County Assembly Staff Sensitized on Occupational Health and Safety

Staff of the County Assembly of Kajiado were sensitized on workplace safety and wellbeing. The session, facilitated by officers from the Center for Parliamentary Studies, emphasized staff responsibilities and policy compliance.

Clerk of the County Assembly, Leboo Saisa urged staff to embrace safety as a shared responsibility, highlighting the importance of creating a secure and healthy working environment for everyone.

SECTORAL COMMITTEE ON EDUCATION AND VOCATIONAL TRAINING SENSITIZED ON EIDU PROGRAM

The Sectoral Committee on Education and Vocational Training has today been sensitized on the EIDU Programme, an initiative being implemented to support the administration, delivery and monitoring of pre-primary education learning across Kajiado County.

EIDU has partnered with the County Government of Kajiado to roll out the programme in selected Early Childhood Development (ECD) Centres, providing digital tools and learning materials aimed at strengthening teaching and learning outcomes.

Speaking during the sensitization forum, the Committee Chairperson, Hon. Joshua Saigilu, called on the Department of Education to bring on board all key stakeholders to enhance awareness, mobilize the necessary resources and ensure the successful implementation and sustainability of the programme.

Hon. Saigilu further emphasized the need to scale up the programme to cover more ECD Centres across the County, noting that equitable access to digital learning gadgets and educational materials is critical in ensuring that all children benefit regardless of their location.

The Committee reaffirmed its commitment to supporting initiatives that strengthen Early Childhood Development and promote quality, inclusive and equitable access to pre-primary education across Kajiado County.

Kajiado to Host EACC Ethics and Anti-Corruption Mashinani Initiative

Kajiado County is set to host the Ethics and Anti-Corruption Commission (EACC) Ethics and Anti-Corruption Mashinani initiative from 21st to 25th September 2026, in a programme aimed at strengthening public participation in the fight against corruption and promoting ethical leadership and accountability.

The initiative, the first of its kind, is modelled on the Bunge Mashinani approach pioneered by the Kajiado County Assembly, which has taken plenary sessions to remote parts of the county to enhance public participation and engagement.

In preparation for the engagement, Kajiado County Assembly Deputy Speaker Hon. Daniel Kokan hosted an EACC delegation led by Commissioner Dr. Cecilia Mutuku, EACC Eastern Region Manager George Ojowi, and other senior Commission officials during a courtesy call to the Office of the Speaker.
Hon. Kokan reaffirmed the County Assembly’s commitment to the rule of law and expressed its readiness to collaborate with the EACC in promoting integrity, accountability and good governance.

Dr. Mutuku said the visit reaffirmed the Commission’s commitment to working closely with the County Assembly and other county stakeholders to promote ethical leadership, integrity and good governance.

The Commissioner noted that the EACC considers the County Assembly a critical institution in strengthening accountability and ensuring that public resources are utilised for their intended purposes.

County Assembly Clerk Leboo Saisa welcomed the initiative, saying the choice of Kajiado would provide an opportunity to strengthen the public’s oversight role and deepen collaboration between the EACC and the County Assembly.

The five-day engagement will focus on ethics, integrity, corruption prevention, accountability, public participation and the role of citizens in safeguarding public resources, while promoting a culture of zero tolerance to corruption.

The initiative is expected to bring the EACC’s anti-corruption efforts closer to the people and provide a platform for communities and other stakeholders to engage directly on matters of accountability and responsible management of public resources.

The Kajiado County Assembly has raised concerns over the proposed construction of the Oncera Pharmaceutical Company in Matapato North Ward, following a Request for Statement by Hon. Abraham Osoi, MCA Matapato North.
Presented by Hon. Isaac Kiresian, MCA Magadi Ward and Minority Leader, the request seeks clarification on the proposed development, particularly the classification of the land as pastoral land and its potential environmental and socio-economic impacts on neighbouring communities.
The Assembly is seeking information on any change of land use, public participation conducted, relevant NEMA documentation, and whether the project complies with the approved Kajiado County Spatial Plan and applicable land-use policies.
The request, made under Standing Order 41(2)(c), requires a response from the CECM responsible for Lands, Physical Planning, Urban Development and Housing through the relevant Sectoral Committee. The sitting was presided over by Hon. Bernard Moloma Kenyawa, MCA.

Kajiado County Assembly Intensifies Disability Mainstreaming Sensitisation

Kajiado County Assembly’s Chairperson for the Disability Mainstreaming Committee, Hon. Betty Taany, together with Disability Mainstreaming Fund Board members, have continued to sensitise local communities on the importance of supporting and caring for persons with disabilities (PWDs).

The team was accompanied by Hon. Benard Muloma, MCA for Kenyawa Poka Ward, during a sensitisation forum that brought together hundreds of residents from Imaroro and Kenyawa Poka wards. The event was held at Baptist Church Imaroro in Kajiado East Sub-County.

The leaders urged religious leaders, community members, chiefs and other local stakeholders to champion the rights and welfare of persons with disabilities and ensure they are fully integrated into society.

Hon. Betty Taany assured residents that the County Assembly, in collaboration with the Department of Social Services, will continue to spearhead the collection of data on persons with disabilities. She said accurate data is essential for ensuring that PWDs receive adequate and efficient services.

She noted that many people living with disabilities are often abandoned or left in obscurity in villages and homes, a situation that has contributed to poverty, neglect and immense suffering over the years. She said the enactment of the Disability Mainstreaming Act is a significant step towards ensuring that persons with disabilities receive the support they need to live dignified and fulfilling lives.

Hon. Taany emphasised that good governance must ensure that every person is served and included in development. She said the Disability Mainstreaming Fund should have a meaningful impact on the lives of PWDs by supporting their social and economic empowerment.

“The goal is to see the dreams and aspirations of every person with a disability fulfilled,” Hon. Taany said, while calling on stakeholders to work together towards achieving greater inclusion.

Hon. Benard Muloma reminded residents that disability can affect anyone, noting that every human being is potentially a candidate for disability.

The Disability Mainstreaming Act provides for support to persons with disabilities, including access to education and financial assistance to enable them to establish and run businesses, among other interventions.

Residents welcomed the initiative, saying that, for the first time, the fund is transforming the lives of persons with disabilities for the better. They, however, called for the establishment of a publicly funded special education institution within Kajiado County to provide specialised learning opportunities for children and young people with disabilities.

The residents said such an institution would complement existing efforts to promote inclusion, education and better livelihoods for persons with disabilities across the county.

Wednesday House Business: Concern Over Invasion of Crotalaria in Grazing Lands

Hon. Bernard Supeet Moloma sought a Statement from the CECM for Agriculture, Livestock and Veterinary Services on the invasion of Crotalaria lachnocarpoides in grazing lands across the County.

The invasive shrub, characterized by a woolly stem and inflated seed pods, poses a serious threat to livestock. When consumed, it can cause a debilitating condition locally known as Oloirrashrrash, which is associated with symptoms including elongation of the hooves, difficulty walking and limping, and rapid weight loss.

The Statement was committed to the Committee on Agriculture, Livestock and Veterinary Services for consideration, ex*****on and subsequent reporting to the House.

Purko Ward MCA Hon. Amos Mpusia has sought a Statement from the County Executive Committee Member for Lands, Physical Planning, Urban Development and Housing over alleged irregular land subdivisions, allocation of public land, and threats to water catchment areas in Purko Ward.

The Statement was requested during a plenary sitting chaired by Hon. Ann Ntatai, Special Elect Member.

Members of the County Assembly raised concerns over alleged non-compliance with the County Assembly-approved Spatial Plan, lack of approved Physical Development Plans, and failure to conduct public participation before changing the use of land reserved for pasture, water points, and other public utilities.

The Department has been asked to clarify whether it is aware of residents' complaints, whether public utility land has been or is being reallocated or rezoned, whether public participation was conducted as required by law, and what measures are in place to protect public land from encroachment and illegal allocation.

The matter has been referred to the Sectoral Committee on Lands, Physical Planning, Urban Development and Housing, which is expected to investigate and table its report within 21 days, including findings on the alleged illegal subdivision of public utility land such as Ilbisil Water Point, Bulati Agricultural Land, Olooshireta Water Point, and community pasture reserves.
