Financial Intelligence Unit - Jersey Responsible for receipt, analysis and dissemination of intelligence to prevent ML/FT

The Financial Intelligence Unit (FIU) serves as Jersey's national intelligence agency and competent authority responsible for the receipt, analysis and dissemination of intelligence developed from the submission of Suspicious Activity Reports (SARs) and other reporting aligned with Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) reporting obligations. We are central to al

l aspects of countering these threats, both to the island and internationally, and along with other domestic and international competent authorities, we play a pivotal role in Jersey's AML/CFT strategy. We are a member of the Egmont Group of FIUs and adhere to the Egmont Group Statement of Purpose and its Principles of Information Exchange between FIUs. Additionally, we also operate in accordance with FATF's recommendations and standards.

FIU-Jersey will be closed from this Friday, 3rd to Monday, 6th April 2026, to observe the weekend of Good Friday and Easter Monday. We will reopen as normal on Tuesday, 7th April. Wishing everyone a happy and peaceful Easter.

We have published our ( ) quarterly report which covers submissions to the during the last quarter of 2025.

Key trends are:
1. 641 SARs were submitted to the FIU in the period of October 1st - December 31st 2025. This is circa 33% increase compared to the same period in 2024.
2. 110 SARs in Q4 2025 reported suspicion but stated the business had been declined, which is the most declined business SARs received in anyquarter of 2025 both in absolute and relative terms.
3. continued to be the largest reporting sector, accounting for 44.9% of all SARs submitted in Q4 2025.
4. Fraud was the most common predicate criminality indicated on SARs (34.3% of SARs).
5. Fraud / false accounting (26.2%) and account activity not in keeping with Know Your Client ( ) (18.6%) have remained as the most frequently selected grounds fordisclosure in 2025.

⚠️Keep safe from impersonation scams ⚠️

Scammers will spoof phone numbers, fake official looking messages, or claim you’re under investigation. Anything to panic you into action.

Their goal? Simple. Pressure you into giving information or making a payment.

Scammers can pretend to be trusted organisations or people, such as banks, delivery services, government agencies, or even colleagues or family members.

Be wary of phrases like:
‘Your account has been locked, act now to avoid charges.’
‘You owe an outstanding fee and failure to pay will result in legal action.’
‘We’ve detected suspicious activity. Confirm your identity immediately.’

Stop – hang up, pause, and take a breath.
Challenge – contact the organisation directly using a number or website you trust.
Protect – never share one time passcodes, login details, or card numbers with anyone.

🔥We've published a new 🔥 - In line with our aim to assist greater understanding of the risks posed to Jersey, as an International Finance Centre ( ), we've published below our seventh typology.

👉This month's typology examines a fictional case of Client X, a posing as a South Korean National and funds through his Jersey bank account for purposes.

👉 This typology highlights the importance of understanding your client's business and transactional profiles. The associated risks and red flags, highlighted by the unusual payment patterns, include frequent use of Electronic Money Institutions ( ) and exchanges, as well as multiple transactions with unknown third parties.

👉 There is also a real risk of Western firms being targeted by DPRK workers disguised as freelance IT workers who fraudulently or with the permission of non-DPRK nationals allow their identity to be used to generate revenue for the DPRK regime. Funds obtained through perceived legitimate contracts are moved through multiple and , including via , to obscure their origin.

🔥If you work in 's , this posting is for you. We have published our quarterly statistics for Q3 2025. The report primarily looks at reporting from Jersey's for the period from July to September this year. Also, it shows trend comparisons for Q1 and Q2 2025, as well as comparisons against last year.

⭐ The top 9 key findings are: ⭐
👉 531 SARs were received in Q3 2025 - a 29% increase compared to the same quarter in 2024.
👉 The number of SARs received in Q3 is higher than the number received in Q1 and Q2 of 2025. This is assessed to be partially driven by an
increase in reporting from the sector.
👉 continued to be the largest reporting sector, accounting for 61.2% of all SARs submitted in Q3, followed by the (20.1%) and then the sector (5.3%).
👉 The VASP sector in Jersey expanded in Q3 2025, which has led to an increase in reporting.
👉 was the most common indicated on SARs (40.9% of SARs).
👉 The FIU provided on 75.6% of occasions, withheld it on 19.8% of occasions, and the matter was not considered a consent matter on 2.5% of occasions. In many cases, consent was withheld because insufficient information wasn't available for the FIU to make a decision.
👉 Fraud and were the most commonly selected grounds for disclosure for other-undetermined SARs in Q3 2025.
👉 The top country for predicate criminality identified was the .
👉 The quality of increased to 95.1% of reports (505), which were deemed to be of a good standard of disclosure. With only one report failing to meet the required standard.

👉This month's typology examines a fictional case of a Client's personal and business history and why he was exited as a client after concerns around transactions and payments to and from his accounts.

👉 This typology examines the importance of understanding country, product, and channel for a client's business. Indeed, the need to examine transactional activity to understand illicit activity.

👉 In addition, within banking groups, sometimes too much reliance can be placed on one bank within the same that may not conduct sufficient , or ( ) checks.
