✨ SD4EU Final Conference: thank you to our partners ✨

The SD4EU – Social Dialogue for a Union of Equality 🇪🇺 project has come to an end!

Over the past two years, partners across Europe have worked together to strengthen the role of social dialogue in promoting gender equality ⚖️ in the labour market 💼.

The final conference, held on 26 March at the European Economic and Social Committee, was a key moment to reflect on what we achieved together and to share the project’s results.

One of the highlights of the event was the panel “Voices from the partners: Experiences and project results”, where partners shared their experiences and perspectives developed throughout the project.

✨ SD4EU Final Conference: Thank You for Joining Us ✨

On 26 March, the final conference of the Social Dialogue for a Union of Equality (SD4EU) project took place at the European Economic and Social Committee in Brussels 🇪🇺

After 2 years of work and collaboration across Europe, one message is clear:

gender equality does not happen by itself — it must be built together, through social dialogue.

📊 Important challenges remain:
💰 gender pay gaps
📉 unequal career opportunities
⚖️ work-life balance still not a reality for many

Over two years, SD4EU has contributed to move from awareness to action — through tools, recommendations, and a shared roadmap to strengthen social dialogue.

➡️ What we need now:
• make social dialogue more inclusive and closer to real workplaces
• translate EU policies into concrete and effective measures
• recognise gender equality as a driver of innovation and competitiveness

🤝 Strong and inclusive social dialogue is key to ensuring that no one is left behind.
👥 Around 100 participants joined the event — thank you to everyone who contributed to this important discussion.

We are pleased to introduce Juliane Marie Neiiendam, speaker at the SD4EU Final Conference – Social Dialogue for a Union of Equality.

🏛 Vice-President of Group III – Civil Society Organisations at the EESC - European Economic and Social Committee, Vice-President of the EESC Permanent Group on Equality, she contributes to the European debate on social dialogue, civil society and gender equality

🇩🇰 In Denmark, she holds several leadership roles:
• Board Member of the Danish Women’s Council
• President of VIRKSOMME kvinder, a network of women-led SMEs
• Regional President of IDA Copenhagen, part of the Danish Society of Engineers

🎓 She holds an MSc in Engineering and an MBA specialised in Marketing and Leadership.

Her intervention will bring the EESC perspective on how social dialogue can support gender equality, one of the key themes of the SD4EU final conference.

🎤 Martin Böhme will deliver the opening remarks at the SD4EU final conference, organised by Confprofessioni – the Italian Confederation of Liberal Professions.

Böhme serves as Managing Director of the Council of the Liberal Professions Rhineland-Palatinate and the State Chamber of Engineers Rhineland-Palatinate, and represents the Federal German Chamber of Engineers at EU level.

🇪🇺 Since 2020, he has also been a Member of the EESC - European Economic and Social Committee in Group III – Civil Society Organisations, contributing to the work of the sections on Single Market, External Relations, and Industrial Change.

🎓 With a background in Political Science from Johannes Gutenberg University of Mainz and extensive experience in European policy and organised professions, Böhme plays an important role in fostering dialogue between professionals, European institutions, and civil society.

⚖️ The SD4EU project aims to strengthen the capacity of social partners and promote a more gender-sensitive social dialogue, addressing issues such as equal pay, social protection, and work-life balance.

🤝 In this context, Martin Böhme’s participation is particularly relevant as he operates at the intersection of EU institutions, social partners, and professional organisations—the same actors involved in advancing the objectives of the SD4EU project.

Paola Profeta will deliver the Keynote Speech on “Gender Equality and Labour Market Dynamics” at the SD4EU Final European Conference.

She is Dean for Diversity, Inclusion and Sustainability at Bocconi University, Full Professor of Public Economics, Director of the AXA Research Lab on Gender Equality, and Italian representative in the EIGE Experts’ Forum 🇮🇹.

Her research and policy work focus on gender economics, women in politics, gender equality policies and labour market dynamics, as well as public economics and welfare systems📚.

She is the author of numerous books and academic articles published in leading journals such as PNAS, Management Science, Demography, Journal of Public Economics, and Economic Policy ✍️.

🔎 Meet the Speakers✨

We are pleased to introduce Marco Natali, who will deliver the opening remarks at the European Final Conference “Social Dialogue and Gender Equality in the World of Work”, organised within the SD4EU project.

🏛 National President of Confprofessioni, he is actively engaged in promoting social dialogue and strengthening the role of liberal professions. He also serves as President of the Confprofessioni Foundation and of the Observatory on Liberal Professions, and as Chairman of the Board of Directors of Cadiprof.

A chartered accountant and accounting expert with decades of professional experience, he has been registered with the Verona Association of Chartered Accountants since 1983 📊. Throughout his career, he has held numerous leadership roles in the corporate, public, and professional sectors.

⚖️ Listed in the Register of Court-Appointed Experts (CTU) of the Verona Tribunal
📑 Included in the Register of Statutory Auditors

He has also served as Chair of Boards of Statutory Auditors in private companies, local authorities, and public consortia. Until February 2024, he was a member of the General Council of the Cariverona Foundation 🏢.

His contribution will open the conference discussion on the role of social dialogue in advancing gender equality in the world of work.

🔎 Gender Equality at Work: What Does EU Law Really Say? 🇪🇺

Report D2.2 of the SD4EU – Social Dialogue for a Union of Equality project — an EU-funded initiative led by Confprofessioni— examines how to strengthen the link between legal protections and their practical implementation.

Gender equality in the workplace is often reduced to one idea: equal pay.
But EU law goes much further.

In the European Union, gender equality at work also means equal access to jobs and promotions, fair working conditions, protection against harassment, and real support for work–life balance.

⚖️ Over time, EU legislation has evolved from focusing only on equal pay to building a broader framework that protects equality across all aspects of employment.

But laws alone are not enough.

🤝 Real equality also depends on social dialogue — cooperation between institutions, employers and trade unions. Collective agreements, parental leave arrangements, childcare access and workplace policies are essential to turn rights into reality.

Because equality is not automatic.
It must be built — together.

⚖️ Gender Equality at Work: what is changing at EU level? 🇪🇺

Deliverable D2.2, developed within the EU-funded SD4EU project led by Confprofessioni examines how the European Union is strengthening the practical application of gender equality in the workplace.

Gender equality in the EU has evolved significantly. What started as a principle focused mainly on equal pay has now become a core element of fundamental rights within the European legal framework.

The report focuses on three main areas:

1️⃣ Pay transparency – Directive 2023/970/EU introduces stronger transparency rules to help reduce the gender pay gap and improve enforcement of equal pay principles.

2️⃣ Fair pay and social protection – Recent initiatives, including those on adequate minimum wages, aim to better protect vulnerable workers and reduce the long-term impact of discontinuous careers on pensions and social security.

3️⃣ Work-life balance and shared care responsibilities – Directive 2019/1158/EU promotes a more equal sharing of care duties through paternity leave, carers’ leave and flexible working arrangements.

🤝 Why are social partners important?
The report highlights that trade unions and employers’ organisations are key actors in making these principles effective. Through collective bargaining and social dialogue, they help turn EU rules into concrete measures in workplaces across Europe.

📘 The path toward full gender equality is still ongoing, but the EU framework now provides stronger tools.

🔎 Implications for social partners

If gender equality in EU policies is a moving target, social dialogue cannot remain unchanged.

Deliverable 2.1 – the report on the concept of gender equality in EU policies and law, developed within the SD4EU Project coordinated by Confprofessioni, highlights an important point:

📌 When the concept evolves, social dialogue practices needs to adapt as well.

The evolution of gender equality — from formal equal treatment to broader and more structural approaches — directly affects how labour relations are shaped ⚖️.

Social partners are not merely implementing existing rules.
They are actively shaping how gender equality is interpreted, negotiated and applied in practice 🤝.

Understanding this evolution enables social partners to:
▪️ anticipate policy and regulatory developments 🔭
▪️ design more inclusive collective agreements 📑
▪️ engage in more informed and effective social dialogue 💬

In this sense, conceptual awareness is not theoretical — it is strategic 🎯.
Strengthening the link between evolving EU equality policies and social dialogue practices is essential to ensure that gender equality remains meaningful, coherent and forward-looking across sectors 🌍.

🔎 Gender equality in EU policies: a “moving target”

Gender equality in the European Union is often presented as a settled and well-defined principle.
However, our Deliverable D2.1 – Report on the concept of gender equality in EU policies and law, developed within the project Social Dialogue for a Union of Equality (SD4EU) and led by Confprofessioni, shows why this is not the case.

📌 Key message
Gender equality in EU policies is not a fixed concept, but a moving target.

The analysis of EU law and public policies highlights that gender equality:
▪️ evolves alongside social change
▪️ responds to transformations in the labour market
▪️ is continuously shaped by political priorities and legal developments

Rather than a stable definition, gender equality emerges as a dynamic and evolving concept, reflecting changing understandings of work, care, rights and inequalities across policy areas and over time.

This perspective is central to the objectives of SD4EU, supporting more coherent, inclusive and future-oriented EU equality policies.
