Subject: Report regarding compliance with the directions for organizing awareness programme concerning safety and comfort of women commuters in public transport.

Reference: Communication No. LSA/LS/03/2026/3013-16 dated 13.08.2026 and order dated 10.08.2026 passed by the Hon’ble High Court of Jammu & Kashmir and Ladakh at Jammu in WP(C) PIL No. 01/2026 titled Mansi Manzoor Mir Vs. Union Territory of J&K & Others.

In compliance with the directions contained in the communication cited above, District Legal Services Authority Udhampur under the able guidance of Chairman, Smt. Kalpana Revo, (Pr. Distt. & Sessions Judge) Udhampur and overall supervision of Secretary, Ms. Sumati Sharma, District Legal Services Authority Udhampur. DLSA Udhampur organized two awareness programme at District Udhampur and the resource person of the programme was Adv. Sanjeet Kumar Bavouria, Panel Lawyer, DLSA Udhampur. The aim of organized awareness programmes is to sensitized drivers, helpers and other persons associated with public transport regarding their role and responsibility in ensuring the safety and comfort of women commuters.

In this regard, two awareness camps were organized at the following locations in Udhampur at General Bus Stand, Udhampur; and Mini Bus/Matador Stand near Town Hall, Udhampur.

During the said awareness camps, the drivers, helpers/conductors and other stakeholders associated with public transport were sensitized regarding the need to ensure a safe, secure and dignified travelling environment for women commuters. They were apprised of their responsibility to maintain proper conduct, extend necessary assistance to women passengers and remain vigilant against any act of harassment, misbehaviour or inconvenience.

The participants were further advised to treat women commuters with dignity and respect and to ensure that their safety and comfort remain a priority while providing public transport services.

It is further submitted that Adv. Balwan Singh also accompanied Adv. Sanjeet Kumar Bavouria during the said awareness programmes and actively assisted in sensitizing the drivers, helpers and other stakeholders present at the aforesaid locations.

The awareness programmes were organized with the objective of creating awareness among public transport personnel about their legal, social and moral responsibilities towards women commuters and to promote a safer and more respectful public transport environment.

Distt. & Sessions Judge) Udhampur and overall supervision of Secretary, Ms. Sumati Sharma, District Legal Services Authority Udhampur. District Legal Services Authority Udhampur organized an awareness program on Bhartiya Nyaya Sanhita and Nasha Mukt Bharat. The awareness programme was organized for two days i.e. 20th and 21st August, 2026 at Govt. Girls Higher Secondary School, Tikri District Udhampur. The aim of organizing an awareness programme on the Bhartiya Nyaya Sanhita (BNS) and Nasha Mukt Bharat, is to educate students and the local community about two critical national priorities, understanding India’s new criminal justice laws and combating the menace of drug addiction. Such programmes are typically designed to empower youth with legal knowledge and promote healthy, drug-free lifestyles. The resource person for the program was Adv. Akhil Dubey and Adv. Nikhileshwar Singh, both are Panel Lawyers of DLSA Udhampur and PLVs namely Brahmanand and Rakesh Singh were assisted for the smooth conduct of the programme.

On 21 August 2026, Ms. Sumati Sharma, Sub‑Judge/Secretary of the District Legal Services Authority (DLSA), Udhampur, carried out the scheduled monthly inspection of the Prison Legal Aid Clinic and conducted a comprehensive jail visit to the District Jail, Udhampur. During the visit she held direct discussions with inmates across different barracks to assess their access to legal assistance, medical care and other necessities. She examined case files and clinic records to verify that eligible prisoners are being identified and provided free legal aid, legal awareness sessions and timely representation as guaranteed under the Legal Services Authorities Act, 1987.
Special attention was given to women prisoners and met separately with female inmates to hear grievances related to legal aid, delays in pending cases, lack of representation, or welfare concerns. She also solicited feedback from inmates about the quality and frequency of legal awareness outreach and the responsiveness of the prison’s legal aid arrangements.
The inspection included a thorough review of the jail’s living conditions and essential services. She evaluated cleanliness and sanitation standards in the barracks, the hygiene of kitchen and food preparation areas, the adequacy and nutritional quality of meals, and the general maintenance of facilities. She reviewed the availability and delivery of healthcare services, including access to medical staff, procedures for emergency care, and provision of medicines. Observations were made regarding infrastructure, such as the condition of cells, bedding, ventilation, water supply and sanitary facilities.
The visit reinforced the DLSA’s continued commitment to protecting the constitutional and legal rights and dignity of persons in custody. By monitoring the functioning of the Prison Legal Aid Clinic and the overall custodial environment, the District Legal Services Authority, Udhampur, aims to ensure effective, timely and humane legal aid services in correctional institutions and to remedy shortcomings that impede inmates’ access to justice.

Subject:- Circulation of Notification regarding 40-Hours Mediation Training under the aegis of the Mediation and Conciliation Project Committee (MCPC), Hon’ble Supreme Court of India.

Kindly find enclosed herewith a copy of Notification No. 351/R/Rules/Sgr dated 19.08.2026, issued by the Coordinator, Main Mediation Centre, High Court of Jammu & Kashmir and Ladakh, inviting applications from eligible persons for undergoing 40-Hour Mediation Training under the aegis of the Mediation and Conciliation Project Committee (MCPC), Hon’ble Supreme Court of India.
You are, therefore, requested to kindly circulate the said Notification among all concerned members, office-bearers, and other eligible stakeholders, and bring the same to their notice for information and necessary action.
The training is intended to facilitate the preparation and maintenance of the Panel of Mediators. It may be conducted in physical, online or hybrid mode, subject to the availability of training slots and the regulations prescribed by the MCPC.
Applications are required to be submitted on plain paper, clearly mentioning all relevant particulars, including the Licence/Enrolment Number, contact number and other requisite details. The application, along with the supporting documents, should be submitted as a single PDF file through email at [email protected].
The eligibility, disqualification and other applicable criteria shall be governed by Rules 4 and 5 of the Jammu and Kashmir Mediation and Conciliation Rules, 2019. Applicants may accordingly be advised to carefully verify their eligibility and the applicable disqualification criteria before submitting their applications.
The last date for submission of applications shall be seven days from the date of publication of the Notification.

80th Independence Day Celebrated with Patriotism at District Court Complex, Udhampur
The 80th Independence Day of India was celebrated with great fervour and patriotic spirit at the District Court Complex, Udhampur, on 15th August, 2026. The National Flag was hoisted by Ms. Kalpana Revo, Chairman, District Legal Services Authority (Principal District & Sessions Judge), Udhampur.
A police contingent performed the ceremonial Guard of Honour and rendered a formal salute to the Principal District & Sessions Judge as the Tricolour was hoisted. Their disciplined participation added dignity and solemnity to the celebrations.
Students of Common Public School, Udhampur, also participated enthusiastically, adding a youthful spirit to the occasion and highlighting the importance of nurturing patriotism and constitutional values among the younger generation.
The programme was attended by Judicial Officers, the Bar President, and members of the Bar Association, Udhampur, Public Prosecution Officers, Court Staff, Panel Lawyers, Legal Aid Defence Counsels (LADCs) and Para Legal Volunteers of District Udhampur. The gathering reflected the collective commitment of the legal fraternity towards justice, constitutional values and nation-building.
Ms. Sumati Sharma, Secretary, DLSA Udhampur, warmly welcomed the dignitaries and guests and shared heartfelt reflections on Independence, urging renewed commitment to justice, unity and service while praising the youth for carrying forward the nation’s ideals.
Adv. Akhil Dubey, Panel Lawyer of DLSA Udhampur delivered a speech on behalf of the Bar Association, Udhampur, and extended the Vote of Thanks, expressing sincere gratitude to all dignitaries, officials and members of the public for their gracious presence and wholehearted participation in the celebrations.

District Legal Services Authority Udhampur conducted an awareness programme on the occasion of International Youth Day 2026, a special awareness programme was organized today at Happy Model School, Udhampur, focusing on empowering young minds through legal literacy and civic engagement. The event, held under the theme “Different Contexts, Common Aspirations”, aimed to highlight the shared hopes of youth across diverse backgrounds while underscoring the importance of their active participation in societal development.
The resource person of the programme was Adv. Mr. Sanjeet Kumar Bavouria, Panel Lawyer of the District Legal Services Authority (DLSA), Udhampur and PLVs of DLSA Udhampur namely Brahmanand, Anuj Gupta and Rakesh Singh were assisted in the smooth conduct of the programme. A meeting to review preparations for the upcoming 3rd National Lok Adalat, 2026 and to discuss the implementation of Mediation 3.0 was convened on 08.08.2026 at 01:30 PM in the Office Chambers of the Principal District & Sessions Judge, Udhampur. The meeting was held under the chairmanship of Smt. Kalpana Revo, Chairman, District Legal Services Authority (Principal District & Sessions Judge), Udhampur, and under the overall supervision of Ms. Sumati Sharma, Secretary, District Legal Services Authority (DLSA), Udhampur. Judicial Officers posted at the District Headquarters attended the meeting in person, while Judicial Officers posted at the Tehsil Headquarters of District Udhampur participated through virtual mode.
The Chairman opened the meeting, outlined the agenda, and emphasized ensuring a smooth and effective Lok Adalat and advancing Mediation 3.0. Discussions covered logistical and administrative arrangements, case identification and listing, and reviewed case-selection procedures. Directions were given to strengthen coordination among courts, DLSA staff, panel advocates, and administrative authorities.
Participants stressed outreach to litigants and advocates to secure participation and promote an accessible, cost-effective dispute-resolution mechanism. The objectives and modalities of Mediation 3.0 were discussed, with guidance to identify and promptly refer suitable cases for mediation and to raise awareness among litigants and practitioners about mediation’s benefits.

Subject:- Preparatory Meetings Held for 80th Independence Day Celebrations at District Court Complex, Udhampur.
As part of the preparations for the forthcoming 80th Independence Day celebrations at the District Court Complex, Udhampur, two preparatory meetings were held today, 06.08.2026, under the chairmanship of Smt. Kalpana Revo, Chairman, District Legal Services Authority (Principal District & Sessions Judge), Udhampur, and under the overall supervision of Ms. Sumati Sharma, Secretary, District Legal Services Authority (DLSA), Udhampur.
The first meeting was held at 2:00 PM in the Office Chambers of the Principal District & Sessions Judge, Udhampur. It was attended by the Additional Deputy Commissioner, Udhampur; Deputy Superintendent of Police (Headquarters), Udhampur; Assistant Executive Engineer, Public Works (R&B) Department, Udhampur; Chief Executive Officer, Municipal Council, Udhampur; Manager, J&K Bank, Main Branch, Udhampur; were present. The deliberations focused on the overall arrangements for the Independence Day celebrations, including venue preparedness, seating and power backup, sanitation, traffic management, security arrangements, ceremonial protocol, and effective inter-departmental coordination to ensure the smooth and dignified conduct of the national event.
Addressing the officers, Smt. Kalpana Revo, Chairman District Legal Services Authority, Udhampur emphasized the importance of celebrating Independence Day with dignity, patriotism, and a spirit of collective responsibility. She stressed the need for meticulous planning, strict adherence to safety protocols, and the maintenance of law and order throughout the celebrations.
Thereafter, a second coordination meeting was held in the Conference Hall of the District Court Complex, Udhampur, with the Para Legal Volunteers (PLVs) of the District Legal Services Authority, Udhampur. The meeting was organized to finalize the deployment and responsibilities of PLVs during the Independence Day celebrations and to strengthen public outreach and legal aid awareness initiatives.
During the session, the Para Legal Volunteers were briefed about their responsibilities, which include guiding visitors, assisting elderly and differently-abled attendees, facilitating orderly movement of the public, disseminating information regarding free legal aid services, and supporting the implementation of safety measures at the venue. They were also encouraged to actively promote awareness about legal aid, legal literacy, and the various welfare schemes available through the Legal Services Authority.
Appreciating the dedication and commitment of the Para Legal Volunteers, Smt. Kalpana Revo urged them to discharge their duties with discipline, courtesy, and professionalism while representing the District Legal Services Authority. Ms. Sumati Sharma highlighted that the Independence Day celebrations provide an ideal platform to spread awareness about free legal services and grievance redressal mechanisms. She also assigned specific responsibilities to the volunteers and scheduled a mock rehearsal to ensure the smooth and efficient ex*****on of their duties on the day of the event.
Both meetings concluded with a coordinated action plan, clear allocation of responsibilities, and agreed timelines, reaffirming the commitment of all stakeholders to organize the Independence Day celebrations at the District Court Complex, Udhampur, in a befitting, well-coordinated, and patriotic manner.
