Researcher well-being is not an employee benefit. It is future capital — an investment that determines a nation’s scientific capacity decades from now.
The National Institute of Science and Technology Policy (NISTEP), MEXT, Japan, has published DISCUSSION PAPER No.253, Researcher Well-being as Long-term Investment: A System Dynamics Analysis with Research Funding Allocation Structures (August 2026).
Using a 100-year system dynamics simulation, the study visualizes how different research funding allocation structures — top-down (competitive) versus bottom-up (institutional) — shape researchers’ motivation and, in turn, research performance and societal impact over time.
▼ Key findings (under the parameter settings used in this study)
• In the model, increasing the share of top-down funding improves research performance in the short term. After roughly 10–20 years, however, the accumulated erosion of researchers’ motivation causes performance and societal impact to decline.
• Even after a policy shift toward a more balanced structure, motivation takes considerable time to recover — around two decades of stagnation before societal impact turns upward again.
• Researcher motivation changes ahead of outcome indicators such as publication counts. By the time a problem becomes visible as falling publication numbers, structural erosion is already well advanced.
The model is not a forecast; it is a means of visualizing the dynamic patterns that funding allocation structures produce.
To be clear, the study does not argue that either funding mode is superior. Top-down funding is indispensable for short-term social implementation; bottom-up funding sustains long-term research capacity through diversity and exploration. The question is structural: how to maintain the dynamic equilibrium between them.
Recent international initiatives in research assessment reform, including DORA and CoARA, have shifted attention beyond publication metrics toward research culture, research environments, and researcher well-being. In Japan, the 7th Science, Technology and Innovation Basic Plan likewise emphasizes an environment in which researchers can pursue curiosity-driven research with greater autonomy. This study offers a theoretical model of those policy directions.
DP No.244, Research Culture in Dialogue and Practice, described research culture as the soil that nurtures research capabilities. DP No.253 traces how that soil changes over time.
How do researchers living well and the creativity of science relate to one another? There is as yet no definitive answer. To address this question head-on, the NISTEP Wellbeing and Research Culture Team (established February 2026) is preparing, this fiscal year, a Nationwide Survey of Researchers on Wellbeing and Research Culture — an attempt with few precedents in Japan or abroad to make visible, with reliability and validity, researchers’ subjective experience and the research culture that sustains it. DP No.253 provides part of its theoretical foundation.
