SOLAR POWER, RELIABLE WATER FOR KILIFI COMMUNITIES

The County Government of Kilifi is advancing the implementation of the Kenya Off-Grid Solar Access Project (KOSAP) to improve access to reliable water and sustainable energy for our communities.

Through the Department of Lands, Energy, Housing, Physical Planning and Urban Development, led by CECM Hon. Jane Kamto, KOSAP is targeting the solarisation of 33 existing boreholes and associated booster pump systems across the project area.

Chief Officer for Energy Mr. Johnson Nzai led a technical team to inspect ongoing works at Tezo Agriculture Site and Mtondia Chief’s Office Site, assessing progress and ensuring implementation meets approved project standards.

The works include rehabilitation of existing boreholes, installation of solar-powered pumps and booster systems, water storage tanks, standby generators, fencing and associated civil, mechanical and electrical works required to make the systems fully operational.

Funded by the World Bank and implemented through the Ministry of Energy and Petroleum and the Rural Electrification and Renewable Energy Corporation (REREC), the intervention will help provide communities with more reliable water while harnessing clean and sustainable solar energy.

SECURING COMMUNITY LAND RIGHTS IN MAPOTEA AND DUNGICHA

The journey towards formal land ownership for Mapotea and Dungicha communities continues to make important progress.

Following the election of the Community Land Management Committees (CLMCs) and executive leaders in accordance with the Community Land Act, 2016, community members have now been taken through their respective constitutions, which will guide the management and administration of their community land.

Officers from the Office of the County Attorney guided members through the provisions, rules and responsibilities outlined in the constitutions.

The executive leaders and committee members will now complete the CLA 3 forms, verify the community registers and submit the necessary documentation to the Land Registrar, paving the way for the next stage of formal registration.

The process brings Mapotea and Dungicha communities closer to securing titles, strengthening tenure security and protecting their land rights for generations to come.

The initiative is being implemented through a partnership between the Kilifi County Government, FAO Kenya and the European Union in Kenya under the Digital Land Governance Programme (DLGP).

PUTTING PEOPLE FIRST IN LAND RESOLUTION

After years of land disputes, residents of Pumuani in Magarini Sub-County have had an opportunity to directly engage the County Government and present their concerns over the approximately 7,000-acre land.

Chief Officer for Lands and Physical Planning Joe Tete, alongside the Director of Survey, Adjudication Officer and County surveyors, led the public participation forum at Pumuani Centre to chart a lasting way forward.

Residents opposed the proposed settlement scheme, instead supporting a “jembe kwa jembe” approach to surveying and allocation. The County Government assured the community that their views will guide the process, paving the way for the survey exercise.

The engagement was also attended by area MP Hon. Harrison Kombe, the area MCA Hon. Paul Charo Assistant County Commissioner and area Chief.

Land matters must be resolved with the people, for the people — fairly, transparently and inclusively.

*The journey towards secure land ownership for communities in Dungicha and Mapotea continues to gain momentum*

Following the election of the two Community Land Management Committees (CLMCs) for Mapotea and Dungicha, members have completed a two-day induction on their roles and responsibilities and elected their executive leaders in accordance to CLA 2016.

The committees will now spearhead the next steps towards the formal registration of Dungicha and Mapotea Community Lands, paving the way for communities to obtain titles and members to ultimately receive official land ownership documents — strengthening tenure security and protecting their land rights.

The process is being implemented through a partnership between the Kilifi County Government and FAO Kenya and the European Union in Kenya , under the Digital Land Governance Programme (DLGP).

MOPOTEA AND DUNGICHA COMMUNITIES IN GANZE SUB-COUNTY TAKE STEPS IN REGISTERING THEIR COMMUNITY LAND.

The County Government of Kilifi in collaboration with FAO/EU Digital land Governance programme ( DLGP) is advancing the formal registration of Mapotea and Dungicha Community Lands in Ganze Sub-County.

The community land registrar of Kilifi County Mr. Mohamed Billow accompanied by CECM Lands Energy, Housing, Physical Planning and Urban Development, Hon. Jane Kamto with technical team of county surveyors, physical planners, the National Land Commission (NLC) and the Land Adjudication and Settlement Office, Mr Billow lead the technical team to priside over the exercise of Community Land management committees (CLMC) for the two community on 12th and 13th August 2026 as required by Community land Act 2016.

The exercise prepares the communities for survey, demarcation and eventual registration, paving the way for members to receive official land ownership documents and strengthen their tenure security.

The process is another important step in addressing longstanding land injustices and delivering on H.E. Governor Gideon Mung’aro’s commitment to secure, equitable and people-centred land ownership for the people of Kilifi.

Kilifi County is exploring new partnerships to strengthen waste management and promote a cleaner, healthier environment for residents.

The County Government held discussions with KEWASTE, a waste collection and disposal company seeking to establish operations in Kilifi.

CECM for Lands, Energy, Housing, Physical Planning and Urban Development, Hon. Jane Maiki Kamto, together with CECM for Water, Environment, Forestry, Climate Change and Natural Resources, Hon. Omar Said, engaged the KEWASTE delegation led by Hon. Milcent from the Office of the Deputy President.

The discussions focused on regulatory requirements, approvals and areas of collaboration to facilitate the company’s proposed operations in the county.

The initiative is expected to strengthen waste collection and disposal while supporting a cleaner, greener and more sustainable Kilifi.

Kilifi is laying the groundwork for a new era of investment, jobs and industrial growth.

The CECM for Lands, Energy, Housing, Physical Planning and Urban Development, Hon. Jane Maiki Kamto, held talks with the ARISE Integrated Industrial Platforms (ARISE IIP) team on preparations for the 2,000-acre Vipingo Special Economic Zone (VSEZ).

Powered by green energy, the VSEZ will target manufacturing, agro-processing, logistics and other industries—attracting investment, creating jobs and opening new opportunities for local businesses and communities across Kilifi County.

*The Kilifi County Government is strengthening digital land governance to improve planning, service delivery, and sustainable development*

The Food and Agriculture Organization (FAO), through the European Union (EU)-funded Digital Land Governance Programme (DLGP), has launched a three-day training for County GIS Champions aimed at enhancing digital land governance, geospatial information management, and data-driven decision-making.

Officially opened by the CECM for Lands, Energy, Housing, Physical Planning and Urban Development, Hon. Jane Kamto, the training will equip County GIS officers with the skills to strengthen land information management systems, improve spatial data management, and support informed planning and investment decisions.
