Today, a dangerous sexual predator was convicted after targeting five women in under an hour. Abdelkarim Arfaoui was found guilty on all counts following a Royal Court trial.
The accompanying body-worn video shows the moment officers arrested Arfaoui on Tunnel Street, just minutes after the first reports were made to police.
This case is a powerful reminder of why reporting matters.
The first victim contacted police at 7:06am. A second report followed shortly afterwards. Within minutes, officers identified and arrested the offender, preventing the risk of further harm to others. As the investigation progressed, further victims and witnesses came forward, helping detectives build the case that has now resulted in convictions on every count.
Today's outcome would not have been possible without the courage of the women who reported what happened and supported the investigation throughout the court process.
It is also a testament to the determination of those involved in the investigation. Detectives reviewed many hours of CCTV footage, carried out extensive house-to-house enquiries and obtained statements from dozens of witnesses to piece together the defendant's movements and the full extent of his offending.
We would also like to thank our local media who assisted by sharing witness appeals at pace. Following those appeals, additional witnesses and victims came forward with vital information.
This week our Policing and Crime Statistics report was published. It shows that reports of sexual offences have increased over recent years, and reporting confidence plays an important role in those figures. This case demonstrates exactly why we encourage victims, witnesses and anyone concerned about suspicious or predatory behaviour to come forward. A single phone call can make a significant difference.
Sexual violence has no place in our Island community. We will continue to work tirelessly to protect victims, pursue offenders and bring those responsible to justice.
