We’re Not Against NaRRA - We’re Against Poor Oversight!

Sen. Cleveland Tomlinson addressed the NaRRA funding debate last night on All Angles.

He pointed to the gap between the PM’s claim that the government is spending “tactically” on traceable projects, and the Auditor General’s finding that there was no commitment or plan attached to the funds when assessed. If the plan came later, he asked, why wasn’t it provided to the AG?

For Tomlinson, the bigger issue is Jamaica’s long-standing implementation deficit. Governments announce projects, but the capital budget often isn’t spent efficiently.

His position: the opposition has never opposed NaRRA’s purpose. The demand is for proper governance and accountability given the billions it will manage. To frame that as being “against NaRRA” is just another red herring.

“How Distant Was the PM Really?”

Last night on All Angles, Sen. Cleveland Tomlinson responded to the PM’s statement that he wasn’t involved in the NaRRA CEO selection.

Tomlinson’s point: the Cabinet Secretary was on the recruitment panel, and she reports directly to the PM as head of the civil service. So he questioned how much distance the PM could really claim.

The opposition’s stance hasn’t changed. Tomlinson said concerns from when the bill first came to Parliament haven’t been allayed by the amendments or by the CEO appointment.

He expects the CEO to act with the highest integrity and for NaRRA to deliver. But he stressed that civil society and the opposition will stay vigilant, pointing to loopholes in the law that allow for weak accountability and transparency.

Peter Bunting Probes Billions in Recovery Funds and Future of WiPay at PAAC

Peter Bunting, MP, sought clarity on how billions in recovery funds have been distributed across various payment methods, including digital vouchers, prepaid cards, remittance agencies, and direct deposits.

During the discussion, questions were also raised about the continued use of the WiPay system that had been introduced to manage and monitor the distribution of hardware materials under the recovery programme. Mr. Bunting sought clarification on whether the system would remain relevant as the programme transitions into the next phase focused more heavily on roof repairs and cash-based assistance.

The exchange focused on transparency, accountability, and ensuring that the systems being used remain effective as recovery efforts evolve.

Today at PAAC, Omar Newell, MP, questioned the selection process used for vendors participating in the Wi Pay programme, particularly the criteria used to determine which hardware stores and suppliers were included.

He sought clarity on how recommendations were made, noting concerns from businesses that are tax compliant, accessible, and already involved in other government procurement programmes but were reportedly left out of the process.

Mr. Newell also raised concerns about how vendor selection impacts the cost and accessibility of materials for beneficiaries, especially when merchants chosen may be difficult to reach or have limited locations. He pressed for greater transparency and objectivity in the process used to shortlist and approve participating businesses.
