COUNTY ASSEMBLY ENGAGES EMBU HEALTH WORKERS' UNION AMID ONGOING STRIKE

The County Assembly of Embu today hosted officials of the Embu health workers' union who presented their grievances regarding the implementation of staff promotions and the confirmation of eligible contract employees to permanent and pensionable terms among other matters.

The medics, who are currently on strike following the expiry of a 21-day notice, expressed concerns over the delayed implementation of the agreed promotion framework and sought the Assembly's intervention in resolving the matter.

The delegation was received by the Speaker of the County Assembly, Hon. Josiah Thiriku, alongside the Chairperson of the Committee on Health, Hon. Job Itumo, the Chairperson of the Committee on Budget and Appropriations, Hon. Edwin Njiru, the Chairperson of the Public Accounts Committee, Hon. Paul Muchangi, and the Clerk of the County Assembly, Mr. Jim Kauma.

During the engagement, the union officials presented their concerns while the Assembly leadership provided clarifications on the matters raised. Hon. Paul Muchangi offered valuable insights from the oversight perspective of the Public Accounts Committee, emphasizing the importance of accountability and prudent utilization of public resources in the implementation of staff welfare commitments.

The Clerk of the County Assembly, Mr. Jim Kauma, assured the union officials that the figures and information presented during the discussions were consistent with the official submissions made to the Assembly by the Department of Health, reaffirming the Assembly's commitment to transparency and factual reporting.

The open and constructive dialogue enabled all parties to lay the facts on the table, clear existing misunderstandings, and foster a shared understanding of the issues surrounding the implementation of staff promotions and employment terms.

The County Assembly reaffirmed its constitutional mandate under Article 185 of the Constitution of Kenya, 2010, which vests legislative authority of the county in the County Assembly. In addition to enacting laws, the Assembly exercises oversight over the County Executive to ensure prudent use of public resources, accountability, and effective service delivery to the people of Embu County.

The Assembly remains committed to fostering dialogue, transparency, and accountability while working with all stakeholders to promote amicable solutions that safeguard the welfare of county employees and ensure the uninterrupted delivery of quality healthcare services to the people of Embu County.

The National Treasury has lauded the County Assembly for receiving an unqualified (clean) audit from the Office of the Auditor General for the fiscal year ending June 2025.

An unqualified audit, commonly known as a clean opinion, is a report issued by an independent auditor stating that a company’s financial statements are fairly presented, accurate, and compliant with Generally Accepted Accounting Principles

Treasury Principal Secretary Dr Chris Kiptoo conveyed the message to County Assembly Clerk Kauma Jim through a letter of recommendation complimenting the legislature for the fete.

In his letter, the PS recognized the efforts made by the Assembly to ensure that it’s Financial Statements and cash flows are compliant to the International Public Sector Accounting Standards (IPSAS).

The National Treasury is now encouraging the County Assembly to maintain the impeccable financial position for 2025/2026 and subsequent Financial Years and share it’s experiences and also mentor other devolved institutions on sound accounting and financial reporting practices.

Strengthening Partnerships for Better Service Delivery

The County Assembly of Embu today hosted the Finance and Administration Committee of Winas DT Sacco Limited on a courtesy visit aimed at strengthening the long-standing partnership between the two institutions.
The engagement provided an opportunity to discuss areas of mutual interest, enhance collaboration, and explore initiatives that will promote the welfare of members while fostering effective service delivery.
The County Assembly of Embu remains committed to building strong institutional partnerships that contribute to improved governance, financial empowerment, and sustainable development for the people of Embu County.

Taking into account the importance of Public Participation in shaping government decisions on pertinent issues affecting society, the County Assembly presented an opportunity for Embu residents to give their views and make impactful contributions to the Embu County Budget Estimates for the 2026/2027 Financial Year.
Residents of Kirie, Makima, Ena and Nembure thronged designated venues and endured long sessions to participate in budget making. This move was geared towards decentralising Public Participation forums and empower perceived marginalized areas at the grassroots level to be part of key policy development, enabling them to own the County resource sharing process.

The County Assembly of Embu was today privileged to host a delegation from the County Assembly Service Board of Kitui County led by the Speaker, Hon. Kevin Kinengo Katisya.

The delegation, which included the Acting Clerk Mr. Chris Mwangangi, the Board Vice chairperson Hon. Jacquelyne Kalenga, and other board members, paid a courtesy visit to the County Assembly of Embu where they were received by the Speaker, Hon. Josiah Muriithi, the Clerk of the County Assembly Mr. Jim Kauma, and the board member, Hon. Paul Muchangi.

The visit provided an invaluable opportunity for engagement, knowledge exchange, and the sharing of best practices on matters of legislative governance, administration, and service delivery within county assemblies. Such interactions continue to strengthen institutional partnerships and promote collaboration among devolved units for the benefit of the people we serve.

The County Assembly of Embu today welcomed renowned comedian and content creator Marto Gacungi alongside his comedy crew during a courtesy visit to the Assembly.

During the visit, Marto held engaging discussions with Hon. Julius Karuri, Hon. Fredrick Gatumu (Kamwigunyi), and Hon. Johnson Muchangi (Mwariama). The meeting provided an opportunity for meaningful conversations on the role of comedy and creative arts in society, youth empowerment, and the growing influence of digital content creation.

The leaders and the comedy team also explored potential areas of collaboration and shared ideas regarding an upcoming event aimed at bringing communities together through entertainment, talent promotion, and positive social engagement.

The County Assembly of Embu today had the pleasure of hosting Grade 10 students from Kithegi Mixed Day Senior School on an educational visit aimed at enhancing their understanding of governance and the legislative process.

The students were warmly welcomed by the area MCA, Hon. Julius Karuri, who encouraged them to remain focused on their studies and embrace leadership opportunities as they prepare to become responsible citizens.

During the visit, the learners were taken through the legislative process by Director, David Githaga, who provided valuable insights into the roles and functions of the County Assembly. The students were also introduced to key leadership figures within the Assembly, including the Clerk of the County Assembly, Mr. Jim Kauma, the Speaker, Hon. Josiah Thiriku, the Deputy Speaker, Hon. Swaleh Ibrahim, and the Minority Leader, Hon. John Mbaka.

The visit offered the students a unique opportunity to gain firsthand experience of how county legislation is developed and the important role the Assembly plays in promoting good governance and public participation.
