The Sectoral Committee on Cohesion, Peace and Special Programmes of the Garissa County Assembly has concluded a three-day capacity-building workshop on refugee protection and inclusion held in Naivasha from 8th to 10th June 2026.

Led by Chairperson Hon. Noor Sheikh Farah, the committee participated in the training alongside legislators and policymakers from Turkana and Nairobi City counties.

The workshop was convened by the Directorate of Refugee Services in the Ministry of Interior with the support of Intergovernmental Authority on Development (IGAD), World Bank and the joint Shirika Plan Secretariat.

The training enhanced participants' understanding of refugee governance frameworks and Kenya's Shirika Plan (2025โ€“2036), a national initiative aimed at transitioning refugee camps into integrated and self-reliant settlements while promoting the socio-economic inclusion of refugees.

Discussions focused on aligning county legislation, planning and budgeting with national refugee policies to ensure that both refugees and host communities benefit from development interventions.

Speaking at the conclusion of the workshop, Committee Vice-Chairperson Hon. Khatra Iman said the training had equipped legislators with valuable knowledge to support informed policymaking and effective oversight.

"The knowledge gained from this workshop will be invaluable as we prepare for the next Annual Development Plan (ADP) and County Integrated Development Plan (CIDP). As legislators, we are committed to ensuring that the development needs of both refugees and host communities are adequately reflected in our planning and budgeting processes so that no one is left behind in our development agenda," said Hon. Khatra

The workshop is expected to strengthen the Assembly's legislative and oversight role in supporting peaceful coexistence, sustainable development and the successful implementation of refugee inclusion programmes within Garissa County.

Representatives of the Garissa Farmers Network (GFN) paid a courtesy call to the County Assembly of Garissa to seek guidance on the procedures for formally presenting a public petition regarding recurrent flooding and its impact on farming activities across the county.

The delegation, led by Chairman Abdullahi Abdi and Secretary Amina Issa, was received by Speaker Hon. Abdi Idle Gure and guided by the Assembly Secretariat led by Deputy Clerk Abdi Shakul Kassim on the constitutional and statutory requirements for preparing and submitting a petition to the Assembly.

During the engagement, the farmers expressed concern over the increasing frequency of floods, which they said have caused widespread destruction of crops, damage to irrigation infrastructure, displacement of farming communities, and significant economic losses.

The GFN officials also highlighted a number of challenges affecting the agricultural sector, including inadequate agricultural extension services, limited access to farm machinery, lack of organized markets, insufficient irrigation and water management infrastructure, difficulties accessing agricultural inputs and financing, and poor rural road networks.

Speaker Hon. Abdi Idle Gure welcomed the delegation and reaffirmed the Assembly's commitment to supporting public participation and citizen engagement in legislative processes.

"The County Assembly remains open to residents seeking to raise matters of public concern through the petition process. We encourage citizens to utilize this avenue to ensure their concerns are considered by the relevant committees," said Speaker Hon. Abdi Idle Gure.

The farmers noted that they intend to pursue the petition process to seek legislative and policy interventions aimed at addressing flooding and strengthening the resilience of the agricultural sector in Garissa County.

The County Assembly reiterated its commitment to providing guidance on parliamentary procedures and to exercising its legislative, oversight, and representative mandate in addressing issues affecting the welfare and economic development of the people of Garissa.

Garissa Farmers Network (GFN) is a prominent cooperative society and advocacy group that connects local farmers, supports agricultural marketplaces, and promotes sustainable livelihoods across Garissa County. The umbrella body has a membership of approximately 1,700 farmers drawn from different parts of the county.

The Assembly Sectoral Committee on Lands, Housing, Physical Planning and Urban Development conducted approval hearings for two nominees proposed for appointment to the Dadaab-Hagadera Municipal Board.

The vetting exercise, chaired by Chairperson Hon. Khadija Idris, was held pursuant to Section 14(1) of the Urban Areas and Cities (Amendment) Act, 2019, which mandates County Assemblies to vet and approve nominees appointed to municipal boards.

The two nominees who appeared before the committee were Issa Harun Mohamed and Zeinab Moulid Abdi.

During the session, the committee subjected the nominees to rigorous questioning on matters relating to governance, integrity, urban management, environmental sustainability, revenue collection and public participation.

Issa Harun Mohamed demonstrated extensive knowledge in public administration and governance. He told the committee that he would leverage his over 16 years of professional experience to lobby for resources, mobilize development partners and support effective service delivery within the Dadaab-Hagadera Municipality.

Committee members also sought clarification on whether the nominees met the residency requirements stipulated under the law, and whether they currently held political offices or positions in political parties that could create conflict of interest with Board membership.

The nominees were further questioned on compliance with Chapter Six of the Constitution on Leadership and Integrity, including whether they had ever been dismissed from public office over integrity-related violations.

The committee also sought the nomineesโ€™ views on the role of municipal boards and their vision for the future growth of Dadaab-Hagadera Municipality.

On the issue of equitable service delivery, members questioned how the nominees intended to ensure fair distribution of essential municipal services such as water, roads and waste management within the municipalityโ€™s unique integrated economy involving both host communities and refugee populations.

Responding to concerns on revenue generation, the nominees emphasized the importance of accountable and transparent revenue collection systems aimed at enhancing municipal revenue without overburdening small-scale traders operating within the local markets.

The nominees were also challenged to outline strategies for sustainable waste management and environmental protection in the arid region, as well as mechanisms for resolving disputes between the Board and local residents over development projects.

On procurement and governance, the committee sought assurances that municipal projects would be implemented fairly and transparently to prevent perceived capture of public resources by local elites.

Both nominees expressed optimism about the municipalityโ€™s future, projecting improved infrastructure, enhanced urban growth and stronger economic development over the next decade.

The committee is expected to table its report before the House upon conclusion of the vetting exercise.
