​📊 Pre-Hurricane Status Report: April–Sept 2025

​How Jamaica stood before the storm.

​The GOOD NEWS👏🏽👏🏽👏🏽

​Economic Growth: GDP grew by 3.3%.
​Jobs: Unemployment hit a record low of 3.3% in July 2025.

​Debt: Our debt-to-GDP ratio dropped to 60.3%. We were on track to hit our 2028 targets two years early.
​Money in the Bank: Tax revenues were higher than expected, leading to a $22.9 billion fiscal surplus.

​THE WARNING SIGNS (The Fine Print)⚠️⚠️⚠️

​The IFC pointed out that the "surplus" wasn't necessarily because we were ahead of schedule, but because we weren't spending the money we had:

​Under-spending on Infrastructure: That $22.9B surplus was largely due to capital under-execution. If we don't build roads and bridges now, we hurt tax revenue and growth later.

​Wage Risks: Unsettled public sector wage talks meant costs could spike unexpectedly.

​Revenue Reality Check: The IFC warned that tax revenues might drop in the second half of the year due to an over-calculated tax base.
