Prefectural Project Celebrating Ten Years of Sisterhood with Jamaica’s Westmoreland

Fundraiser for Jamaica’s Recovery from Damage Wrought by Hurricane Melissa

On 28 October 2025, Hurricane Melissa hit Tottori’s sister region of Westmoreland hard, leading to extensive loss of life, severe injuries, and damage to homes, schools, and infrastructure. Eight months after the disaster, housing and agriculture still struggle to recover. A full recovery is likely to take more than five years. Even small contributions to restoration can help hasten this process.

An outbreak of hand, foot and mouth disease has been identified in Tottori Prefecture.

Infection may continue to spread. Families with small children and facilities such as daycare centres are particularly at risk. Preventative caution is advised.

■ What is hand, foot and mouth disease?
Hand, foot and mouth disease is an infection causing boils and rash on the hands and feet. It mainly affects young children and is active mostly in summer.
■ What are the primary symptoms?
・Pain inside mouth
・Rash on palm and/or back or underside of feet
・Boils
・Fever (often below 38℃)
Cases normally resolve within three to seven days; in rare cases complications such as meningitis and encephalitis may occur.
■ How is it spread?
・Particulates such as spread by coughing and sneezing
・Direct contact such as touch
・Contact with faeces
Particular caution is advised in the vicinity of kindergartens and day nurseries.
■ Key points for prevention:
✅ Wash hands frequently
✅ Do not share towels
✅ Wash hands thoroughly after changing diapers
✅ Dispose of human waste properly
In patients recovering from hand, foot and mouth disease, the virus remains active in waste matter, making careful hand washing essential in preventing the spread of infection. At present no vaccine exists for this illness.

■ 手足(てあし)口病(くちびょう)は　何(なん)の病気(びょうき)ですか
口(くち)の中(なか)や手(て)、足(あし)に、赤(あか)いぶつぶつや水(みず)が　入(はい)ったぶつぶつが　できる病気(びょうき)です。

手足口病(てあしくちびょう)は、病気(びょうき)がよくなった後(あと)も、しばらく　うんちの中に　病気(びょうき)のもとが　出ます。また、症状(しょうじょう)がなくても、病気(びょうき)のもとを　持(も)っている人(ひと)が　います。
そのため、ふだんから　しっかり手(て)を　洗(あら)うことが　たいせつです。

Foreign nationals are required to complete a disembarkation card (ED card) for submission on arrival.
●This applies to:
・all foreign nationals entering Japan for the first time
Persons in the following categories may submit disembarkation cards electronically via Visit Japan Web:
❌ Holders of re-entry permits (including special)
❌ Holders of special-entry permits
❌ Those eligible under the Japan Status of Forces Agreement（SOFA）
❌ Those eligible under the United Nations Status of Forces Agreement
❌ Those eligible under the Reciprocal Access Agreement（RAA）
●The Immigration Bureau recommends electronic filing of disembarkation cards via Visit Japan Web for speed and smoothness.
✅ All procedures at the airport are easier
✅ Forms can be displayed via QR code
✅ Immigration, customs, and other procedures can all be completed at once
