Some 16 resident and non resident United Nations organizations work actively in Jamaica. These include United Nations Development Programme

We work together as the United Nations Country Team (UNCT) to support the development efforts in Jamaica and several countries in the Caribbean Region. While each organization has programmes and projects in line with its own mandate, the United Nations Coun

try Team ensures that these programmes reinforce each other and provide the most effective aid in a well-coordinated manner. This is achieved by a Common Country Assessment (CCA); the UN's evaluation of the country situation and the resulting United Nations Development Assistance Framework (UNDAF). The UNDAF represents a comprehensive guide for development cooperation activities, it is based on the Country's National priorities and needs for development within the context of the Millenium Development Goals (MDGs) and the other international commitments. FAO Assistant Director-General and Regional Representative for Latin America and the Caribbean, Rene Orellana Halkyer, made his first official visit to Jamaica, meeting farmers and fishers in Springfield, Beacon and Calabash Bay communities, impacted by Hurricane Melissa.

The ADG was joined by Franklin Witter, State Minister of Agriculture, Fisheries and Mining ; Ambassador Shorna Kay Richards, Under-Secretary for Multilateral Affairs ; Marianne Ziss, Ambassador of France; and Gaspard Van Goethem, from Embassy of Belgium.

Following the hurricane, FAO supported Jamaica through damage assessments, satellite monitoring and technical cooperation, allocating USD 350,000 for early recovery support.

FAO and the Government of Jamaica are also advancing the USD 50 million project and implementing emergency support for artisanal fishers and smallholder farmers through cash vouchers, climate resilience training and sustainable boat-building training through the introduction of the “unsinkable boat” concept.

UN Resource Allocation: Where Did the Funding Go?

An analysis of resource allocation by Sustainable Development Goal (SDG) reveals a heavy concentration of funding in three priority areas:

- SDG 2 (Zero Hunger): Led with USD 27.6 million allocated and USD 15.9 million spent, reflecting sustained efforts to bolster food security and resilient agriculture.

- SDG 13 (Climate Action): Received USD 13 million (with USD 6.4 million spent), underscoring the urgency of regional climate resilience.

- SDG 3 (Good Health & Well-Being): Ranked third with USD 5.9 million allocated and USD 4.3 million spent on strengthening healthcare systems.

Expenditure trends closely mirrored these allocations, indicating strong alignment between funding and implementation. Conversely, SDG 7 (Affordable and Clean Energy) received the lowest investment at just USD 30,802. This stark contrast highlights a critical financing gap in sustainable energy, signaling a need for strategic resource mobilization to ensure a more balanced approach to the global goals.

FAO Assistant Director-General (ADG) and Regional Representative for Latin America and the Caribbean, Rene Orellana Halkyer, conducted his first official visit to Jamaica.

The ADG met with Minister to discuss post-Hurricane Melissa support to farmers and fishers, the US$50M project co-managed by FAO and priorities under the National Agricultural Development Plan.

Minister and the ADG discussed the ongoing Red Snapper Mariculture Pilot Project implemented with FAO, strengthening cold storage capacity and improving infrastructure resilience at fishing beaches affected by recent hurricanes.

Discussions also focused on Country Programming Framework for 2027-2031, productivity gains achieved through greenhouse farming in Jamaica and the need to revise infrastructure designs for increasingly severe weather events.
