There are 33 State Social Welfare Boards in the Country, including the J&K State Social Welfare Board, working under the umbrella of Central Social Welfare Board. The J&K State Social Welfare Board (previously named as State Social Welfare Advisory Board) was constituted by the State Government in October -1955. It was got registered under Societies Registration Act, in November, 1998. The State B

oard office is headed by Chairman nominated by State Govt. The expenditure on the State Board office establishment (except for two Contractual staff VAB cell) is met by the State Government and the Government of India through Central Social Welfare Board on 50:50 basis. Allocations of the programmes are issued by the Central Social Welfare Board every year. After receipt of allocations the State Board invites applications from Voluntary Organizations of the State. For de-centralized programmes , funds are given by this Board to the NGO’s and for centralized programme funds are transmitted by the CSWB to the NGOs directly. The Voluntary Organizations have to apply for Advertised programme on-line through e-AWEDAN. Aims & Objectives:-
To promote activities for the welfare, development and empowerment of women, children and disadvantaged groups e.g old aged, handicapped, destitute and others in need of welfare assistance. To promote and support the work of voluntary organizations working for the development and empowerment of disadvantageous groups in society, and for the development of the community, particularly Women and Children and to generate resources for it. To provide technical and financial assistance to such voluntary organizations or to other deserving institutions, including Panchyati Raj institutions, for the above stated objectives. The Following schemes are supported by the Central /State Social Welfare
Board:

• Rajiv Gandhi National Crèche Scheme.
• Awareness Generation Programme.
• Condensed Course of Education.
• Family Counseling Centers.
• Short Stay Homes for Women.
• Swadhar Shelter Homes.

AC winds-up J&K Social Welfare Board

JAMMU, DECEMBER 20: The Administrative Council (AC) which met here under the chairmanship of the Lieutenant Governor, Manoj Sinha, accorded its approval for winding up the Jammu and Kashmir Social Welfare Board.

Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor, Dr. Arun Kumar Mehta, Chief Secretary, J&K attended the meeting.

The Jammu and Kashmir Social Welfare Board was constituted in the year 1955 and over the period, the functioning of the Social Welfare Board became limited to the implementation of National crèche Scheme, and Swahdar Greh Scheme, both Centrally Sponsored Schemes being funded by Ministry of Women and Child Development through the Central Social Welfare Board. These schemes are now being implemented through the other Directorates of the Department namely Mission Poshan and Mission Shakti respectively.

Central Social Welfare Board has since been wound up by the Government of India and on its analogy, the J&K Social Welfare Board has also been wound up.

A committee to be chaired by Commissioner/Secretary, Social Welfare Department has been constituted for recommending the roadmap for utilization of services of existing employees/temporary staff already working in the said Board as also for utilization of assets and liabilities of the Social Welfare Board

When she takes her time to drink a barely warm cup of tea, let her. She's given her time to cook your meal and serve it to you before she sat to drink her tea.

When she takes time to select a dish from the menu, let her. Every day, for every meal she has prepared she has given her time to think about what to make, how much, and for whom.

When she takes time to dress up to go out with you, let her. She has given her time to make sure that your ironed clothes are in their place and knows better than you, where your socks are. She has dressed up her child thoughtfully, to look like the most smartly dressed up child around.

When she takes time to watch TV mindlessly, let her. She is only half concentrating and has a clock ticking in her head. As soon as it's nearing dinner time, you'll see her disappear to get things ready.

When she takes time to serve you breakfast, let her. She has kept aside the burnt toast for herself and is taking the time to serve her family the nicest ones she could manage.

When she takes time after her tea to just sit by the window and stare into nothingness, let her. It's her life, she's given you countless hours of her life..
Let her take a few minutes for herself.

She's rushing through her life, giving chunks of her time whenever needed, wherever needed.

Concerned with the instances of neglect of old age parents by their children, the Government of Jammu and Kashmir has enacted the Maintenance and Welfare of Parents and Senior Citizens Act, 2014 in December, 2014 which, inter-alia, makes maintenance of parents/senior citizens by children/relatives obligatory and justifiable through Tribunals; provides for revocation of transfer of property by senior citizens in case of negligence by children/relatives; penal provisions for abandonment of senior citizens; medical facilities for senior citizens; and protection of life and property of senior citizens.
So far, the Act has been notified, the Jammu and Kashmir Maintenance and Welfare of Parents and Senior Citizens Act, 2014, many efforts have been made to implement the same in all the 22 Districts of the State in letter and spirit so that the senior citizens are benefited.
An important feature of the Act, is that it would provide protection not just to parents who are at the age of 60 yrs but also to every parent who is in need of care. As per the Act every District should have Tribunals where aggrieved parents may file their complaints for being neglected.
In order to assess the progress of implementation of the Act a meeting under the chairmanship of Commissioner/Secretary to Government of J&K, Social Welfare Department Mr.Farooq Ahmad Lone,IAS was held today 14-12-2018 in the meeting hall of J&K State Social Welfare Board, Jammu. In his welcome address Dr.Kahlid Hussain Malik,KAS Executive Director/Secretary J&K State Social Welfare Board while welcoming the dignitaries has informed the Hon’ble member that in absence of constitution of District Tribunals the Board is facing problems in implementing the Act.

Chairperson SWB reviews functioning of Family Counseling Centres

JAMMU, Nov 22: Chairperson J&K Social Welfare Board (SWB), Prof. Nirmal Gupta today reviewed the functioning of Family Counseling Centres (FCC) and assistance being provided to the Women victims under the scheme.
Chairing a meeting, the chairperson asked the counsellors to gain from each other's experience.
The primary mandate of the Family Counselling Centres is to safeguard and protect the interests of women. The Chairperson impressed upon the FCC counsellors to work in close collaboration with local authorities including police and other institutions like Short Stay Homes to find out cases of atrocities against women.
She said that the objective of the Family Counselling Centres is to provide preventive and rehabilitative services to women who are victims of atrocities.
The centres also create awareness and mobilize public opinion on social issues affecting status of women, she added.
Prof Nirmal Gupta, while reviewing the working of each Family Counseling Centre, asked them to work with utmost zeal and dedication for providing help to women facing domestic violence, matrimonial issues, harassment, dowry demand etc. She urged upon the participants to work for the betterment of womenfolk.

JAMMU, OCTOBER 10 – Chairperson, J&K State Social Welfare Board Dr. (Prof.) Nirmal Gupta today stressed on the need for empowering women through digital literacy.

“The women should be digitally empowered for putting their viewpoints across and managing their household, personal business and other activities effectively,” she said, adding that awareness about the use of digital media platforms will definitely help them to stand out in the present competitive World.The Chairperson was addressing a gathering at a workshop on “Social Media for Empowerment” organized by J&K State Social Welfare Board in collaboration with Digital Empowerment Foundation (DEF) here.The representatives from Rural Development Department, Women Development Corporation, Handicrafts department, Handloom Development Department and representatives of non-government organizations were present in the workshop.During the workshop, the executives of DEF, Aanchal Mittal and Ravi Guria delivered lectures on digitization, use of social media for empowerment of individuals, particularly artisans and women.The participants were informed about the ways to use social media platforms including Facebook, Twitter, Instagram and others for promoting their work online.
