Higher Education Announces on Launching of Applications for Science Day Awards & Specifies Nomination Criteria

The Ministry of Higher Education and Scientific Research announced the launch of applications for the Iraqi Science Day Awards for 2025, which will continue until Sunday, September 13, 2026.

In confirmation of its commitment to promote excellence in various fields, the Ministry of Higher Education and Scientific Research has specified the categories for scientific competition and their respective awards.

These include: the Outstanding Research Award (published in an international or local scientific journal), the Outstanding Authored Book Award (a methodological/common work), the Outstanding Scientific Journal Award, the Outstanding Graduation Project Award (undergraduate or postgraduate studies project), the Outstanding Research Center Award, the Outstanding Research Unit Award, the Outstanding Scientific Society Award, and the Outstanding Sustainable University Award.

The Research and Development Directorate clarified that the selection of winners in the fields of medical sciences, pure sciences, engineering sciences, and agricultural and veterinary sciences will be conducted in cooperation with the Clarivate Foundation.

Mosul University Publishes Research in Q1 International Journal on Developing Vaccine for Urinary Tract Infections

The College of Science at the University of Mosul published a joint research paper in the journal Frontiers in Immunology, which specializes in immunology and is ranked in the first quartile (Q1) of both Scopus and Web of Science (Clarivate), with an impact factor of 7 and a CiteScore of 11.3.

The University highlighted that the research entitled "Chimeric vaccine based on Iraqi HLA alleles against a predominant local Escherichia coli phylogroup," was co-authored by the Dean of the College of Science, Prof. Dr. Hayam Adel Ibrahim, and researcher Aziz Temo Koro Kajal, a faculty member in the Department of Life Sciences.

The study focused on designing a polyepithelial vaccine targeting a predominant local group of Escherichia coli bacteria that cause urinary tract infections, based on Iraqi HLA alleles, considering the immunological and genetic characteristics of the local population.

This study aligned with the College of Science at the University of Mosul's commitment to conduct scientific research related to health issues and develop research solutions based on modern technologies in immunology and vaccines, as well as expanding scientific publications in reputable international journals.

Misan University’s Master's Thesis on Designing Novel Topical Nano-System for Treating Alopecia Areata

The College of Science, Misan University discussed a master's thesis on the design of a novel topical Nano-system for treating alopecia areata by the postgraduate student, Mr. Mohammed Jassim Mohammed.

The thesis reviewed resigning, refining, and evaluating a topical transfer nanogel loaded with tofacitinib, as well as delivering the drug in a targeted manner to hair follicles while minimizing systemic exposure, offering a promising topical alternative to traditional oral treatment for alopecia areata.

The thesis addressed the preparation of drug-loaded transfer nanovesicles using thin-film hydrolysis, their characterization in terms of particle size, zeta potential, and retention efficiency, and the incorporation of the optimal formulation into a bio-adhesive gel and drug release and pe*******on through the skin were also studied in vitro.

The thesis included a comprehensive bioassay in an animal model of alopecia areata, quantitative measurement of hair regrowth, histopathological examination, and systemic safety indicators, as well as demonstrating the success of the optimized formulation in achieving a small nanoscale size, high retention efficiency, extended drug release, and effective skin pe*******on, besides the treated group also showed significant hair regrowth and normal restoration of hair follicles, without adverse effects on liver or kidney function or blood components.

The thesis recommended using other types of nanovesicles, such as ethosomes, and comparing them with transfersomes for targeted delivery to hair follicles and studying the physical and rheological properties of the gel and testing the formulation's effectiveness on other types of alopecia.

Higher Education’s Deputy for Administrative Affairs Reviews with Governor of Najaf Supporting Higher Education Institutions

During a meeting with the Governor of Najaf, Mr. Youssef Kanawi Deputy Minister of Higher Education and Scientific Research for Administrative Affairs, Prof. Dr. Adnan Ibrahim Al-Jumaili reviewed ways to support Higher Education’s institutions in the province and address their needs and infrastructure development requirements.

Prof. Dr. Adnan Ibrahim Al-Jumaili emphasized the importance of integrated efforts between the Ministry of Higher Education and Scientific Research and the Najaf Governorate to support universities and enable them to complete their infrastructure and educational facilities.

The Deputy said that the Ministry’s readiness to provide the necessary support to Jaber Ibn Hayyan University of Medical Sciences, particularly in establishing its facilities and infrastructure, should the required land be allocated.

Prof. Dr. Adnan Ibrahim Al-Jumaili expressed his gratitude to the Governor of Najaf for the province’s support of higher education institutions and postgraduate degree holders. Both parties agreed to maintain communication and coordination and to follow up on the implementation of these initiatives to serve the educational process in the province.

For his part, the Governor of Najaf, Mr. Youssef Kanawi affirmed the province’s commitment to take practical steps to allocate land plots to employees of higher education institutions in the province.

Mr. Youssef Kanawi highlighted that the Al-Kafa’at residential complex project, which the province intends to implement through investment, offering convenient installment payment options for holders of advanced degrees.

The Governor of Najaf also expressed the province’s readiness to allocate the necessary land to Jaber Ibn Hayyan University of Medical Sciences, supporting its expansion plans and the completion of its infrastructure requirements.

Higher Education Holds 6th Meeting of Technical Education Council at Shaqlawa Technical College at Erbil Polytechnic University

During the meeting, the Deputy for Scientific Research and Chairman of the Technical Education Council, Prof. Dr. Haider Abd Dhahd emphasized the importance of advancing technical education and developing its academic and applied pathways to keep pace with scientific and technological advancements and meet the demands of the labor market and the needs of state institutions and productive sectors.

For his part, Head of the Supervision and Scientific Evaluation Apparatus, Prof. Dr. Mohammed Hussein Kalari at the Ministry of Higher Education and Scientific Research in the Kurdistan Region of Iraq welcomed the meeting and praising the importance of continued coordination and cooperation among educational institutions and the exchange of expertise and experiences in the field of technical education.

The meeting demonstrated the progress of work in the Science and Technology Parks Department at the University of Technology, a proposal to hold the first conference on technical education, and the process of defining job descriptions and titles for specializations in departments that have been transformed into polytechnic colleges, as well as exploring the possibility of establishing new academic departments specializing in architecture.

The meeting highlighted the feasibility of granting technical universities the authority to offer mini-specialized certificates and a proposal to establish a College of Technological Teachers, along with several other agenda items aimed at developing the technical education system and enhancing its academic and professional outcomes.

Higher Education Organizes Workshop on Building University System to Transform Knowledge Into Economic Value

The Ministry of Higher Education and Scientific Research organized a specialized workshop on building a university system to transform knowledge into economic value, in cooperation with Clarivate Analytics.

During the workshop, the Deputy of the Ministry for Scientific Research, Prof. Dr. Haider Abd Dhahd emphasized the importance of moving beyond the traditional role of universities in knowledge production to building integrated systems capable of transforming knowledge, scientific research, and innovation into economic value.

Prof. Dr. Haider Abd Dhahd reviewed that the Bologna Process represents a significant framework for developing higher education and linking its outputs to the required skills and competencies.

The Deputy highlighted the importance of leveraging the experience of technology parks to create an environment conducive to innovation and the transfer of knowledge and technologies from universities to the productive sectors.

Prof. Dr. Haider Abd Dhahd said that building a sustainable, knowledge-based economy requires integration between universities, the labor market, and economic sectors, this integration would enable the application of educational and scientific research outputs to address developmental challenges and develop knowledge-based products and services.

Prof. Dr. Haider Abd Dhahd stressed the importance of Iraqi universities playing their role in building this system and developing partnerships with economic and technological institutions.

For his part, the President of the University of Baghdad, Prof. Dr. Alaa Abd Al-Hassan Attia welcomed the workshop participants, emphasizing the importance of developing the university environment and strengthening the link between academic knowledge and economic applications.

Prof. Dr. Alaa Abd Al-Hassan Attia added that would open broader avenues for researchers and students to transform scientific ideas and findings into applicable projects and solutions.

It is worth mentioning that the workshop included delivering a specialized lecture presented by Dr. Ayman Aqeel and Dr. Waleed Hassan from Clarivate, which addressed the foundations for building an integrated university system to transform knowledge into economic value, as well as covering knowledge management and innovation mechanisms, linking them to productive sectors and the labor market, as well as reviewing several relevant experiences and practices.

Mustansiriyah University Organizes 7th Applied Engineering Conference

In cooperation with the Research and Development Center of the Ministries of Oil and Industry, the College of Engineering at Mustansiriyah University organized the Seventh Applied Engineering Conference 2026, with the participation of researchers and specialists from various universities.

The President of Mustansiriyah University, Prof. Dr. Safaa Taqi Al-Issawi emphasized that holding the conference represents a strategic step towards utilizing advanced scientific findings to serve state institutions.

Prof. Dr. Safaa Taqi Al-Issawi reviewed that the Ministries of Oil and Industry are the primary beneficiaries of research outputs that provide applied engineering solutions to field challenges in national projects.

The University’s President added that this integration reflects the university's vision of transforming scientific research into a genuine investment that supports the national economy.

Prof. Dr. Safaa Taqi Al-Issawi highlighted that the engineering expertise driving operations in various ministries is a product of these academic institutions, which have proven their worth by achieving five-star institutional accreditation and ranking highly in the Times Higher Education World University Rankings, making them essential and reliable partners in the nation's development and progress.

The University’s President said that the conference demonstrated seventeen scientific papers across the fields of civil, electrical, mechanical, environmental, architectural, and petroleum engineering, presenting technical solutions that meet the demands of the current era.

Prof. Dr. Safaa Taqi Al-Issawi continued by saying that the conference research addressed diverse engineering areas, including the development of sustainable building materials using recycled waste, the evaluation of the seismic performance of structures, the application of artificial intelligence and the Internet of Things in smart agriculture, and the monitoring of solar energy systems.

It is significant to mention that the research also encompassed the development of mathematical models and algorithms to support decision-making in infrastructure projects, the design of self-healing sensor networks, and analytical studies on the impact of architectural composition on urban thermal stress in Baghdad.

Higher Education, UNICEF & International Labour Organization (ILO) Organize Specialized Workshop on Micro-Certification System

During his opening remarks at the workshop, which was attended by representatives from both organizations, several university presidents, the Director General of Studies, Planning, and Follow-up, and a number of specialists, the Deputy of the Ministry for Scientific Research, Prof. Dr. Haider Abd Dhahd emphasized the importance of developing the technical and vocational education and training system and keeping pace with modern trends in micro-certification to meet labor market demands and development needs.

Prof. Dr. Haider Abd Dhahd welcomed the participants and expressed his appreciation for the cooperation with international organizations in supporting efforts to develop education and training in Iraq.

The Deputy stressed the importance of working to establish a legislative and regulatory framework for micro-certification in coordination and cooperation with the Ministry of Labour and Social Affairs, this framework would ensure the regulation of this pathway, the accreditation of its outcomes, and their recognition according to approved national standards.

Prof. Dr. Haider Abd Dhahd reviewed that the workshop addressed the concept of micro-certifications, their associated global trends and standards, their core competency-based characteristics, their cumulative and verifiable nature, and their relevance to labor market needs and the anticipated benefits for young men and women, vulnerable groups, and internally displaced persons, highlighting the importance of this pathway in expanding learning and skills development opportunities in Iraq.

The Deputy highlighted that the workshop demonstrated UNICEF's role in supporting the development and implementation of the micro-certification pilot project in Iraq, focusing on the transition from learning to earning, promoting inclusivity, and leveraging international best practices and experiences. It also examined the project's rationale and its alignment with the National Technical and Vocational Qualifications Framework (TVQF) and relevant national strategies.

Prof. Dr. Haider Abd Dhahd also reviewed that the workshop addressed mechanisms for making micro-certificate programs accessible to youth, people with disabilities, and internally displaced persons and ways to involve employers and labor unions in identifying required skills and designing programs that align with labor market needs and professional development requirements.

Fort their part, the participants said the quality assurance framework, verification and recognition mechanisms for micro-certifications, and the role of the Ministry of Higher Education and Scientific Research and its affiliated institutions in developing this pathway, as well as its alignment with national reforms and initiatives supported by international partners.

Higher Education Inks Contract with Ministry of Communications to Adopt Digital Signatures in Its Official Transactions

During the contract signing ceremony, which was attended by the Chairman of the Parliamentary Education Committee, Dr. Adel Al-Rikabi, the Ministry of Higher Education and Scientific Research signed a contract with the Ministry of Communications to adopt digital signatures in its official transactions as part of the comprehensive digital transformation and automation project, this makes it the first Iraqi ministry to adopt this technology in its official dealings.

The Acting Minister of Higher Education and Scientific Research, Dr. Abd Al-Hussein Al-Moussawi emphasized that the adoption of digital signatures represents a continuation of the digital transformation path the ministry is pursuing to develop the Higher Education’s environment.

Dr. Abd Al-Hussein Al-Moussawi reviewed that automation, and the modernization of educational and academic procedures and mechanisms aim to raise the level of performance and improve the quality of educational outcomes, as well as simplifying procedures and expediting transactions.

His Excellency added that the digital transformation and automation project at the Ministry of Higher Education and Scientific Research is proceeding within the framework of the government's directives to build an integrated digital administrative environment.

Dr. Abd Al-Hussein Al-Moussawi highlighted that the cooperation with the Ministry of Communications is in accordance with legal frameworks and consistent with the government's program, keeping pace with technological advancements and the requirements of modern management.

Higher Education continued by saying that the contract was signed on behalf of the Ministry of Higher Education and Scientific Research by its Administrative Deputy, Prof. Dr. Adnan Ibrahim, and on behalf of the Ministry of Communications by the Director General of the General Company for Communications and Informatics, Engineer Ali Yassin.

The Ministry also reviewed that the contract signing ceremony included a review of the main components of the digital transformation and automation project at the Ministry of Higher Education and Scientific Research, highlighting the digital systems, programs, and services achieved within its framework, these have contributed to developing institutional work mechanisms and improving the level of services provided to students, faculty member, and staff.

For his part, Minister of Communications, Mr. Mustafa Sand affirmed that adopting digital signatures represents a qualitative step in the path of institutional integration among state institutions and embodies the transition to a fully integrated digital environment for official transactions, this will solidify the efficiency and accuracy of procedures and keep pace with the requirements of modern government administration.

For his part, the Deputy of the Ministry of Higher Education for Scientific Research Affairs, Prof. Dr. Haider Abd Dhahd reviewed the Ministry's plans to complete the requirements for comprehensive digital transformation and automation.

Higher Education’s Deputy Announces Final Results of 2026 National University Robotics & Artificial Intelligence Applications Championship

The Deputy of the Ministry of Higher Education and Scientific Research for Scientific Research Affairs, Prof. Dr. Haider Abd Dhahd announced the results of the 2026 National University Robotics and Artificial Intelligence Applications Championship.

Prof. Dr. Haider Abd Dhahd affirmed that the results reflected a high level of scientific and technical competition and demonstrated the students' capabilities and skills in employing robotics and artificial intelligence technologies and providing innovative solutions to the challenges presented, this reflects the growing academic interest in modern technological disciplines and applications.

The Deputy commended the efforts of the ministerial team overseeing the championship, the participating universities, and the scientific and technical committees, praising the scientific and technical level presented by the student teams and the competitive spirit that characterized the competitions.

Prof. Dr. Haider Abd Dhahd reviewed that the championship represents a national platform for discovering student talent and developing their capabilities in the fields of technology, innovation, and artificial intelligence, as well as preparing a generation of qualified individuals capable of keeping pace with rapid scientific and technological advancements and supporting the transformation of innovative student projects into projects that can be incubated, developed, and marketed through technology incubators, student teams competed in the championship across six tracks: agriculture, community service, medicine, industry, education, and environment in the agriculture track, Al-Nahrain University, Alnoor University, Southern Technical University, Al-Ayen Iraqi University, and the University of Technology achieved the top results in the community service track, the Northern Technical University, the University of Information Technology and Communications, and the University of Technology secured third, fourth, and fifth place, respectively and the medical track was won by the Northern Technical University, the University of Babylon, the University of Mosul, Al-Naji University, and Ninevah University.

The Deputy added that the education track, Middle Technical University, Al-Safwa University, Tikrit University, Alnoor University, and the University of Mosul achieved the top results in the environmental track, the University of Mosul, the University of Babylon, the University of Technology, Alnoor University, and Al-Safwa University secured the top spots, finally, in the industrial track, the University of Technology, the University of Karbala, Mustansiriyah University, the University of Mosul, the Northern Technical University, and Al-Ayen Iraqi University achieved the top results, in that order.
