Subject: Report regarding compliance with the directions for organizing awareness programme concerning safety and comfort of women commuters in public transport.
Reference: Communication No. LSA/LS/03/2026/3013-16 dated 13.08.2026 and order dated 10.08.2026 passed by the Hon’ble High Court of Jammu & Kashmir and Ladakh at Jammu in WP(C) PIL No. 01/2026 titled Mansi Manzoor Mir Vs. Union Territory of J&K & Others.
In compliance with the directions contained in the communication cited above, District Legal Services Authority Udhampur under the able guidance of Chairman, Smt. Kalpana Revo, (Pr. Distt. & Sessions Judge) Udhampur and overall supervision of Secretary, Ms. Sumati Sharma, District Legal Services Authority Udhampur. DLSA Udhampur organized two awareness programme at District Udhampur and the resource person of the programme was Adv. Sanjeet Kumar Bavouria, Panel Lawyer, DLSA Udhampur. The aim of organized awareness programmes is to sensitized drivers, helpers and other persons associated with public transport regarding their role and responsibility in ensuring the safety and comfort of women commuters.
In this regard, two awareness camps were organized at the following locations in Udhampur at General Bus Stand, Udhampur; and Mini Bus/Matador Stand near Town Hall, Udhampur.
During the said awareness camps, the drivers, helpers/conductors and other stakeholders associated with public transport were sensitized regarding the need to ensure a safe, secure and dignified travelling environment for women commuters. They were apprised of their responsibility to maintain proper conduct, extend necessary assistance to women passengers and remain vigilant against any act of harassment, misbehaviour or inconvenience.
The participants were further advised to treat women commuters with dignity and respect and to ensure that their safety and comfort remain a priority while providing public transport services.
It is further submitted that Adv. Balwan Singh also accompanied Adv. Sanjeet Kumar Bavouria during the said awareness programmes and actively assisted in sensitizing the drivers, helpers and other stakeholders present at the aforesaid locations.
The awareness programmes were organized with the objective of creating awareness among public transport personnel about their legal, social and moral responsibilities towards women commuters and to promote a safer and more respectful public transport environment.
