District Administration, Keyi Panyor Bids a Heartfelt Farewell to Shri Likha Tejji, Founding Additional Deputy Commissioner (HQ)
Yachuli, 30th July 2026: The District Administration, Keyi Panyor, accorded a warm and heartfelt farewell to Shri Likha Tejji, the Founding Additional Deputy Commissioner (Headquarters), Keyi Panyor District, on his transfer and posting as Deputy Commissioner, Pakke Kessang District.
The farewell programme was graced by Smti Ankita Mishra, IAS, Deputy Commissioner, Keyi Panyor, and attended by administrative officers, Heads of Departments, district officers, officials, public representatives, and well-wishers. The gathering acknowledged Shri Tejji’s distinguished service, exemplary leadership, and invaluable contribution towards establishing and strengthening the administrative framework of the newly created district.
An officer of exceptional merit, Shri Likha Tejji is the topper of the Arunachal Pradesh Public Service Commission Combined Competitive Examination (APPSCCE), 2003. Throughout his distinguished career, he has earned widespread respect for his integrity, professionalism, administrative acumen, and unwavering commitment to public service.
As the Founding Additional Deputy Commissioner (Headquarters) of Keyi Panyor District, Shri Tejji played a defining role in laying the administrative foundation of the district. During its formative period, when infrastructure, manpower, and logistical resources were limited, he worked tirelessly to establish institutional systems, strengthen inter-departmental coordination, and ensure responsive, transparent, and people-centric governance.
Throughout his tenure, Shri Tejji earned recognition as a pragmatic, solution-oriented, and field-driven administrator. He remained actively engaged in field inspections, ground-level assessments, developmental reviews, public interactions, and disaster response operations. His calm, decisive, and consensus-driven approach enabled him to address complex administrative and developmental issues while building public confidence in the administration.
Shri Tejji distinguished himself through his exemplary stewardship of the Judicial, Election, and Land Branches of the district administration. In the Judicial Branch, he was recognised for his sound legal understanding, fairness, procedural clarity, and timely disposal of cases. In the Election Branch, he played a pivotal role in ensuring the smooth, transparent, and successful conduct of elections. In the Land Branch, he efficiently handled complex land administration matters, revenue cases, and dispute resolution with prudence, impartiality, and professionalism.
One of the significant milestones during his tenure was the successful conduct of the 2025 Panchayat Elections in Keyi Panyor District. As a key member of the district election machinery, he played a pivotal role in planning, coordinating, and supervising the electoral process. Through meticulous preparation, close monitoring, and effective coordination with election officials, security agencies, and other stakeholders, he contributed significantly towards ensuring peaceful, free, fair, and transparent elections.
Shri Likha Tejji also served as the District Panchayat Development Officer (DPDO), Keyi Panyor, and made notable contributions towards strengthening Panchayati Raj Institutions and grassroots governance. In this capacity, he effectively coordinated Panchayat-related activities, guided local bodies in the implementation of various Government programmes, and strengthened administrative coordination at the Gram Panchayat and village levels.
During the devastating Possa and NEEPCO Colony flash flood of 24th June, 2026, Shri Tejji remained at the forefront of relief, rescue, and restoration efforts. He personally visited the affected areas, supervised field operations, coordinated rescue and relief measures, and worked closely with line departments, security agencies, volunteers, and local communities to ensure timely assistance to affected families and the restoration of essential services. His decisive leadership, prompt response, and active field presence during one of the district’s most challenging emergencies earned widespread appreciation.
Among his notable contributions was his pivotal role in facilitating the resolution of the long-pending GREF–Possa land dispute, a sensitive issue of significant public importance. Through sustained dialogue, patient negotiations, and effective coordination among all stakeholders, he helped pave the way for an amicable resolution, thereby fostering public confidence and enabling the smooth implementation of developmental activities in the area.
Shri Tejji was also instrumental in addressing several other long-pending and sensitive matters, including issues relating to the 132 KV Power Grid Transmission Line (Yachuli–Palin), the 33 KV Transmission Lines (Yachuli–Yazali and Yachuli–Ziro), the Kasing Putu land dispute in Param Putu, the ACB-related matter at Talo Village, and several other inter-village and land disputes. Through sustained dialogue, consultation, mediation, and consensus-building, he helped remove longstanding bottlenecks, maintain peace and harmony, and facilitate the timely implementation of key developmental projects.
Shri Tejji also actively pursued several important developmental initiatives. He facilitated the survey for the proposed upgradation of the Kimin–Potin Highway and coordinated with concerned departments, local representatives, and affected communities to address various pending infrastructure and public-interest issues. Although some of these matters remain under process, his timely intervention and groundwork provided a clear administrative direction for their future resolution.
Officers and officials who had the privilege of working with Shri Tejji described him as a humble, approachable, disciplined, and compassionate administrator who always led from the front. They acknowledged his sound administrative judgment, commitment to public welfare, and unique ability to resolve difficult issues through consultation, coordination, and mutual understanding. As a token of appreciation for his distinguished service and invaluable contribution to the district, mementoes were presented to him during the programme.
In his farewell address, Shri Likha Tejji expressed his heartfelt gratitude to the officers, officials, public representatives, and the people of Keyi Panyor for their unwavering cooperation and support throughout his tenure. Reflecting on the district’s journey since its creation, he expressed confidence in its continued progress and shared valuable suggestions for strengthening administrative coordination and improving public service delivery.
He particularly emphasised the need to institutionalise disaster management mechanisms up to the village level through adequate preparedness, early-warning systems, community participation, and rapid-response capacity. He urged officers and officials to remain accessible to the people and continue working with dedication, integrity, unity, and compassion in the larger interest of the district.
Led by Smti Ankita Mishra, IAS, Deputy Commissioner, Keyi Panyor, the District Administration extended its heartfelt gratitude and warmest wishes to Shri Likha Tejji on his new assignment as Deputy Commissioner, Pakke Kessang District. The District Administration takes immense pride in his outstanding achievements, distinguished public service, and invaluable contributions towards laying the administrative foundation and strengthening the governance framework of Keyi Panyor District. It expressed confidence that Pakke Kessang District would flourish and attain new milestones of progress, responsive governance, and inclusive development under his capable, dynamic, and visionary leadership.
The programme concluded with a vote of thanks, followed by a group photograph, as officers and officials bid Shri Likha Tejji a warm farewell and wished him every success in his new assignment as Deputy Commissioner, Pakke Kessang District.
