STOP DEMONISING COUNTY ASSEMBLIES, KIAMBU SPEAKER TELLS STATE AGENCIES

MOMBASA, Kenya.

The Speaker of the County Assembly of Kiambu, Hon. Charles M. Thiong'o, has urged national financial oversight bodies to stop “demonising” county assemblies, calling for fairness in scrutiny as devolved units push for greater financial autonomy.

Speaking during the 6th Legislative Summit organised by the County Assemblies Forum (CAF), Hon.Thiong’o said persistent criticism from institutions such as the Senate, the Controller of Budget and the Auditor-General undermines the work of county legislatures.

He maintained that assembly budgets are costed activity-based and justified, warning against what he described as disproportionate negative publicity compared to national government entities.

The three-day summit in Mombasa County has brought together representatives from all 47 counties under the theme Resilient County Asemblies with aim of strengthening legislation, representation and oversight.

The Speaker was among nine panellists among them Controller of Budget Ms. Margaret Nyakang'o and Senate Public Accounts Commmittee Chairperson Hon. Moses Kanjwang.

They were participating in a general session discussing the "Strengthening Governance anf Financial Autonomy of County Assemblues for Sustainable Development."

Hon. Thiong’o welcomed ongoing reforms granting county assemblies financial autonomy, allowing them to operate independent accounts, saying the move would enhance their oversight role.

However, he noted persistent structural challenges, including reliance on county executives to access funds and limited allocations, which he said constrain operations.

He also called for increased budget ceilings and reforms to address legal and financial risks facing assemblies, particularly their dependence on public funding.

Responding to the concerns, Hon. Kajwang’, who is also Homabay County Senator, said the Senate’s primary concern has been the integrity of financial records, not the existence or role of county assemblies.

He proposed closer collaboration with the Auditor-General to improve transparency on resource utilisation.

Hon. Kajwang’ acknowledged improvements in fiscal discipline across several county assemblies and affirmed the legal status of sector bodies such as the County Assemblies Forum.

He added that Parliament is advancing legislative reforms to adjust funding ceilings, harmonise personnel management and address pension legislative proposal for Members of County Assemblies (MCAs).

He urged MCAs to exercise their constitutional powers confidently, noting they enjoy the same legislative authority, privileges and immunities as senators.

COUNTY LEGISLATORS CALL FOR GREATER ROLE IN AFFORDABLE HOUSING DEVELOPMENT

County leaders have called for stronger involvement of devolved units in the delivery of affordable housing, emphasizing the need to streamline land management systems and improve coordination to avoid persistent disputes.

The issue dominated discussions on the second day of the CAF Summit 2026, where panelists highlighted inefficiencies in land processes that have slowed down affordable housing projects.

They noted that gaps in coordination and weak policy implementation continue to fuel controversy in the sector.

Speakers at the summit stressed that counties must take full responsibility for housing delivery, given that land management and housing are devolved functions. One panelist underscored this position, stating, “Let us not beg for housing; it is a devolved function.”

Contributing to the discussion, Hon. Charles M. Thiong'o, Speaker, County Assembly of Kiambu, backed the call for greater county involvement, emphasizing the importance of empowering County Assemblies to effectively execute their oversight role.

“County Assemblies must go beyond talk and embrace joint oversight to ensure accountability in land and housing matters,” he said.

Hon. Thiong’o further urged the Senate to support legislation aimed at strengthening County Assemblies, noting that a solid legal framework is essential for them to fulfill their constitutional mandate under devolution.

Leaders also called for enhanced collaboration among institutions, warning that without political goodwill and better coordination, progress in land and housing reforms will remain slow.

The overall message from the session was clear: Counties must take charge of housing delivery, be strengthened institutionally, and work collaboratively to improve land management systems for the benefit of wananchi.

6th LEGISLATIVE SUMMIT KICKS OFF IN MOMBASA

The 6th Legislative Summit organised by the County Assemblies Forum (CAF) officially commenced yesterday in Mombasa County, bringing together all 47 County Assemblies.

The annual summit provides a platform for county legislatures to take stock of their performance, strategise, and develop frameworks aimed at strengthening governance at the county level.

This year’s summit is themed “Resilient County Assemblies: Reinforcing Representation, Legislation and Oversight.”

The event was officially opened by Prime Cabinet Secretary Musalia Mudavadi, who underscored the critical role of county assemblies in advancing devolution and promoting accountability.

Today, Hon. Charles M. Thiong'o, Speaker of the County Assembly of Kiambu, will participate as a panellist in the second general session.

The session will focus on “Strengthening Governance and Financial Autonomy of County Assemblies for Sustainable Development,” where the Speaker will join nine other leaders in exploring strategies to enhance institutional effectiveness and sustainability.

The summit continues to serve as a key forum for dialogue, collaboration, and the exchange of best practices among county assemblies in Kenya.

The Public Accounts and Investments Committee (PIAC) has cleared with Thika and Kikuyu Water and Sewerage Companies over audit concerns but flagged Githunguri Water for further scrutiny following its review of the 2024/2025 Auditor General’s financial statements report.

The Committee, chaired by Hon. Odhiambo Obudho (MCA, Kahawa Sukari), concluded hearings with officials from the three water Companies, that had been summoned to respond to audit queries raised in their financial statements.

Hon. Obudho is deputized alternately by Hon. Kamau Boro - Kikuyu Township MCA (who chaired today’s session) and Hon. Wanyutu Waweru (MCA, Komothai Ward).

Officials from Thika and Kikuyu Water Companies, led by Managing Directors Dr. Moses Kinya and Ms. Jane Murage respectively, satisfied the committee after providing detailed responses addressing the Auditor General’s concerns.

However, Githunguri Water and Sewerage Company, represented by Managing Director Mr. Francis Kahuha, failed to adequately clarify to the Committee, particularly on issues relating to top management representation, drawing sharp criticism from Members of the County Assembly (MCAs).

The Committee has now summoned the Company’s Board representatives and key Technical Staff for a follow-up session to provide further clarification.

PIAC is expected to compile a comprehensive report with recommendations, which will be tabled before the County Assembly for debate and possible adoption.

The Public Accounts and Investments Committee (PIAC), chaired by Hon. Odhiambo Obudho, today met officials from Kiambu, Karuri, and Gatundu North Water and Sewerage Companies to respond to queries raised by the Office of the Auditor General in the FY 2024/2025 financial statements report.

The delegations were led by their respective Managing Directors namely Mr. Boniface Mbugua Kabue (Kiambu), Mr. Fredrick Mwangi (Gatundu North), and John Karioki (Karuri).

Among the issues raised by the Committee were high Non-Revenue Water variances, the absence of a novation deed relating to a KSh 14.5 billion loan facility owed to Athi Water Works Development Agency (Kiambu), irregular construction of lavatories on public land, and long-standing uncollected receivables. These were, however, only a few of the concerns highlighted in the audit report.

The officials provided responses to the queries, and the Committee will compile a report for consideration and possible adoption by the Assembly.

March 26, 2026 KIAMBU.

The County Public Investments and Accounts Committee (PIAC), Chaired by Vice Chairperson Hon. Kamau Boro (MCA, Kikuyu Township), today held a consultative meeting with Limuru Water and Sewerage Company Limited to deliberate on the Auditor General’s report for the Financial Year 2024-2025.

Key Audit concerns took center stage, among the major issues raised being the Company’s status of trade and other receivables, as well as unsupported provisions for long outstanding debts. Members of the Committee sought clarity on the company’s financial controls and sustainability measures. In response, the Managing Director, Mr. Nicolas Wainaina and the Management explained that while the company had since implemented a new billing system, it was only capable of generating reliable data for up to three years, as it was introduced recently. The Committee had earlier questioned whether the system could support long-term analysis of financial statements for five years and beyond which they responded as a possible task to be executed.

Other Audit matters included material uncertainty related to going concern on the continued dependency on the County Government, Creditors and donors for Finances. The Committee, further enquired from the Management on how the Company would layout strategies to stabilize operations within the next six months. The management indicated that several measures had been put in place, including a tariff review, with new tariffs already gazetted and set to take effect from April, 2026. Additionally, the Company planned to expand pipeline networks to cover served and unserved areas, a move expected to increase revenue.

The meeting concluded with a commendation to the Company for the progress made so far. The Committee, however, urged the management to address the highlighted gaps in then Auditor General’s Report and improve in areas of concern to ensure better Service delivery and financial stability.

The County Assembly’s Public Investments and Accounts Committee (PIAC) has raised concerns over mounting debts, aging assets, and high water losses at Ruiru, Juja Water and Sewerage Company (RUJWASCO) during a review of the Auditor General’s report for the 2024/2025 financial year.

In a committee meeting Chaired by Hon. Kennedy Obudho (MCA Kahawa Sukari Ward) and deputized by Hon. Kamau Boro (MCA, Kikuyu Township Ward), the committee engaged the company’s management led by Managing Director Ms. Mary Karoba to respond to key audit queries affecting the utility’s financial and operational performance.

At the center of the discussions was a significant rise in long-outstanding customer debts exceeding 120 days, raising concerns about revenue recovery and compliance with collection regulations.

In response, the management attributed the drop in collection efficiency from 90% to 82% due to customer adjustment challenges following tariff changes, noting that enforcement measures, such as disconnections which had been temporarily relaxed. However, they reported improving payment trends in recent months.

PIAC directed the company to submit, within 14 days, a comprehensive report detailing the status of all defaulting customers, including updated figures as of the end of February, 2026.

The Committee also questioned the continued use of fully depreciated assets, including computers and civil works, without revaluation to reflect their current economic worth.

Management clarified that asset revaluation is conducted every five years, with the last exercise completed in 2022 and the next scheduled for 2027, adding that ongoing upgrades would phase out obsolete infrastructure.

Further scrutiny focused on non-revenue water (NRW), where the company exceeded the recommended loss threshold of 25% by 26%, posing risks to sustainability and profitability.

Management reported recent improvements, with NRW levels dropping from 47% in January and February 2026, and outlined measures such as enhanced internal controls and data-driven monitoring to address the issue.

The session concluded with the Committee acknowledging the steps taken by RUJWASCO to address audit concerns, while urging sustained efforts to strengthen financial discipline and improvement in service delivery.

COUNTY ASSEMBLY APPROVES KEY MOTIONS INCLUDING CFSP 2026

KIAMBU, March 18, 2026

The County Assembly of Kiambu today approved several motions, including the County Fiscal Strategy Paper (CFSP) 2026, the Governor’s nominees to the Selection Panel for recruitment of members of the County Public Service Board (CPSB), and the Kiambu County Agroecology Development Bill, 2025.

APPROVAL OF CFSP 2026:
The motion on the CFSP 2026 was moved by Hon. Rebecca Nyaruai Kiai (MCA, Specially Elected), Vice Chairperson of the Budget and Appropriations Committee. She sought the Assembly’s adoption of the Committee’s report on the CFSP 2026, as tabled on Tuesday, March 17, 2026, in accordance with Section 117(6) of the Public Finance Management Act, 2012.

Hon. Kiai noted that the approved CFSP will form the basis for the preparation of the 2026/27 Budget Estimates and guide policy and financial resolutions as outlined in the Committee’s report.
The motion was seconded by Hon. Josephine Wangui Agingu (MCA, Specially Elected), who is a member of BAC.

APPROVAL OF SELECTION PANEL NOMINEES:
The Assembly also approved nominees to the Selection Panel mandated to recruit members of the County Public Service Board.

The motion was moved by Hon. Hezron Gachui, Chairperson of the Public Service and Administration Committee, who tabled the Committee’s report following the vetting process conducted in accordance with Section 9(2) of the Public Appointments (County Assemblies Approval) Act, 2017, read together with Section 58A(8) of the County Governments Act, 2012.

The Assembly approved the appointment of Hon. Peter Njoroge Baiya as Chairperson, alongside Dr. Zablon Bundi Mutongu (PhD) and Ms. Rosemary Waweru as members of the Selection Panel.

Members of the Assembly commended the Committee for its swift and thorough vetting process. The motion was seconded by Hon. John Njinu Ndiba (MCA, Ndarugu Ward).

PASSAGE OF AGROECOLOGY BILL:
Additionally, the Assembly approved the Kiambu County Agroecology Development Bill, 2025 (Kiambu County Bills No. 7 of 2025).

The County Assembly has adopted two crucial audit reports concerning the financial operations of local water service providers, following the report being laid by the Vice Chairperson of the County Public Investments and Accounts Committee, Hon. Waweru Wanyutu (MCA, Komothai Ward).

Hon. Wanyutu moved motions seeking approval of the committee's reports on the examination of the Auditor General's findings on the financial statements of Gatundu Water and Sanitation Company Limited and Limuru Water and Sewerage Company Limited for the financial years ending 30th June 2022 and 2023.

Members of the Assembly debated both motions, scrutinizing the findings and recommendations contained in the reports and upon conclusion, the Assembly adopted the reports.
