My Number Cards and Residence Cards
In this article, I will explain the content in the title in an easy-to-understand way for foreign residents. Some of this information may already be familiar to you.
Recently, I have received more questions from foreign residents regarding "My Number Card renewal" and "the integration of the residence card and My Number Card." Therefore, I decided to write this article to explain it as clearly as possible.
First, let me explain the My Number Card.
There are two types of updates for the My Number Card.
The first type is the renewal notice that will be sent from the local municipality about three months before your fifth birthday after your My Number Card was issued. This is related to the procedure for renewing the electronic certificate. If you do not complete the renewal, services such as using your My Number Card as a health insurance card and obtaining official certificates at convenience stores will become unavailable. The renewal fee is free, so please be sure to complete the procedure.
The second type is the renewal notice for the My Number Card itself, which will be sent about three months before your tenth birthday after your My Number Card was issued. This renewal also carries no fee.
However, those under 18 will need to renew their My Number Card approximately every five years since the validity of the card is limited to five years. If the expiration date is exceeded, you will need to reissue your My Number Card, which incurs a fee of 1,000 yen. Additionally, if you lose your card, you will also need to reissue it, which similarly requires the 1,000 yen fee.
For long-term residents, after renewing your residence period, you will need to change the validity period (extension) of your My Number Card at your local municipality. When doing this, please bring the new residence card and the My Number Card, and generally, the person must complete the procedure in person at the window.
Next, a new format of the residence card was introduced on June 14, 2026.
As a result, a facial photograph, which was previously required for applicants aged 16 and over, is now also required for applicants aged one and over.
The old format of residence cards that you currently hold can be used until their expiration date.
Moreover, starting on June 14, 2026, the operation of a "Specified Residence Card," which combines the residence card and My Number Card into a single card, will begin, allowing applications for the "Specified Residence Card."
Interested individuals can apply for the "Specified Residence Card."
※Those with special permanent residency can also apply for the "Specified Special Permanent Resident Certificate" that combines the My Number Card.
The main advantage of the Specified Residence Card and the Specified Special Permanent Resident Certificate is that the procedures related to the residence card and My Number Card can be completed at the same time when the card is issued. Thus, except for some procedures, you will generally no longer need to visit both the Regional Immigration Services Agency office and your municipal office. Obtaining a "Specified Residence Card" and a My Number Card is not a legal obligation. There are no penalties for not obtaining them.
Just as obtaining a My Number Card is voluntary, obtaining a "Specified Residence Card" is also voluntary. It is still possible to have both the residence card and My Number Card.
Additionally, with the introduction of the "Specified Residence Card" and similar, the format for residence cards will also change, so if you do not wish to obtain the "Specified Residence Card," a new format of the residence card will be issued.
In addition, the following system is currently in place.
Since December 2, 2024, Japan has stopped issuing new conventional health insurance cards, transitioning to a system where the "My Number Insurance Card" is the norm for receiving medical treatment. However, for those who do not possess it, paper "Eligibility Confirmation Certificates" will be issued, allowing them to receive insurance medical treatments as before.
※At present, the mandatory acquisition of the My Number Insurance Card is being considered as part of future measures for widespread use, but it is not legally mandated at this point, and obtaining it remains voluntary.
