The state government constituted a permanent State Health Agency (SHA) to carry out all activities with regard to the implementation of Karunya Arogya Suraksha Padhathi (KASP) in the state. State Health Agency was constituted as a society under the Travancore-Cochin Literary Scientific, and Charitable Societies Act 1955. Its primary mission is to provide health care coverage to Below Poverty Line
(BPL) families and other eligible individuals under KASP and the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) through emapanelled health care providers (EHCP). The State Health Agency also provides assistance through the Karunya Benevolent Fund scheme for families with an annual income of less than three lakh rupees who are not covered by the KASP scheme. Additionally, various health and welfare schemes, such as Arogya Kiranam, which ensures free treatment for children up to 18 years of age; Shruthi Tarangam, which ensures free cochlear implantation for hearing-impaired children up to 5 years of age; and the Cancer Suraksha Programme, are implemented by the Government of Kerala through the State Health Agency.
