The Office of the Political Ombudsman

The Office of the Political Ombudsman On August 30, 1996 the Honourable P.J. b) Is likely to prejudice good relations between supporters of various political parties.

The Office of the Political Ombudsman is a neutral and independent Commission of Parliament, which ensures standards in politics, and holds political actors accountable to the public. In their vow to eliminate political crime and violence the political leaders of Jamaica sought to establish a body that was in no way connected to the political machinery of the country. Patterson, announced that aft

er consultation with the two major political parties, the National Democratic Movement and other organizations, he had decided to appoint a broad based National Committee to consider and recommend practical steps to reduce Political tensions and violence. The Committee’s report cited the views of the then leader of the National Democratic Movement, the Leader of the Opposition and the Prime Minister at the time. Six years later, on June 11, 2002, the National Committee on Crime and Violence, articulated as its primary recommendation:

‘The Political leadership of the country must recommit to a set of values and a code of conduct consistent with the vision of a safe, peaceful and prosperous Jamaica”

The Committee further recommended the appointment of a Political Ombudsman, and with the unanimous support of the two major political parties, the Office was established, as a commission of Parliament, to conduct investigations in accordance with the provisions of the Act. The Ombudsman is an official appointed by the Governor-General by instrument under the Broad Seal after consultation with the Prime Minister and the Leader of the Opposition. The Political Ombudsman has a significant degree of independence, and is charged with representing the interests of the public by investigating and addressing complaints reported by individuals. Section 12 of the Political Ombudsman Interim Act, provides that the Political Ombudsman shall investigate any action taken by a political party, its members or supporters, where he is of the opinion that such action:

The Ombudsman will conduct investigations into actions that she believes constitute or are likely to constitute a breach of the Agreement and Declaration on Political Conduct (the Code). The Code was agreed on and remains in force between the People’s National Party, the Jamaica Labour Party and all other legitimate political parties in Jamaica. . International Democracy Day was first observed in 2008 following a UN resolution by Qatar, which was adopted by the United Nations General Assembly. It calls for governments to promote or consolidate new or restored democracies.

International Democracy Day reminds us to develop our democracy with the ideas of political freedom, electoral integrity, good governance and the rule of law. We can enhance this by practising the same principles in the home, at church, at school, at work, and in our social interactions, marked by respect, equality, and problem-solving.
