COUNTY ASSEMBLY OF ISIOLO

Afternoon Sitting, Tuesday 9th September 2025.

This afternoon, during the Third Assembly (Fourth Session), the County Assembly of Isiolo considered the Report of the House Business, Rules and Privileges Committee on the conduct of Members who absented themselves from eight (8) consecutive sittings of the Assembly without the permission of the Speaker, contrary to Standing Order 235(3). The motion was tabled by the Leader of Majority and MCA for Sericho Ward, Hon. Abubakar Abdi.

After careful inquiry, the Committee established that the four Members failed to appear before the Committee to provide satisfactory explanations for their absence. Pursuant to Article 194(1)(b) of the Constitution of Kenya, 2010 and Standing Order 235(5), the House adopted the recommendation that the offices of the following Honourable Members be declared vacant: Hon. David Lemantile – Member for Oldonyiro Ward, Hon. Abdirashid Ali – Member for Garbatulla Ward, Hon. Abdirun Jillo Dima – Member for Kinna Ward, and Hon. Rahma Abdikadir – Special Elect.

Standing Order 235(5) provides that: “At the conclusion of the debate on a motion under paragraph (3), the Speaker shall not put a question but shall declare that, pursuant to Article 194(1)(b) of the Constitution, the office of the Member concerned has become vacant.”

The resolution affirmed the Assembly’s commitment to upholding the integrity of its Standing Orders and the Constitution of Kenya, ensuring accountability, responsibility, and respect for the mandate entrusted to Members by the people of Isiolo. The County Assembly reiterates that attendance, participation, and dedication to duty are not only constitutional obligations but also a covenant with the citizens they serve.

Today’s afternoon sitting of the Third Assembly (Fourth Session) focused on, among other businesses, the laying of papers and notices of motion concerning members’ absence from eight consecutive sittings of the Assembly, in line with Standing Order 235(3).

Hon. Abubakar Abdi, Leader of Majority, laid on the Table the Report of the House Business, Rules and Privileges Committee on the conduct of members who failed to attend the required sittings without satisfactory explanation.

The report, pursuant to Standing Orders 155(12) and 235(3), is scheduled for debate on Tuesday, 9th September 2025.

The County Assembly of Isiolo has this afternoon deliberated on an important motion moved by Hon. Halima Gole Abgudo on Mitigation of Resource Based Tension along the Isiolo–Wajir Border.

The House noted that peaceful coexistence and sustainable management of shared natural resources remain key to enhancing stability, economic development, and cohesion within Isiolo and neighboring counties. However, recurrent violent conflicts along the Isiolo–Wajir border often triggered by competition over scarce water resources, grazing lands, and unresolved boundary issues continue to claim lives, destroy property, displace communities, and disrupt education, trade, and food security.

The motion resolved that the County Government of Isiolo, through the Department of Peace, Cohesion, and Conflict Resolution, shall initiate inclusive dialogue with leaders and communities from both counties, establish frameworks for joint management of resources, and work closely with the IEBC, Ministry of Lands, Ministry of Interior, NCIC, and security agencies to fast-track boundary resolutions and strengthen peacebuilding mechanisms. Peacebuilding and equitable resource sharing strategies will further be integrated into the County Development Plan.

The resolution draws its authority from the Constitution of Kenya, 2010. Article 189 calls for consultation and cooperation between National and County Governments in the performance of their functions, including matters relating to peace and security. Article 40 guarantees the right to property, including land and natural resources. Article 60(1)(c) emphasizes “equitable access to land,” underscoring fairness in sharing natural resources. Article 238 outlines the principles of national security, affirming that security must protect the people of Kenya, their property, peace, stability, and prosperity.

By anchoring this motion in the Constitution, the Assembly reaffirmed its commitment to champion peace, safeguard livelihoods, and promote prosperity for the people of Isiolo and the wider region.

The Assembly deliberates on a forward looking Motion tabled by Hon. Kamila Warsame, seeking to introduce microchip in plant technology in livestock across Isiolo County as a measure to combat the persistent challenge of stock theft.

Livestock is the heartbeat of Isiolo our cultural heritage and the backbone of the local economy. Yet, stock theft and cattle rustling continue to destabilize livelihoods, heighten insecurity, and undermine peace within pastoralist communities. The Motion underscored that protecting livestock is not only an economic priority but also a constitutional obligation. Article 186(1) of the Constitution, as read with the Fourth Schedule, assigns Agriculture, Livestock and Fisheries Development to County Governments, placing Isiolo at the center of this responsibility. Article 40 guarantees the right to property, which extends to livestock as the principal asset of pastoralist households, while Article 29 affirms the right to security, safeguarding our people from violence and crime.

By adopting this Motion, the Assembly will direct the County Executive Committee Member for Agriculture, Livestock and Fisheries Development to implement livestock microchipping as a modern, effective and accountable system of protecting animals. The innovation will not only deter theft but also restore confidence, strengthen security, and safeguard the pastoral economy for generations to come.

The County Assembly of Isiolo has formally deliberated and endorsed a pivotal motion, tabled by Hon. Gole, Member of the County Assembly for Cherab Ward. The legislative measure calls for the robust protection of the county's critical water catchment areas through the stringent regulation of sand harvesting activities and the elimination of unauthorized water diversions and obstructions within our river systems.

The intervention is driven by Isiolo's acute ecological vulnerability. As a region classified as predominantly arid and semi arid, its riverine networks constitute an indispensable lifeline, sustaining household water security, pastoralist livelihoods, and agricultural productivity. However, these vital ecosystems are under severe threat from uncontrolled exploitation. Rampant sand harvesting, illicit diversions, and in stream obstructions continue to jeopardize riparian integrity, significantly diminish water flow volumes, and exacerbate inter-community conflicts over increasingly scarce resources.

The Assembly's resolve is firmly anchored in the supreme mandate of the Constitution of Kenya. Specifically, Article 42, which enshrines the right to a clean and healthy environment, and Article 43(1)(d), which guarantees the right to clean and safe water in adequate quantities, provide the foundational legal imperative for this action.

Consequently, the Assembly has resolved to undertake the following decisive measures:

- Commission a comprehensive countywide audit and geospatial mapping of all river courses, statutory riparian reserves, and legal water abstraction points to establish a definitive baseline for protection and management.

- Appropriate and earmark sufficient financial and technical resources to enhance enforcement capabilities, initiate ecological restoration programs, and conduct extensive community sensitization on the principles of sustainable water resource management.

The resolution represents a significant and forward looking policy commitment. It reaffirmed the Assembly's unwavering dedication to safeguarding Isiolo's natural capital, upholding the constitutional rights of both present and future generations, and ensuring that the fundamental principle that water is life is translated into a tangible and equitable reality for all.

COUNTY ASSEMBLY OF ISIOLO PROCEEDINGS – THURSDAY 28TH AUGUST, 2025.

The County Assembly of Isiolo held its Fourth Session at 2:30 p.m., where Hon. Members deliberated on critical matters touching on constitutional order, governance, and the welfare of the people of Isiolo County.

Motion. The Illegal Relocation of the County Assembly.

The Motion was moved by Hon. Abubakar Abdi, Majority Leader and MCA Sericho Ward. In moving the Motion, Hon. Abubakar underscored that the Constitution, the County Governments Act, and the Standing Orders are clear that all sittings of the County Assembly must take place in the official and gazetted Assembly Chambers, or such other premises as approved by a resolution of the Assembly. Hon. Members who contributed to the Motion unanimously condemned the purported sitting held in Oldonyiro, terming it illegal, unconstitutional, and a direct assault on the integrity of the Assembly. Members further noted that attempts to relocate or convene sittings outside the designated chambers without authority of the House amount to undermining democracy, rule of law, and the sovereignty of the people of Isiolo. The Assembly reiterated that all sittings shall strictly be held in the gazetted Assembly Chambers in line with the law; any purported relocation or parallel sittings outside the gazetted premises are null and void; and investigative and enforcement agencies shall be notified to take appropriate action against unlawful attempts to subvert the Constitution and the Standing Orders. By adopting this Motion, the Assembly has sent a clear and firm message that the dignity and constitutional mandate of the House cannot and will not be compromised.

Motion 2: Water Shortage in Cherab Ward.

A second Motion was tabled by Hon. Halima Golle, addressing the ongoing water scarcity crisis in Cherab Ward. The House heard that Cherab Ward, being predominantly arid and pastoralist, continues to experience severe water shortages affecting households, schools, livestock, health facilities, and other critical institutions. This prolonged crisis has forced residents into long treks in search of water, disrupted learning, and strained already fragile health services. Hon. Halima called for urgent and long-term interventions, and the Assembly resolved that the County Executive Committee Member for Water immediately undertakes emergency measures, including water trucking and rehabilitation of boreholes, to address the acute shortage; and that the County Government prioritizes the drilling and equipping of new boreholes, expansion of water pipelines, and construction of strategic water pans in Cherab Ward under the current and future development plans. This resolution underscores the Assembly’s unwavering commitment to defending the socio-economic rights of residents, as enshrined in Article 43 of the Constitution, which guarantees every person the right to clean and safe water in adequate quantities.

The County Assembly of Isiolo reiterates its unwavering dedication to protecting constitutional order, strengthening democratic governance, and ensuring service delivery to all residents. Through these resolutions, the Assembly has once again demonstrated that it stands as the people’s institution safeguarding their rights, defending the rule of law, and prioritizing their needs above all else.
