‎إن الهجوم على السفن التجارية، الذي أعلن الحوثيون مسؤوليتهم عنه، يُنذر بتصعيد حدة التوترات الإقليمية وتوسيع دائرة التصعيد الراهنة، ما قد يُؤدي إلى جرّ اليمن على نحو أعمق إلى صراع إقليمي. إن استمرار الأعمال العدائية في اليمن سيقوّض آفاق السلام، وسيُسبب عواقب اقتصادية وإنسانية وبيئية وخيمة في المنطقة وخارجها.

‎ويدعو الأمين العام إلى خفض التصعيد فوراً، ويحث الحوثيين على الامتناع عن شن أي هجمات أخرى أو اتخاذ أي خطوات تصعيدية، تمشياً مع قرار مجلس الأمن 2722 (2024) والقرارات اللاحقة ذات الصلة بشأن الهجمات على السفن التجارية وحرية الملاحة في البحر الأحمر. ويجب استعادة الحقوق وحريات الملاحة الدولية في باب المندب ومحيطه استعادة كاملة.

Statement attributable to the Spokesperson for the Secretary-General - on the renewed threats to maritime navigation in the Red Sea

The Secretary-General is deeply alarmed about the resumption of Houthi attacks on commercial vessels transiting the Red Sea and the renewed threats to maritime navigation.

The attack on commercial vessels, claimed by the Houthis, risks further heightening regional tensions and widening the current cycle of escalation with the potential to draw Yemen deeper into regional conflict. Further hostilities in Yemen will undermine prospects for peace, and cause serious economic, humanitarian and environmental consequences across and beyond the region.

The Secretary-General calls for immediate de-escalation and urges Houthis to refrain from any further attacks or other escalatory actions, in line with Security Council resolution 2722 (2024) and subsequent relevant resolutions concerning attacks against commercial vessels and freedom of navigation in the Red Sea. International navigational rights and freedoms in and around Bab al-Mandab must be fully restored.

عمّان، ٢٣ تموز/يوليو 2026 – أشعر بقلق بالغ إزاء استئناف أنصار الله هجماتهم على السفن التجارية، وما ترتب على ذلك من تجدد تعطيل الملاحة البحرية في البحر الأحمر.

على مدى الأسابيع الماضية، عقدتُ سلسلة مكثفة من اللقاءات والمشاورات مع أطراف يمنية وجهات فاعلة إقليمية ودولية. وفي ظل تصاعد التوترات، تظل أولويتي الحفاظ على مكتسبات هدنة عام 2022، ومنع العودة إلى صراع أوسع نطاقاً، وتهيئة الظروف اللازمة لعملية سياسية شاملة.

إن الأعمال التصعيدية تنذر بدفع اليمن نحو مزيد من المواجهة، وتعميق انخراطه في بيئة إقليمية متقلبة أصلًا، وزيادة معاناة الشعب اليمني. لا يزال من الممكن تغيير المسار والتوجه نحو مفاوضات تضع مصالح اليمن وشعبه في صميمها. ومن شأن التوصل إلى تسوية سياسية تفاوضية في اليمن أن يسهم أيضاً في تعزيز الاستقرار في المنطقة.

Statement by the UN Special Envoy on recent escalation

Amman, July 23, 2026 - I am alarmed by the resumption of attacks by Ansar Allah on commercial shipping and the renewed disruption of maritime navigation in the Red Sea.

Over the past weeks, I have engaged intensively with Yemeni, regional and international stakeholders. Amid deepening tensions, my priority remains to preserve the gains of the 2022 truce, prevent a return to wider conflict, and create the conditions for an inclusive political process.

Escalatory actions risk putting Yemen on a path toward further confrontation, drawing the country deeper into an already volatile regional environment, and deepening the suffering of the Yemeni people. It is still possible to change course and move towards negotiations that address Yemen’s political, economic and security challenges and put the interests of its people at the centre. A negotiated political settlement in Yemen would also contribute to greater stability in the region.

"Also on a related note, we have seen the reports and are very much concerned by the renewed Houthi threats against Saudi Arabia, against freedom of navigation, and the risk of an even wider regional escalation.

We call for immediate de-escalation. We urge all parties to address their differences through dialogue and diplomacy.

We reiterate that Security Council resolution 2722 (2024) and subsequent resolutions related to Houthi attacks against merchant and commercial vessels must be fully respected."

المبعوث الخاص للأمم المتحدة يواصل مشاوراته في الرياض بشأن خفض التصعيد

عمان، 19 يوليو/تموز 2026 - اختتم المبعوث الأممي الخاص إلى اليمن، هانس غروندبرغ، اليوم زيارته إلى الرياض، حيث التقى رئيس المجلس القيادي الرئاسي، رشاد العليمي، وسفير المملكة العربية السعودية لدى اليمن، محمد ال جابر، بالإضافة الى ممثلين عن الدول الخمس دائمة العضوية في مجلس الأمن التابع للأمم المتحدة.

وركزت المناقشات على الحاجة إلى خفض التصعيد بشكل فوري، وضرورة اتفاق الأطراف على مسار للمضي قدماً يحافظ على المكاسب التي تحققت بفضل الهدنة تحت رعاية الأمم المتحدة في عام 2022. كما شدد المبعوث الخاص على أهمية عزل اليمن عن التصعيد الإقليمي الأوسع، والحفاظ على المساحة اللازمة لعملية سياسية شاملة بقيادة يمنية تفضي إلى إنهاء النزاع بشكل كامل.

وسيتوجه المبعوث اليوم إلى مسقط لمواصلة مشاوراته.

UN Special Envoy continues engagements on de-escalation in Riyadh

Amman, 19 July 2026 - The UN Special Envoy for Yemen, Hans Grundberg, concluded a visit to Riyadh today, where he met with the President of the Presidential Leadership Council, Rashad Al-Alimi, the Ambassador of the Kingdom of Saudi Arabia to Yemen, Mohammed Al Jaber, as well as representatives of the five permanent members of the Security Council.

The discussions focused on the need for immediate de-escalation and for the parties to agree on a way forward that preserves the gains of the 2022 UN-brokered truce. The Special Envoy also stressed the importance of insulating Yemen from wider regional escalation and of safeguarding the space for an inclusive, Yemeni-led political process to end the conflict comprehensively.

The Envoy will travel today to Muscat to continue his engagements.
