و شددت الوزيرة شاهين فيما يخص الاطفال الجرحى القادمون من قطاع غزة وعائلاتهم فهم ضيوف لدى الجمهورية الإيطالية في إطار برنامج الإجلاء الطبي، وليسوا لاجئين أو طالبي لجوء سياسي. وعليه، فإنهم يظلون خاضعين للولاية القانونية لدولة فلسطين، ويظل آباؤهم وأولياء أمورهم الشرعيون أصحاب الولاية والوصاية القانونية الحصرية على أطفالهم. وفي حال تعذر ممارستهم لهذه الولاية، فإن سفارة دولة فلسطين، بصفتها الممثل الرسمي للدولة، هي المرجع القانوني المختص بتمثيلهم وحماية مصالحهم والتواصل بشأن أوضاعهم مع السلطات الإيطالية، وذلك إلى حين عودتهم إلى وطنهم.

السفيرة أبو عمارة تبحث مع وزارة التربية والتعليم العالي أولويات تطوير التعليم العالي ضمن مبادرة «منتدى روما»

روما – 23 تموز/يوليو 2026: شاركت سفيرة دولة فلسطين لدى الجمهورية الإيطالية، منى أبو عمارة، في لقاء افتراضي نظمته وزارة التربية والتعليم العالي، من خلال الهيئة الوطنية للاعتماد والجودة والنوعية لمؤسسات التعليم العالي، ضمن مبادرة «منتدى روما»، وبمشاركة مسؤولين وخبراء وممثلين عن الجامعات والجهات الفلسطينية ذات العلاقة.

وهدف اللقاء إلى استعراض الأولويات الوطنية لتطوير قطاع التعليم العالي الفلسطيني، وبحث سبل تعزيز التعاون والشراكات الأكاديمية بين الجامعات الفلسطينية والمؤسسات الإيطالية والدولية، إلى جانب تطوير آليات العمل المشترك في إطار مبادرة «منتدى روما».

وفي كلمتها، ثمّنت السفيرة أبو عمارة التعاون الوثيق والمستمر مع وزارة التربية والتعليم العالي، مؤكدة أن هذا التعاون أسهم في إطلاق وإعادة تفعيل عدد من المشروعات المهمة الهادفة إلى دعم منظومة التعليم العالي الفلسطينية وتطويرها.

وشددت السفيرة على أهمية مبادرة «منتدى روما» بوصفها منصة فلسطينية للحوار والتنسيق والعمل الجماعي، من شأنها توسيع آفاق التعاون الأكاديمي والبحثي وتعزيز حضور الجامعات الفلسطينية وعلاقاتها مع المؤسسات التعليمية والأكاديمية في إيطاليا وعلى المستوى الدولي.

وأوضحت أبو عمارة أن الجهد المبذول في هذه المبادرة هو جهد فلسطيني خالص، يعكس قدرة المؤسسات والكوادر الفلسطينية على تحديد أولوياتها وتطوير مشروعاتها بما ينسجم مع الاحتياجات الوطنية، مؤكدة أن الاستثمار في التعليم وفي قدرات الطلبة والأكاديميين الفلسطينيين يشكل أحد أهم مرتكزات الصمود وبناء مؤسسات دولة فلسطين.

وأشادت السفيرة بالطلبة الفلسطينيين الدارسين في إيطاليا، مشيرة إلى أنهم استطاعوا، من خلال تفوقهم وإبداعهم والتزامهم الأكاديمي، مواجهة محاولات الاحتلال تشويه صورة الشعب الفلسطيني في الخارج، وتقديم نموذج حقيقي عن قدرات الشباب الفلسطيني وإمكاناته في الابتكار والتميز.

من جانبه، افتتح رئيس الهيئة الوطنية للاعتماد والجودة، الدكتور معمر شتيوي، اللقاء ناقلاً تحيات وزير التربية والتعليم العالي، الأستاذ الدكتور أمجد برهم، ومؤكداً أهمية مبادرة «منتدى روما» في تعزيز الشراكات الدولية ودعم جهود تطوير منظومة التعليم العالي الفلسطينية.

وثمّن شتيوي العمل الدؤوب والنشاط الدبلوماسي الذي تقوم به السفيرة أبو عمارة، والذي أسهم في إعادة تفعيل عدد من المشروعات التي كانت قد توقفت خلال الفترة الماضية، مشيراً إلى أن المنتدى يمثل منصة للحوار والشراكة والتنسيق بين الجامعات الفلسطينية، بما يتيح تطوير مشروعات مشتركة برعاية ودعم وزارة التربية والتعليم العالي.

وتضمن اللقاء عرضاً شاملاً حول مبادرة «منتدى روما» قدمته عبير حامد من الهيئة الوطنية للاعتماد والجودة، تناولت فيه أهداف المبادرة ومحاور عملها، فيما قدم رئيس وحدة التخطيط والمشروعات في الوزارة، الأستاذ منجد سليمان، عرضاً حول الأولويات الوطنية واستراتيجية قطاع التعليم العالي وأبرز التوجهات والخطط الرامية إلى تطوير القطاع بما ينسجم مع الاحتياجات الوطنية.

كما ناقش المشاركون أبرز التعديلات المقترحة على مذكرة التفاهم الخاصة بـ«منتدى روما»، بما يسهم في تعزيز تنفيذ المبادرة وتوسيع مجالات التعاون الأكاديمي والبحثي.

واختتم اللقاء بمداخلات ونقاشات تناولت سبل تطوير المبادرة وتعظيم أثرها في خدمة قطاع التعليم العالي الفلسطيني.

L’Ambasciatrice Abu Amara esamina con il Ministero dell’Istruzione Superiore le priorità di sviluppo del settore nell’ambito dell’iniziativa “Rome Forum”

Roma, 23 luglio 2026: L’Ambasciatrice dello Stato di Palestina presso la Repubblica Italiana, Mona Abuamara, ha partecipato a un incontro online organizzato dal Ministero palestinese dell’Istruzione e dell’Istruzione Superiore, attraverso la Commissione nazionale per l’accreditamento, la qualità e gli standard delle istituzioni di istruzione superiore, nell’ambito dell’iniziativa “Rome Forum”.

All’incontro hanno preso parte funzionari, esperti e rappresentanti delle università e delle istituzioni palestinesi competenti.

La riunione ha avuto l’obiettivo di esaminare le priorità nazionali per lo sviluppo del settore dell’istruzione superiore palestinese, di discutere le modalità per rafforzare la cooperazione e i partenariati accademici tra le università palestinesi e le istituzioni italiane e internazionali, nonché di sviluppare meccanismi di collaborazione nell’ambito dell’iniziativa “Rome Forum”.

Nel suo intervento, l’Ambasciatrice Abu Amara ha espresso apprezzamento per la stretta e continua cooperazione con il Ministero dell’Istruzione e dell’Istruzione Superiore, sottolineando che tale collaborazione ha contribuito all’avvio e alla riattivazione di diversi importanti progetti volti a sostenere e sviluppare il sistema palestinese di istruzione superiore.

L’Ambasciatrice ha evidenziato l’importanza dell’iniziativa “Rome Forum” quale piattaforma palestinese di dialogo, coordinamento e lavoro collettivo, in grado di ampliare le prospettive di cooperazione accademica e scientifica e di rafforzare la presenza delle università palestinesi e i loro rapporti con le istituzioni educative e accademiche in Italia e a livello internazionale.

Abu Amara ha spiegato che l’impegno profuso nell’ambito dell’iniziativa rappresenta uno sforzo interamente palestinese, che riflette la capacità delle istituzioni e delle competenze palestinesi di definire le proprie priorità e sviluppare progetti in linea con le esigenze nazionali.

Ha inoltre sottolineato che investire nell’istruzione e nelle capacità degli studenti e degli accademici palestinesi costituisce uno dei principali pilastri della resilienza e della costruzione delle istituzioni dello Stato di Palestina.

L’Ambasciatrice ha elogiato gli studenti palestinesi che studiano in Italia, osservando che, attraverso la loro eccellenza, creatività e dedizione accademica, sono riusciti a contrastare i tentativi dell’occupazione di distorcere l’immagine del popolo palestinese all’estero, presentando un autentico esempio delle capacità dei giovani palestinesi nell’innovazione e nell’eccellenza.

Da parte sua, il Presidente della Commissione nazionale per l’accreditamento e la qualità, il dott. Muammar Shtayyeh, ha aperto l’incontro trasmettendo i saluti del Ministro dell’Istruzione e dell’Istruzione Superiore, il prof. dott. Amjad Barham.

Shtayyeh ha ribadito l’importanza dell’iniziativa “Rome Forum” nel rafforzare i partenariati internazionali e nel sostenere gli sforzi per lo sviluppo del sistema palestinese di istruzione superiore.

Ha inoltre espresso apprezzamento per l’instancabile lavoro e l’attività diplomatica dell’Ambasciatrice Abu Amara, che hanno contribuito alla riattivazione di diversi progetti sospesi nel periodo precedente.

Shtayyeh ha osservato che il Forum rappresenta una piattaforma di dialogo, partenariato e coordinamento tra le università palestinesi, consentendo lo sviluppo di progetti congiunti sotto l’egida e con il sostegno del Ministero dell’Istruzione e dell’Istruzione Superiore.

Durante l’incontro, Abeer Hamed, della Commissione nazionale per l’accreditamento e la qualità, ha presentato una panoramica completa dell’iniziativa “Rome Forum”, illustrandone gli obiettivi e i principali ambiti di intervento.

Il responsabile dell’Unità di pianificazione e progetti del Ministero, Munjed Suleiman, ha invece presentato le priorità nazionali, la strategia del settore dell’istruzione superiore e i principali orientamenti e piani destinati a sviluppare il settore in linea con le esigenze nazionali.

I partecipanti hanno inoltre discusso le principali modifiche proposte al memorandum d’intesa relativo al “Rome Forum”, con l’obiettivo di rafforzare l’attuazione dell’iniziativa e ampliare gli ambiti della cooperazione accademica e scientifica.

L’incontro si è concluso con interventi e discussioni sulle modalità per sviluppare ulteriormente l’iniziativa e massimizzarne l’impatto a beneficio del settore palestinese dell’istruzione superiore.

Ambassador Abu Amara Discusses Palestinian Higher Education Development Priorities with the Ministry under the “Rome Forum” Initiative

Rome, 23 July 2026: The Ambassador of the State of Palestine to the Italian Republic, Mona Abu Amara, participated in a virtual meeting organized by the Palestinian Ministry of Education and Higher Education through the National Commission for Accreditation, Quality and Standards of Higher Education Institutions, as part of the “Rome Forum” initiative.

The meeting brought together officials, experts, and representatives of Palestinian universities and relevant institutions.

The meeting aimed to review national priorities for the development of the Palestinian higher education sector and explore ways to strengthen academic cooperation and partnerships between Palestinian universities and Italian and international institutions. It also addressed mechanisms for advancing joint work within the framework of the “Rome Forum” initiative.

In her remarks, Ambassador Abu Amara expressed her appreciation for the close and continuous cooperation with the Ministry of Education and Higher Education, noting that this collaboration had contributed to the launch and reactivation of several important projects aimed at supporting and developing the Palestinian higher education system.

The Ambassador emphasized the importance of the “Rome Forum” initiative as a Palestinian platform for dialogue, coordination, and collective action. She noted that the initiative could expand opportunities for academic and research cooperation while strengthening the presence of Palestinian universities and their relations with educational and academic institutions in Italy and internationally.

Abu Amara explained that the efforts behind the initiative were entirely Palestinian and reflected the ability of Palestinian institutions and professionals to identify their priorities and develop projects in line with national needs.

She stressed that investing in education and in the capacities of Palestinian students and academics constituted one of the most important pillars of resilience and of building the institutions of the State of Palestine.

The Ambassador also praised Palestinian students studying in Italy, noting that through their academic excellence, creativity, and commitment, they had succeeded in countering the occupation’s attempts to distort the image of the Palestinian people abroad.

She added that the students had presented an authentic example of the talent, innovation, and potential of Palestinian youth.

The meeting was opened by the President of the National Commission for Accreditation and Quality, Dr. Muammar Shtayyeh, who conveyed the greetings of the Minister of Education and Higher Education, Prof. Dr. Amjad Barham.

Shtayyeh emphasized the importance of the “Rome Forum” initiative in strengthening international partnerships and supporting efforts to develop the Palestinian higher education system.

He also expressed appreciation for Ambassador Abu Amara’s tireless work and diplomatic engagement, which had contributed to the reactivation of several projects that had recently been suspended.

Shtayyeh noted that the Forum served as a platform for dialogue, partnership, and coordination among Palestinian universities, enabling them to develop joint projects under the sponsorship and with the support of the Ministry of Education and Higher Education.

The meeting included a comprehensive presentation on the “Rome Forum” initiative by Abeer Hamed from the National Commission for Accreditation and Quality, who outlined the initiative’s objectives and main areas of work.

Munjed Suleiman, Head of the Ministry’s Planning and Projects Unit, presented the national priorities, the higher education sector strategy, and the main policies and plans aimed at developing the sector in line with national needs.

Participants also reviewed the main proposed amendments to the memorandum of understanding relating to the “Rome Forum”, with the aim of strengthening the implementation of the initiative and expanding the scope of academic and research cooperation.

The meeting concluded with interventions and discussions on ways to further develop the initiative and maximize its impact in support of the Palestinian higher education sector.

روما – إيطاليا: شاركت سفيرة دولة فلسطين لدى الجمهورية الإيطالية، منى أبو عمارة، صباح اليوم، في حفل اختتام البرنامج التدريبي «الدبلوماسية من أجل التنمية للدبلوماسيين الفلسطينيين الشباب»، الذي عُقد في مقر وزارة الخارجية والتعاون الدولي الإيطالية، بعد سلسلة من الجلسات والأنشطة التدريبية التي استضافتها مدينتا تورينو وروما.

وفي كلمتها خلال حفل الاختتام، أشادت السفيرة أبو عمارة بالعلاقات التاريخية والمتينة التي تجمع فلسطين وإيطاليا، معربةً عن شكرها لوزارة الخارجية والتعاون الدولي الإيطالية، ولمركز التدريب الدولي التابع لمنظمة العمل الدولية ITCILO، على حسن استضافة الدبلوماسيات والدبلوماسيين الفلسطينيين، وعلى تنظيم هذا البرنامج التدريبي الشامل والاستثمار في تطوير قدرات الكوادر الفلسطينية الشابة والواعدة.

وأكدت أن الاستثمار في الشباب الفلسطيني يشكل استثماراً حقيقياً في مستقبل فلسطين، مشيرةً إلى أن الدبلوماسيات والدبلوماسيين الشباب يمتلكون دوراً أساسياً في نقل الصورة الحقيقية للشعب الفلسطيني، وإبراز كفاءاته وقدراته وتطلعاته، والتصدي لرواية الاحتلال التي تسعى إلى تجريد الفلسطينيين من إنسانيتهم وطمس حقوقهم وهويتهم الوطنية.

وأضافت السفيرة أبو عمارة أن ما يقدمه أبناء الشعب الفلسطيني من طلبة التحقوا بالجامعات الإيطالية، وكوادر مهنية وأكاديمية، ودبلوماسيات ودبلوماسيين، يعكس قدرة استثنائية على الصمود والنهوض والاستمرار في العمل والعطاء، رغم ما يتعرض له الشعب الفلسطيني من حرب إبادة متواصلة في قطاع غزة، وتطهير عرقي وتصعيد استعماري في الضفة الغربية، وانتهاكات مستمرة في القدس، إلى جانب الاعتداءات المتصاعدة التي يرتكبها المستوطنون.

وشددت على أن استمرار الفلسطينيين في التعلم والعمل والإبداع، رغم قسوة الظروف، يمثل دليلاً حياً على قوة إرادتهم وتمسكهم بالحياة، ويجسد الأمل القادر على بناء مستقبل أفضل وأكثر عدالة وحرية للشعب الفلسطيني.

وعلى هامش اختتام البرنامج، استضافت السفيرة أبو عمارة المشاركات والمشاركين في مقر سفارة دولة فلسطين لدى إيطاليا، حيث عُقد لقاء حواري تناول أبرز التحديات التي تواجه العمل الدبلوماسي الفلسطيني، ودور الدبلوماسية الفلسطينية في الدفاع عن الحقوق الوطنية، ونقل الرواية الفلسطينية إلى المجتمع الدولي، وحشد الدعم السياسي والقانوني والإنساني للقضية الفلسطينية.

Roma, Italia: L’Ambasciatrice dello Stato di Palestina presso la Repubblica Italiana, Mona Abuamara, ha partecipato questa mattina alla cerimonia conclusiva del programma di formazione «Diplomazia per lo sviluppo per giovani diplomatici palestinesi», svoltasi presso la sede del Ministero degli Affari Esteri e della Cooperazione Internazionale italiano, al termine di una serie di sessioni e attività formative organizzate nelle città di Torino e Roma.

Nel suo intervento durante la cerimonia conclusiva, l’Ambasciatrice Abu Amara ha elogiato le storiche e solide relazioni tra la Palestina e l’Italia, esprimendo il proprio ringraziamento al Ministero degli Affari Esteri e della Cooperazione Internazionale italiano e al Centro Internazionale di Formazione dell’Organizzazione Internazionale del Lavoro, ITCILO, per la calorosa accoglienza riservata alle diplomatiche e ai diplomatici palestinesi, per l’organizzazione di questo programma completo e per l’investimento nello sviluppo delle capacità dei giovani quadri palestinesi.

Ha sottolineato che investire nei giovani palestinesi significa investire concretamente nel futuro della Palestina. Le giovani diplomatiche e i giovani diplomatici palestinesi, ha affermato, svolgono un ruolo fondamentale nel trasmettere l’immagine autentica del popolo palestinese, valorizzandone le competenze, le capacità e le aspirazioni, e nel contrastare la narrazione della potenza occupante, che cerca di disumanizzare i palestinesi e di cancellarne i diritti e l’identità nazionale.

L’Ambasciatrice Abu Amara ha aggiunto che i risultati conseguiti dagli studenti palestinesi iscritti nelle università italiane, così come dai professionisti, dagli accademici e dai diplomatici palestinesi, dimostrano una straordinaria capacità di resistere, rialzarsi e continuare a lavorare e contribuire nonostante le drammatiche condizioni imposte al popolo palestinese.

Ha richiamato il genocidio in corso nella Striscia di Gaza, la pulizia etnica e l’escalation coloniale in Cisgiordania, le continue violazioni a Gerusalemme e le crescenti aggressioni perpetrate dai coloni israeliani. Nonostante tutto ciò, ha sottolineato, il popolo palestinese continua a studiare, lavorare, creare e contribuire alla società.

Ha inoltre affermato che la determinazione dei palestinesi nel proseguire il proprio percorso educativo e professionale, anche nelle circostanze più difficili, rappresenta una testimonianza concreta della loro resilienza e del loro attaccamento alla vita, nonché la speranza attraverso la quale sarà possibile costruire un futuro migliore, fondato sulla giustizia e sulla libertà.

A margine delle attività conclusive del programma, l’Ambasciatrice Abu Amara ha ospitato le partecipanti e i partecipanti presso la sede dell’Ambasciata dello Stato di Palestina in Italia, dove si è svolto un incontro di dialogo dedicato alle principali sfide del lavoro diplomatico palestinese. L’incontro ha inoltre affrontato il ruolo della diplomazia palestinese nella difesa dei diritti nazionali, nella diffusione della narrazione palestinese presso la comunità internazionale e nella mobilitazione del sostegno politico, giuridico e umanitario alla causa palestinese.

Ambassador Abu Amara Participates in the Closing Ceremony of the “Diplomacy for Development for Young Palestinian Diplomats” Training Programme

Rome, Italy: Ambassador of the State of Palestine to the Italian Republic, Mona Abu Amara, participated this morning in the closing ceremony of the training programme entitled “Diplomacy for Development for Young Palestinian Diplomats,” held at the headquarters of the Italian Ministry of Foreign Affairs and International Cooperation, following a series of training sessions and activities hosted in Turin and Rome.

In her remarks at the closing ceremony, Ambassador Abu Amara praised the historic and strong relations between Palestine and Italy. She expressed her appreciation to the Italian Ministry of Foreign Affairs and International Cooperation and the International Training Centre of the International Labour Organization, ITCILO, for their warm hospitality to the Palestinian diplomats, for organising this comprehensive programme, and for investing in the development of promising young Palestinian professionals.

She emphasised that investing in Palestinian youth is a genuine investment in the future of Palestine. Young Palestinian diplomats, she noted, have an essential role in conveying the true image of the Palestinian people, highlighting their skills, capabilities and aspirations, and challenging the narrative of the occupying power, which seeks to dehumanise Palestinians and erase their rights and national identity.

Ambassador Abu Amara added that the achievements of Palestinian students enrolled at Italian universities, as well as Palestinian professionals, academics and diplomats, demonstrate an exceptional capacity to persevere, recover and continue contributing despite the devastating circumstances facing their people.

She referred to the ongoing genocide in the Gaza Strip, ethnic cleansing and colonial escalation in the West Bank, continued violations in Jerusalem, and the increasing violence perpetrated by Israeli settlers. Despite these realities, she said, Palestinians continue to learn, work, create and contribute.

She stressed that the Palestinian people’s determination to pursue education, professional development and public service under such conditions is a living testament to their resilience and commitment to life. It also represents the hope through which Palestinians will build a better future based on justice and freedom.

On the sidelines of the programme’s closing activities, Ambassador Abu Amara hosted the participants at the Embassy of the State of Palestine in Italy for an interactive discussion on the main challenges facing Palestinian diplomatic work. The meeting also addressed the role of Palestinian diplomacy in defending national rights, communicating the Palestinian narrative to the international community, and mobilising political, legal and humanitarian support for the Palestinian cause.

السفيرة أبو عمارة تزور معرض "غزة: المستقبل له قلب عريق" في تورينو

تورينو – إيطاليا: زارت سفيرة دولة فلسطين لدى الجمهورية الإيطالية والممثل الدائم لدى وكالات الأمم المتحدة في روما، منى أبو عمارة، معرض "غزة: المستقبل له قلب عريق" الذي تنظمه مؤسسة ميرز الإيطالية بالشراكة مع وزارة السياحة والآثار الفلسطينية، ويضم مجموعة من القطع الأثرية الفلسطينية النادرة القادمة من غزة.

ويحتوي المعرض على 77 قطعة أثرية فلسطينية، يعود تاريخ أقدمها إلى أكثر من أربعة آلاف عام، في تجسيدٍ لعمق الحضارة الفلسطينية واستمرارية الوجود الفلسطيني على أرضه عبر آلاف السنين.

وكان في استقبال السفيرة أبو عمارة رئيسة مؤسسة ميرز بياتريتشيه ميرز، التي رافقتها في جولة داخل المعرض، وقدمت شرحاً حول محتوياته وأهمية القطع الأثرية المعروضة، مشيرة إلى أن المعرض سيستمر حتى نهاية شهر أيلول/سبتمبر 2026.

L'Ambasciatrice Abu Amara visita la mostra "Gaza: Il futuro ha un cuore antico" a Torino

Torino – Italia: L'Ambasciatrice dello Stato di Palestina presso la Repubblica Italiana e Rappresentante Permanente presso le Agenzie delle Nazioni Unite a Roma, Mona Abu Amara, ha visitato la mostra "Gaza: Il futuro ha un cuore antico", organizzata dalla Fondazione Merz in collaborazione con il Ministero Palestinese del Turismo e delle Antichità, proprietario della collezione archeologica esposta.

La mostra presenta 77 reperti archeologici palestinesi provenienti da Gaza, il più antico dei quali risale a oltre quattromila anni fa, testimoniando la profondità della civiltà palestinese e il suo legame storico con la propria terra.

Ad accogliere l'Ambasciatrice è stata Beatrice Merz, Presidente della Fondazione Merz, che l'ha accompagnata nella visita illustrando il valore storico e culturale dei reperti esposti e annunciando che la mostra rimarrà aperta al pubblico fino alla fine di settembre 2026.

Ambassador Abu Amara Visits the Exhibition "Gaza: The Future Has an Ancient Heart" in Turin

Turin – Italy: The Ambassador of the State of Palestine to the Italian Republic and Permanent Representative to the United Nations Agencies in Rome, Mona Abu Amara, visited the exhibition "Gaza: The Future Has an Ancient Heart", organized by the Fondazione Merz in partnership with the Palestinian Ministry of Tourism and Antiquities, which owns the archaeological collection on display.

The exhibition features 77 Palestinian archaeological artifacts from Gaza, with the oldest dating back more than 4,000 years, reflecting the depth of Palestinian civilization and its enduring historical connection to the land.

Ambassador Abu Amara was welcomed by Beatrice Merz, President of Fondazione Merz, who accompanied her throughout the exhibition, explaining the historical significance of the collection and noting that the exhibition will remain open until the end of September 2026.

During the visit, Ambassador Abu Amara praised the efforts of Fondazione Merz, the Palestinian Ministry of Tourism and Antiquities, and all partners involved in bringing the exhibition to Italy. She stressed that safeguarding Palestinian cultural heritage is an essential part of protecting Palestinian national identity, particularly in light of ongoing Israeli attempts to erase the Palestinian presence, appropriate Palestinian antiquities, and distort the historical narrative.

She added that presenting Palestinian archaeological heritage in museums and cultural institutions around the world not only highlights the richness of Palestine's civilization but also strengthens the Palestinian narrative and reinforces the historical connection of the Palestinian people to their land over thousands of years.

At the conclusion of the visit, Ambassador Abu Amara reaffirmed the Embassy of the State of Palestine's full readiness to expand cooperation with Fondazione Merz and the Palestinian Ministry of Tourism and Antiquities in support of future cultural initiatives aimed at preserving and promoting Palestinian heritage internationally.

تورينو – إيطاليا: شاركت سفيرة دولة فلسطين لدى الجمهورية الإيطالية والممثل الدائم لدى وكالات الأمم المتحدة في روما، منى أبو عمارة، في البرنامج التدريبي "الدبلوماسية من أجل التنمية للدبلوماسيين الفلسطينيين الشباب"، الذي ينظمه مركز التدريب الدولي التابع لمنظمة العمل الدولية (ITCILO)، بمشاركة خمسة وعشرين دبلوماسياً ودبلوماسية من مقر وزارة الخارجية والمغتربين الفلسطينية ومن عدد من البعثات الدبلوماسية الفلسطينية حول العالم.

كما نقلت للمشاركين تجربتها العملية في إدارة العلاقة بين التمثيل الدبلوماسي الرسمي والجاليات الفلسطينية في الخارج، متوقفة عند خصوصية الحالة الفلسطينية، حيث إن اللاجئين الفلسطينيين، منذ النكبة وحتى حرب الإبادة المستمرة على قطاع غزة وما يتعرض له الفلسطينيون من تهجير قسري وتطهير عرقي في الضفة الغربية بما فيها القدس الشرقية، اضطروا إلى مغادرة وطنهم بسبب الاحتلال، الأمر الذي يفرض على الدبلوماسي الفلسطيني التعامل مع هذه الخصوصية الوطنية والإنسانية في مختلف الملفات.

واستعرضت أبو عمارة عدداً من الأمثلة العملية التي واجهتها السفارة، وفي مقدمتها ملف الإجلاء الطبي للجرحى والمرضى الفلسطينيين من قطاع غزة إلى إيطاليا، مستعرضة التحديات القانونية والإدارية والإنسانية التي صاحبت هذا الملف، مؤكدة أن العمل الدبلوماسي يتطلب التعلم المستمر، وأن الخبرة تُبنى من خلال التعامل اليومي مع القضايا المعقدة وإيجاد الحلول لها.

وأضافت أنه منذ تسلمها مهامها في إيطاليا، كان أول قرار اتخذته هو زيارة مختلف المحافظات والمدن الإيطالية، بهدف التواصل المباشر مع أبناء الجالية الفلسطينية والاطمئنان على أوضاع الفلسطينيين القادمين من قطاع غزة للعلاج أو الإقامة المؤقتة، مؤكدة أن بناء جسور الثقة والتواصل مع أبناء الشعب الفلسطيني في الخارج يشكل جزءاً أساسياً من عمل السفارة، إلى جانب تعزيز علاقات التعاون مع المؤسسات والسلطات المحلية الإيطالية.

كما تناولت السفيرة الدور المحوري الذي تضطلع به وكالة الأمم المتحدة لإغاثة وتشغيل اللاجئين الفلسطينيين (الأونروا)، مؤكدة أهمية الحفاظ على الوكالة والتصدي لمحاولات استهدافها أو استبدالها بأي آليات أخرى، موضحة أن الأونروا لا يمكن تعويضها عملياً لما تمتلكه من بنية مؤسسية وكوادر وخبرة متراكمة، إضافة إلى الدور السياسي والقانوني المرتبط بتفويضها الأممي وقضية اللاجئين الفلسطينيين وحقهم في العودة. وأضافت أن السفارة تحرص على نقل هذه الرسالة باستمرار في لقاءاتها مع المنظمات الدولية التي تتخذ من روما مقراً لها، وكان آخرها خلال كلمتها أمام المجلس التنفيذي لبرنامج الأغذية العالمي.

وفي ختام اللقاء، أجابت السفيرة أبو عمارة عن أسئلة المشاركين، مؤكدة أن الدبلوماسي الفلسطيني يحمل مسؤولية استثنائية تتجاوز المهام الدبلوماسية التقليدية، لأن مهمته ترتبط بالدفاع عن شعب يعيش تحت الاحتلال ويواجه انتهاكات جسيمة للقانون الدولي. وأضافت أن ما يمر به الشعب الفلسطيني يجب أن يكون دافعاً للاستمرار في العمل رغم مشاعر الإحباط والحزن، مؤكدة ضرورة مواصلة الجهود حتى لا تبقى فلسطين الاستثناء الوحيد في تطبيق القانون الدولي ومواثيق حقوق الإنسان.

Torino – Italia: L'Ambasciatrice dello Stato di Palestina in Italia e Rappresentante Permanente presso le Agenzie delle Nazioni Unite con sede a Roma, Mona Abu Amara, ha partecipato al programma di formazione "Diplomazia per lo Sviluppo per Giovani Diplomatici Palestinesi", organizzato dall'International Training Centre dell'Organizzazione Internazionale del Lavoro (ITCILO), con la partecipazione di venticinque giovani diplomatici provenienti dal Ministero degli Affari Esteri e degli Espatriati dello Stato di Palestina e dalle missioni diplomatiche palestinesi.

Ha ricordato che i rifugiati palestinesi, dalla Nakba fino alla guerra di genocidio in corso nella Striscia di Gaza e alle politiche di trasferimento forzato e pulizia etnica in Cisgiordania, compresa Gerusalemme Est, sono stati costretti a lasciare la propria terra a causa dell'occupazione israeliana, una realtà che richiede una particolare sensibilità nell'azione diplomatica.

Tra gli esempi pratici presentati, Abu Amara ha illustrato il dossier dell'evacuazione medica dei feriti e dei malati palestinesi provenienti da Gaza e trasferiti in Italia per cure specialistiche, soffermandosi sulle difficoltà amministrative, legali e umanitarie affrontate dall'Ambasciata. Ha sottolineato che il lavoro diplomatico richiede un apprendimento continuo e che l'esperienza si costruisce affrontando quotidianamente nuove sfide.

Ha inoltre raccontato che, sin dal suo insediamento in Italia, la sua prima iniziativa è stata visitare le diverse regioni e città italiane per incontrare la comunità palestinese e i cittadini arrivati da Gaza, sottolineando che il rafforzamento del legame con la diaspora rappresenta una parte fondamentale della missione diplomatica palestinese.

Nel suo intervento ha poi ribadito il ruolo insostituibile dell'UNRWA, evidenziando che nessun'altra organizzazione può sostituirne le funzioni, sia per le capacità operative e logistiche, sia per il mandato politico e giuridico legato ai rifugiati palestinesi e al diritto al ritorno. Ha ricordato che questa posizione viene costantemente ribadita dall'Ambasciata nei suoi rapporti con le organizzazioni delle Nazioni Unite con sede a Roma, anche recentemente durante il Consiglio Esecutivo del Programma Alimentare Mondiale.

Al termine dell'incontro, l'Ambasciatrice ha risposto alle domande dei partecipanti, affermando che il diplomatico palestinese svolge una missione che va oltre la diplomazia tradizionale, poiché rappresenta un popolo che continua a vivere sotto occupazione e a subire gravi violazioni del diritto internazionale. Turin – Italy: The Ambassador of the State of Palestine to Italy and Permanent Representative to the United Nations Agencies in Rome, Mona Abu Amara, participated in the "Diplomacy for Development for Young Palestinian Diplomats" training programme, organized by the International Training Centre of the International Labour Organization (ITCILO), with the participation of twenty-five diplomats from the Palestinian Ministry of Foreign Affairs and Expatriates and Palestinian diplomatic missions abroad.

In her opening remarks, Ambassador Abu Amara expressed her appreciation to the Italian Ministry of Foreign Affairs and International Cooperation and the ITCILO for organizing the programme, stressing the importance of investing in the next generation of Palestinian diplomats as an investment in the future of Palestinian diplomacy. She encouraged participants to make the most of the training opportunity, emphasizing that every new skill acquired strengthens the ability of Palestinian diplomats to represent their country and advocate for the just cause of the Palestinian people.

During the session, the Ambassador reviewed Palestinian-Italian relations, explaining that the ongoing dialogue with the Italian Government is firmly grounded in international law, human rights, international conventions, and relevant United Nations resolutions on Palestine, with the objective of translating these legal principles into concrete policies and official positions.

She also shared her practical experience regarding the relationship between official diplomatic representation and the Palestinian diaspora, highlighting the unique nature of the Palestinian experience. She noted that Palestinian refugees, from the Nakba to the ongoing genocidal war in the Gaza Strip and the forced displacement and ethnic cleansing affecting the occupied West Bank, including East Jerusalem, were uprooted from their homeland because of the occupation. This reality, she stressed, requires Palestinian diplomats to approach their work with a deep understanding of these unique historical and humanitarian circumstances.

Among the practical examples she presented was the Embassy's work on the medical evacuation of injured and sick Palestinians from the Gaza Strip to Italy for treatment. She outlined the legal, administrative, and humanitarian challenges encountered throughout the process, emphasizing that diplomacy is a profession of continuous learning and that experience is built through confronting complex challenges and finding practical solutions.

Ambassador Abu Amara also explained that upon assuming her post in Italy, one of her first priorities was to visit cities and regions across the country to meet Palestinian communities and Palestinians arriving from Gaza, stressing that maintaining close ties with the diaspora is an essential part of the Embassy's mission alongside strengthening cooperation with Italian institutions and local authorities.

She further highlighted the indispensable role of UNRWA, emphasizing that no alternative organization can replace the Agency, both because of its operational capacity and infrastructure and because of its unique political and legal mandate concerning Palestinian refugees and their right of return. She noted that the Embassy consistently conveys this message in its engagement with the UN agencies headquartered in Rome, including most recently during her address to the Executive Board of the World Food Programme.

Concluding the session, Ambassador Abu Amara answered participants' questions and stressed that Palestinian diplomats carry responsibilities that extend beyond traditional diplomatic duties. Representing a people living under occupation and enduring grave violations of international law requires unwavering commitment and perseverance. She concluded by urging the young diplomats to remain motivated despite the challenges and to continue working so that Palestine does not remain the exception to the implementation of international law and universal human rights standards.
