الوكالة البلجيكية للتعاون الدولي وبنك تنمية المدن والقرى يقودون حوارا رفيع المستوى لترسيخ التنمية الاقتصادية المحلية المستدامة في التخطيط البلدي القائم على الأدلة شمال الأردن
في إطار برنامج التوظيف وسبل العيش (ELP) المموّل من الاتحاد الأوروبي، قادت كل من الوكالة البلجيكية للتعاون الدولي (Enabel) و بنك تنمية المدن والقرى - الأردن CVDB - Jordan يوم الثلاثاء الموافق ١٩ أيار ٢٠٢٦، حوارا رفيع المستوى حول السياسات بعنوان "التخطيط البلدي القائم على الأدلة والميزة التنافسية في بلديات شمال الأردن" وذلك بالشراكة مع مؤسسة "إكسبكتيشن ستيت"(Expectation State).
ويأتي هذا الحوار ضمن الجهود التي تقودها الوكالة لتعزيز نهج التخطيط القائم على الأدلة ودعم البلديات في تحديد أولوياتها التنموية على أسس اقتصادية واضحة ومستدامة.
وتركزت النقاشات على تحليل نقاط القوة والتحديات التي تواجه البلديات في شمال الأردن، إلى جانب تحديد المزايا التنافسية التي يمكن البناء عليها وتحويلها إلى فرص استثمارية قابلة للتنفيذ، بما يسهم في تحقيق نمو اقتصادي شامل ومستدام.
وشهد الحوار حضور ممثلين عن السفارة البلجيكية في الأردن وبعثة الاتحاد الأوروبي، إلى جانب رؤساء البلديات وعدد من الفاعلين المحليين، حيث أكّد هذا الحضور على أهمية النهج التشاركي الذي تقوده الوكالة البلجيكية في تعزيز كفاءة التخطيط البلدي، وتوسيع آفاق المشاركة الاقتصادية، ودعم إدماج اللاجئين في المجتمعات المحلية.
وخلال الجلسة الافتتاحية، ألقى الشركاء الرئيسيون كلماتهم وفق التسلسل المؤسسي والدبلوماسي، بما يعكس الشراكة الاستراتيجية الداعمة لهذا التوجه التنموي.
وفي هذا السياق، أكد مدير برنامج "التوظيف وسبل العيش" في الوكالة البلجيكية، دوتشيو فيرارو، أن التخطيط البلدي القائم على الأدلة يمثل حجر الأساس في تعزيز التنمية الاقتصادية المحلية المستدامة، وأضاف: "من خلال قيادتنا لهذا الحوار، نسعى إلى تمكين البلديات من اتخاذ قرارات مستندة إلى بيانات دقيقة، بما يعزز استثمار مواردها المحلية ويخلق فرصاً اقتصادية شاملة ومستدامة."
وفي هذا للسياق أكدت مؤسسة إكسبكتيشن ستيت، على "أن التركيز على التحليل الاقتصادي المراعي للسياق المحلي يتيح لنا العمل عن كثب مع السلطات البلدية لتحديد نقاط القوة الكامنة، وتحويل الخصائص الفريدة لكل بلدية إلى مزايا تنافسية قابلة للتنفيذ والاستثمار وخلق قرص عمل مستدامة."
وتضمن البرنامج جلسات رئيسية شملت عروضاً تحليلية للاقتصادي البلدي، إضافة إلى حلقات نقاشات مستديرة تناولت القطاعات الواعدة وفرص خلق فرص العمل، فضلا عن العمل على تحديد الأولويات الأولية للمزايا التنافسية وصياغة الخطوات المستقبلية لتعزيز التنسيق المؤسسي بين البلديات.
ويؤكد هذا الحدث الدور المحوري الذي تضطلع به Enabel في قيادة الجهود الرامية إلى دعم التنمية المحلية في الأردن، وذلك في إطار برنامج التوظيف وسبل العيش (ELP) الممول من الاتحاد الأوروبي، والذي يهدف إلى تحقيق تنمية اقتصادية شاملة ومستدامة في المملكة.

Enabel and the Cities & Villages Development Bank Lead Key Policy Dialogue to Advance Sustainable Local Economic Development through Evidence-Based Planning for Northern Jordan
Under the framework of the EU-funded Employment and Livelihood Programme (ELP), the Belgian agency for international cooperation in Jordan (Enabel) and the Cities and Villages Development Bank (CVDB) led a key policy dialogue on Tuesday, 19 May 2026, titled “Evidence-Based Municipal Planning and Competitive Advantage in Northern Jordan Municipalities”. The dialogue was organized in partnership with Expectation State.
This dialogue forms part of Enabel’s ongoing efforts to promote evidence-based planning approaches and support municipalities in defining their development priorities on clear and sustainable economic foundations. The event brought together high-level representatives from government institutions, municipalities, and key economic stakeholders to review the findings of the Jordan Municipal Observatory and explore opportunities for local economic development.
Discussions focused on analyzing the strengths and challenges facing municipalities in Northern Jordan, as well as identifying competitive advantages that can be leveraged and transformed into actionable investment opportunities, contributing to inclusive and sustainable economic growth.
The dialogue was attended by representatives of the Embassy of Belgium in Amman and the European Union in Jordan, alongside mayors and local stakeholders. This high-level participation underscored the importance of the collaborative approach led by Enabel in enhancing the effectiveness of municipal planning, expanding economic participation, and supporting the inclusion of refugees in host communities.
During the opening session, key partners delivered remarks in line with institutional and diplomatic protocol, reflecting the strategic partnership underpinning this development initiative.
In this context, Mr. Duccio Ferraro, Project Manager of the Employment and Livelihoods Programme at Enabel, stated: “Evidence-based municipal planning is a cornerstone for advancing sustainable local economic development. Through leading this dialogue, we aim to empower municipalities to make data-driven decisions that strengthen the use of local resources and generate inclusive and sustainable economic opportunities.”
In the same context, Expectation State emphasized that: “Focusing on context-sensitive economic analysis enables us to work closely with municipal authorities to identify latent strengths and transform each municipality’s unique characteristics into actionable and investable competitive advantages that create sustainable job opportunities.”
The programme featured key sessions including presentations on municipal economic analysis, as well as roundtable discussions on promising sectors and job creation opportunities. It also included working sessions to identify initial priorities for competitive advantages and define practical next steps to enhance institutional coordination among municipalities.
This event highlights Enabel’s central role in leading efforts to support local development in Jordan under the EU-funded Employment and Livelihoods Programme (ELP), which aims to foster inclusive and sustainable economic development across the Kingdom.
