IHCHR Participates in Meeting to Develop Interior Ministry Curricula

The IHCHR- Baghdad Office participated in the periodic meeting of the Committee for the Review and Development of Human Rights Curricula at the Ministry of Interior. The meeting was held within the framework of joint efforts to discuss the completion of drafting and developing practical subjects related to security curricula, as well as reviewing and verifying approved sources and references in line with sound academic standards and the requirements of modern policing.

The IHCHR was represented by, Mr. Baraa Al-Hadithi, Committee Member and Project Program Director, took part in discussions that focused on mechanisms for designing the general structure of educational curricula and categorizing training needs according to the nature of the courses and the levels of graduates from police colleges and various security institutes. The meeting also addressed the importance of benefiting from advanced international experiences and practices in the development of police curricula and adopting modern methods in their formulation and delivery, thereby contributing to enhancing personnel efficiency and promoting human rights principles within the security and law enforcement system.

The meeting concluded with an emphasis on the need to continue such coordination meetings on a regular and frequent basis, while strengthening frameworks of cooperation and integration among all relevant stakeholders. The objective is to finalize comprehensive curricula that keep pace with modern developments and meet internationally recognized standards in police education and training.

IHCHR, Al-Amal Association Discuss Prison Law Reform & Legislative Development

As part of its efforts to promote and protect human rights, the IHCHR held an expanded meeting with the Iraqi Al-Amal Association and the Permanent National Committee for International Humanitarian Law, attended by several Directors of IHCHR departments.

The participants discussed mechanisms for developing a comprehensive legislative code addressing future human rights initiatives and explored ways to align national prison-related legislation with international standards and conventions. The meeting also focused on the importance of initiating the issuance of an integrated guidance manual aimed at training and qualifying personnel working in prison administrations, thereby contributing to the advancement of correctional institutions.

In this context, the Commission’s Advisor, Mr. Saad Al-Abdali, affirmed that this step represents a fundamental pillar in establishing a sound legislative roadmap that safeguards human dignity.

For his part, the Executive Director of the Iraqi Al-Amal Association, Mr. Jamal Al-Jawahiri, stressed the importance of concerted efforts to address existing legal gaps and transform human rights principles into tangible drafts and legislative projects.

Meanwhile, the Deputy Chairman of the National Committee, Dr. Salam Raad, explained that harmonizing laws and developing guidance manuals is no longer an option but an imperative necessity to fulfill Iraq’s international obligations and ensure the effective implementation of international humanitarian law within the prison and correctional sector.

IHCHR, National Intelligence Service Sign Joint Cooperation Agreement

The IHCHR has concluded a joint cooperation agreement with the Iraqi National Intelligence Service (INIS), aimed at enhancing coordination and exchanging expertise between the two parties.

The agreement was signed on behalf of the Commission by Advisor Mr. Saad Al-Abdali, while the Iraqi National Intelligence Service was represented by the Director General of Intelligence Training and Development. The agreement includes provisions focused on promoting and strengthening the culture of human rights, as well as exchanging expertise and consultations in areas related to the mandates and responsibilities of both institutions.

The step comes within the framework of ongoing efforts to improve institutional performance and reinforce human rights standards in security and intelligence work across Iraq.

IHCHR Holds Workshop on Right to Work in Wasit

The IHCHR- Wasit Office held a workshop on the right to work. The Commission's trainers explained its duties and work, as stipulated in its amended Law No. (53) of 2008, regarding monitoring and observing human rights. They highlighted key national and international laws that guarantee the right to work and the most important obligations related to providing employment opportunities for citizens. They also emphasized the importance of registering workers in the social security system, as it provides protection for their rights and guarantees their professional and social future.

The participants discussed the importance of promoting a culture of human rights in society and raising awareness of the rights and freedoms guaranteed by the constitution and applicable laws. They also explored the role of governmental institutions, unions, and civil society organizations in protecting citizens' rights and disseminating human rights awareness among various segments of society.

IHCHR Monitors Conditions of Detainees in Wasit

The IHCHR-Wasit Office conducted a monitoring visit to Al-Dabouni Police Station Detention Facility to assess the legal and living conditions of detainees in accordance with the Law on the Reform of Inmates and Detainees No. (18) of 2011.

During the visit, the IHCHR’s team met with a number of detainees to review their humanitarian and legal conditions within the facility and to evaluate the level of services provided to them, including the quality of food, healthcare services, visitation arrangements, and opportunities to meet with family members.

The team listened to observations and complaints raised by detainees regarding the quality and suitability of the food provided. It also documented concerns on the limited availability of drinking water, as well as malfunctions in air-conditioning units and the insufficient supply of electricity within the detention halls.

The team further noted that medical services were limited to a dentist and a medical assistant, with an absence of regular visits by physicians from other specialties, particularly internal medicine and dermatology.

IHCHR Participates in Conference on Fair Wage System

The IHCHR-National Office participated in the Tripartite Consultative Conference held to launch the field study entitled “A Fair Wage System in Iraq”. The conference was organized by the Information Center for Research and Development in cooperation with the Friedrich Ebert Foundation in Baghdad.

Representing the Commission, Dr. Ahmed Thabet, researcher Abeer K. Jumaa, and Mr. Malik Ali emphasized the importance of the conference in promoting the right to a fair wage that ensures a decent standard of living for workers. They also stressed the need to strengthen social protection measures and reduce income disparities between employees in the public and private sectors, thereby contributing to social justice and sustainable development in Iraq.

Participants reviewed the field study, which examined the current wage system in Iraq and the legislative and economic challenges hindering the achievement of fairness and equality in wages. Discussions also focused on mechanisms for developing public policies and enhancing social dialogue among the government, employers, and workers to establish a more equitable wage system consistent with international labour standards and human rights principles.

The conference further featured the presentation of key proposals and recommendations, including the establishment of a national wage council, the development of social dialogue mechanisms, and the review of wage-related legislation to ensure compliance with Iraq’s international human rights obligations.

IHCHR Monitors Minority Rights in Maysan

The IHCHR-Maysan Office monitored the rights of members of the Christian community in the governorate.

As part of its activities, the HCHR’s team extended condolences to the family of the representative of the Christian community in Maysan, Jalal Daniel Touma.
Mr. Touma highlighted a number of concerns and appeals raised by the Christian community, including the allocation of a plot of land for the establishment of a cemetery dedicated to the community in the governorate. Due to the absence of such a cemetery, community members are currently compelled to bury their deceased in the governorates of Ninewa and Basra.

The HCHR’s team documented the community’s demands for the allocation of residential land, as well as their request for the resolution of the land-exchange procedure concerning a plot previously designated for the establishment of a church facility in the Maghriba area. The team also noted that the church complex needs security protection and documented the concerns raised in this regard.

IHCHR Monitors Youth Employment Rights & Access to Job Opportunities

The IHCHR-Baghdad Office has continued its efforts to monitor the economic rights of young people, particularly their right to access employment opportunities. The Commission also reviewed mechanisms supporting the establishment of economic projects aimed at creating jobs and improving the economic and social conditions of youth.

Mr. Mahdi explained that the Social Protection Authority has, during the past period, referred a number of unemployed beneficiaries to various ministries for employment opportunities, including university graduates and other job seekers. He further noted that young persons with disabilities, both male and female, are allocated 5% of available employment opportunities.

He also highlighted the facilities available to young people for obtaining loans to establish small and medium-sized enterprises through the electronic application platform. In addition, he referred to psychological support programs targeting youth recovering from drug addiction, aimed at facilitating their reintegration into society and the labour market through specialized training courses. These programs are complemented by concessional loans designed to support their economic and social stability.

HCHR Conducts Training on Combating Administrative & Financial Corruption

The IHCHR, in cooperation with the Iraqi House of Wisdom and the Federal Commission of Integrity, organized a training course on combating administrative and financial corruption. The course targeted staff members of the House of Wisdom from various scientific departments and administrative units and was held from 17 to 19 May 2025.

The training course consisted of two main modules. The first focused on the role of oversight bodies and regulatory procedures in curbing corruption. Participants were introduced to the concept of oversight, supervisory institutions, and monitoring mechanisms aimed at reducing opportunities for corruption before it occurs. The module highlighted the importance of improving the administrative environment, clarifying procedures, enhancing transparency, strengthening internal controls, and identifying investigative measures to be taken when serious indications of violations emerge, with the objective of establishing the facts and determining responsibility.

The second module addressed the impact of corruption on the enjoyment of human rights and was delivered by HCHR trainers Mr. Ali Saleh Allawi and Mr. Ali Hussein Hamza. The sessions explored the concept of corruption, its various forms, and its relationship to violations of civil and political rights, as well as economic and social rights. The trainers also presented key international indicators and data used to measure corruption, along with international anti-corruption mechanisms and preventive strategies.

The course featured extensive discussions and interactive exchanges, during which participants from the House of Wisdom raised questions and shared observations regarding the topics presented and discussed throughout the training program.

IHCHR Participates in Drafting “Prevention of Violent Extremism” Law in Erbil

The IHCHR, represented by Mr. Firas Abu Al-Hub, Director of the Legal Department, participated in the specialized workshop organized by the legal team emerging from the National Committee for Monitoring the Implementation of the Strategy to Combat Violent Extremism Leading to Terrorism.

The two-day workshop, held on 17–18 May 2026 in Erbil, was conducted in cooperation and coordination with the UNDP and focused on drafting and discussing the provisions of the proposed Law on the Prevention of Violent Extremism Leading to Terrorism.

The workshop featured in-depth legal discussions with the participation of a distinguished group of specialists and senior figures, including a judge representing the Supreme Judicial Council, in addition to academics, university professors, lawyers, and representatives of government institutions concerned with legal and security affairs.

The Commission’s participation included presenting a number of legal and human rights observations and perspectives to ensure that the proposed provisions of the draft law are aligned with human rights principles and fundamental international standards. Participants stressed the importance of incorporating explicit provisions that guarantee the protection of fundamental rights , freedoms and their integration with national efforts aimed at preventing violent extremism.
