Driven by the passion of serving the people, the three independent associations constituted by the leaders of local authorities in Sri Lanka National Chapter of Mayors, United Urban Council Associations and All Island Pradeshiya Sabha Chairmen’s association established the Federation of Sri Lankan Local Government Authorities as the umbrella organization for the three associations on 27 may 2007.
Objectives ……. To co-ordinate a unified approach among Local Government Authorities in Sri Lanka to resolve common issues and develop participatory governance for the well being of citizen
To increase the voices and effective participation of councillors in Local Government planning, development and decision making within the framework of participatory democracy and an associative spirit. To strengthen the functioning and capacity of Local Government Authorities, and facilitate co-operation among all tiers for effective service delivery and development at all levels. To encourage and facilitate joint actions to solve common issues and to promote the development of communities and the people. To establish and maintain good relations and ongoing liaison with Provincial and Central Governments in the shared interests of all levels of government and the citizens of Sri Lanka
To provide a united and influential voice in the representation of Local Governments’ interests on policies, legislation, plans, development programs and other measures affecting them. To provide fora and other mechanisms for the sharing and exchange of expertise, knowledge, best practices and other resources locally, nationally and int ernationally. To establish and maintain linkages and collaborative relations with regional and international Local Government Associations, agencies, authorities, institutions and other organizations in order to achieve the above objectives.
ශ්රී ලංකා පළාත් පාලන ආයතනයන් ගේ සංසදය
ශ්රී ලංකා පළාත් පාලන ආයතනයන් නියෝජනය කරන නගරාධිපතිවරුන්ගේ සමිමේලනය, එක්සත් නගරසභා සමිමේලනය සහ සමස්ත ලංකා ප්රාදේශීය සභා සභාපතිවරුන් ගේ සංගමය ඒකාබද්ධ කරමින් ශ්රී ලංකා පළාත් පාලන ආයතනයන් ගේ සංසදය 2007 මැයි මස පිහිටුවන ලදී.
එහි අරමුණු …..
1. පළාත් පාලනයට අදාල පොදු ගැටඵ නිරාකරණය කිරීමට ශ්රී ලංකාවෙ පළාත් පාලන ආයතන සියල්ල එක්සත් ප්රවෙශයන සිට කටයුතු කිරීම සහ පුරවැසියන් ගේ යහපත පිණිස සහභාගීත්ව පාලන ක්රමයක් ස්ථාපිත කිරීම.
2. පළාත් පාලනයට අදාල සැලසුම්කරණ කටයුතු සංවර්ධන ක්රියාවලියන් සහ තීරණ ගැනීමෙදී එය සහභාගීත්ව රාමුවක සිට ක්රියාත්මක කිරීම සහ එහිදී තේරී පත්වූ නියෝජිතයන් ගේ හඩ ඉස්මතු කිරීම සහ ඒ සදහා ඔවුන්ගේ ඔවුන් ගේ කාර්යක්ෂමදායකත්වයක් ලබා ගැනීමට සුදුසු පරිසරයක් සකස් කිරීම
3. ශ්රී ලංකාවේ පළාත් පාලන ආයතනවල ධාරිතාව ගොඩනැගිම සහ ශක්තිමත් කිරීම
4. සේවා සැපයුමි සහ සංවර්ධන ක්රීයාවලියේ දී රාජ්ය තන්ත්රයේ සියලු මට්ටම් හා සහයෝගයෙන් ක්රියා කිරීමට අවශ්ය පහසුකම් සැලසීම
5 පළාත් පාලනයට අදාල ප්රතිපත්ති, ව්යවස්ථාවන්, සැලසුම්, සංවර්ධන වැඩසටහන් හා අනෙකුත් කටයුතු සම්පාදනයේ දී එකමුතුව ශක්තිමත් හඩක් නැගීම.
6.ප්රාදේශීය, ජාතික සහ ජාත්යන්තර වශයෙන් ඇති විශේෂඥ දැණුම, යහපත් භාවිතයන් සහ සම්පත් බෙදාහදා ගැනීමට අවශ්ය පසුබිම් සහ යාන්ත්රණ සැකසීම
7. ඉහත අරමුණු සාක්ෂාත් කර ගැනීම පිණිස කලාපීය, සහ ජාත්යන්තර පළාත් පාලන සංගම්, නියෝජිත ආයතන සහ වෙනත් ආයතන සමග සබදතා සහ සහායෝගීතා ඇති කර ගැනීම
