air Quality Index (AQI) and enhance the urban environment. He emphasized the need for timely completion of all ongoing works and directed the concerned agencies to ensure sustained maintenance of completed assets to achieve long-term environmental benefits.

Highlighting the growing importance of urban greenscapes amid rising temperatures and increasing air pollution levels, Mr. Haseeb stressed the need for developing green corridors, landscape improvements, and plantation initiatives along the highway stretch. He observed that enhanced green infrastructure not only contributes to improving air quality but also plays a vital role in creating a healthier and more resilient urban ecosystem.

The Commissioner directed all stakeholder departments to work in close coordination for effective implementation of NCAP interventions and called for the expedited completion of all pending works. He further underscored the need to integrate environmental considerations into urban infrastructure development to ensure sustainable and climate-responsive growth.

During the visit, detailed discussions were held on future strategies for strengthening air quality management and environmental enhancement measures along NH-44. The Commissioner instructed the concerned officers to identify suitable locations for large-scale plantation drives and landscape development works to further augment the city’s green cover.

The inspection was attended by the Joint Commissioner (Works), SMC, Divisional Forest Officer (DFO), SMC, and Executive Engineer, PWD (R&B), Project Division-I, Srinagar, who briefed the Commissioner on the status of various interventions being undertaken under the programme.

Reaffirming SMC’s commitment to environmental protection and sustainable urban development, the Commissioner stated that focused efforts under NCAP will continue to be strengthened to ensure cleaner air, improved urban greenscapes, and a better quality of life for the residents of Srinagar.

SMC Bids Farewell to Four Senior Officers on Their Superannuation

Srinagar, May 30: Srinagar Municipal Corporation (SMC) today organised a farewell ceremony in honour of four of its senior officers—Joint Commissioner (Works) Mr. Shafat Ahmad Khan, Chief Sanitation Officer Mr. Mudasir Ahmad Banday, Executive Engineer Mr. Nisar Ahmad Wangoo, and Executive Engineer Mr. Mushtaq Ahmad Nowshehri on their superannuation after years of dedicated service.

The function was presided over by Commissioner SMC, Mr. Faz L*l Haseeb, IAS, and attended by Joint Commissioners,Secretary,Health Officer, Superintending Engineer Drainage, and other senior officers and officials of the Corporation.

Speaking on the occasion, the Commissioner congratulated the retiring officers on the successful completion of their distinguished careers and appreciated their valuable contributions towards strengthening municipal governance, improving civic services, and serving the people of Srinagar. He wished them good health, happiness, and success in their future endeavours.

The retiring officers expressed their gratitude to the SMC administration and their colleagues for their support and cooperation throughout their service. They described their tenure in the Corporation as a rewarding and enriching experience and thanked the staff for their dedication and teamwork.

The ceremony concluded with the presentation of mementoes and best wishes to the retirees in recognition of their dedicated service and contributions to Srinagar Municipal Corporation.
