CIDP Mid Term Review set to start as Secretariat finalises assessment tools, roadmap
The County Government of Baringo is set to commence the Mid-Term Review (MTR) assessment for the Third Generation County Integrated Development Plan (CIDP) 2023–2027, following the development of assessment tools and an implementation roadmap by the Review Secretariat.
The exercise comes as the five-year development blueprint officially passes its halfway mark, necessitating a comprehensive evaluation of the progress made in the implementation of county programmes and projects, as required by law.
The Mid-Term Review Secretariat, operating under the Department of Finance and Economic Planning, will now proceed with approval process of the review exercise and final preparations for the countywide assessment. This will include the formal adoption of monitoring and evaluation tools that will guide data collection, analysis, stakeholder engagement, and reporting throughout the review process, which is expected to be officially launched early June 2026.
The review is anchored on the Constitution of Kenya, the County Governments Act, 2012, and the Public Finance Management Act, all of which require county governments to undertake periodic monitoring and evaluation of development plans to ensure accountability, effective resource utilisation, and responsive service delivery.
Designed as an inclusive and participatory process, the review will assess both the implementation status and the impact of county projects and programmes across all sectors. The exercise will also gather views and feedback from a broad spectrum of stakeholders including community leaders, civil society organisations, national and county administrators, Persons With Disabilities (PWDs), and other special interest groups.
The County Executive Committee Member for Finance and Economic Planning Wilson Cheserek who officially closed a 3 day workshop convened by the Review Secretariat noted that the Mid-Term Review will provide an opportunity to identify and document achievements, implementation gaps, emerging challenges, and priority areas requiring policy, budgetary, and strategic adjustments for the remainder of the CIDP period, while also informing future development planning.
Chief Officer for Economic Planning Micheal Ngetich says that the findings of the exercise are expected to strengthen evidence-based planning, improve accountability in public service delivery, and guide future county planning and budgeting processes in line with the development aspirations of the people of Baringo.
